We are currently seeking qualified candidates for the position of Senior Regional Coordination Adviser for the FtF Ethiopia Community Nutrition Activity for Tigray region.

Position Description:

The Senior Regional Coordination Advisor will provide technical and programmatic support for implementing and coordinating planned Community Nutrition activities in the FtF ZoE conflict-affected woredas in Tigray Region and coordinate closely with the RHBs. S/He will engage on regional health and nutrition partners coordination meetings including ENCU representing community nutrition. S/he will oversee and guide the work of Community Nutrition LIPs and sub-primes/LIPs. S/he will lead the coordination within Tigray and bring established connections with key government counterparts and USAID implementing partners. The Advisor will be well-versed in the issues around the management and coordination of emergency preparedness, response and recovery activities. The person works closely and in an integrated manner with Community Nutrition technical and programmatic staff to ensure smooth delivery and reporting of all the relevant activities.

Senior coordination advisers will provide Technical Support to the RHB to lead coordination and ensure smooth and effective information sharing and communication among USAID implementing partners and will build strong partnership with all Stakeholders. In addition to this, Senior Regional Coordination Adviser will be base with the Community Nutrition team and provide TA support on emergency response and preparedness, ensure quality nutrition service delivery while implementing the supplemental funding in Tigray region covered by the Community Nutrition Activity.

A. General Responsibilities:

  • Support the Community Nutrition team and the partners in the implementation of the Emergency Preparedness, Response and Recovery (EPRR) activities as agreed in the work plan (training, preparedness, response, and recovery planning in Community Nutrition offices, providing TA during the various phases of the EPRR work).
  • Provide support to RHB to conduct situational assessment, identify regional needs and gaps on nutrition and partner mapping (Who is doing what, where, and when) to identify stakeholders for emergency nutrition preparedness, response & recovery activities.
  • Provide continuous technical assistance on EPRR programming to Community Nutrition.
  • Lead the planning, procurement, and distribution of goods and services in ECNA project supplemental fund in Tigray region.
  • Prepare, review, and provide sign-off for Periodic reports as per donor and/or FHI 360 requirement.
  • Engage on guideline, protocols, checklists, and relevant tools development and review for EPRP as required by RHB.
  • Provide technical assistance and support at the regional level on the Community Nutrition EPRP activities.
  • Provide technical guidance and support to Regional Health Bureau along with Emergency Nutrition Coordination Unit in developing and implementing robust nutrition coordination platforms.
  • Review, assess, and evaluate the effectiveness of EPRR activities and recommend enhancements.
  • Supports the project team to produce best practices and share the lessons learned from ERR activities implementation.
  • Ensure the preparation of periodic quality nutrition report as required by donor or organization.
  • Oversee and coordinate nutrition-related capacity-building training for health workers and community nutrition program staff on EPRR in the region.
  • Lead Regional Joint Supportive supervisions and review meetings with the regional technical team on EPRR.
  • Support the region on analyzing nutrition data, producing malnutrition trend report and share for internal use.
  • Ensure the mainstreaming of gender and inclusion issues across the various activities.
  • Represent FHI-360 in regional emergency nutrition cluster coordination unit with the Crisis Response H&N Coordinator.
  • Work closely with national EPRR Advisor and share the regional update regularly.
  • Provide required regional input on future supplemental project design and proposal development.
  • Create strong collaboration with other USAID investments within the region for effective resource utilization, information sharing and synergy.
  • Flexible to take additional assignments.

    B. Coordination

    • Ensure smooth coordination and communication among implementing partners in the region for avoiding duplication of efforts.
    • Support the RHB in organizing regular meetings with implementing partners.
    • Facilitate implementing partners' information and communication sharing.
    • Assist the RHB and Community Nutrition in ensuring all the activities implemented by implementing partners and Community Nutrition are aligned with the priority of the RHB.
    • Support the RHB and/or community nutrition in sharing relevant information with the implementing partners, and relevant information from implementing partners is also shared with the RHB.
    • Assist the region in producing action points from the coordination meetings and then track action points implementation status.
    • Support the region to mobilize resource in the areas need other support.
    • Support the RHB and/or Community Nutrition in ensuring oversight of the various implemented activities.
    • Prepares regular reports on the coordination efforts and the milestones achieved during the period.

      C. Emergency Preparedness

      • Facilitate and support adapting an ERP workshop package to Community Nutrition regional teams.
      • Support community nutrition regional teams in rolling out regional-level nutrition ERP training for community nutrition-supported staff.
      • Ensure that community nutrition-related products reflect/include/consider emergency response and preparedness.
      • Provide substantial input into the new project products, materials, and activities, particularly community-based disaster risk reduction.
      • Collaborate with other line sectors/partners to ensure the availability of required nutrition stocks.

        D. Emergency Response and Recovery (Supplemental Funding)

        • Provide technical support to Community Nutrition and RHB in designing and writing proposals for utilizing available supplemental funding in line with the donorโ€™s requirements.
        • Support Community Nutrition and the partners in implementing the approved supplemental funding-related activities.
        • Coordinate as needed with the various components of FHI 360 working in Tigray region like Crisis Response Team and others as required.
        • Ensure the delivery of identified services and programming under the different response modalities (Emergency Response Plan) to the highest quality and standard.
        • Ensure community nutrition response is aligned with technical, humanitarian standards and coordinated with the national and regional nutrition mechanisms.
        • Communicate and coordinate with community nutrition focal persons at the national and regional levels and other relevant field-level actors.
        • In close collaboration with field teams, prepare and share regular progress update.
        • Work with Learning Monitoring and Evaluation (LME) team to ensure data quality.
        • Provide any other support as needed to ensure the successful completion and documentation of the supplemental funding received.

          Project Design Implementation:

          • Develops strategies and tools for the design and implementation of specific technical components.
          • Monitors project deliverables and reports to supervisors.
          • Leads technical project activities and sub activities and assists with project implementation.
          • May implement components of the technical portions of the project plan.
          • Identifies and raises issues to senior technical staff.
          • Functions as the technical lead with oversight of project technical administrative and finance compliance, technical deliverables, and team management, (includes projects and consultants).

            • Successfully leads new business development initiatives including project design, budgeting, and recruitment efforts.

                            Education: **

                            • Masterโ€™s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.
                            • Master's degree or its international equivalent in public health, nutrition, international development, or related field preferred
                            • Minimum of 10 years of related work experience, including managing and implementing Emergency, Preparedness, Response, and Recovery activities for USAID-funded programs, preferably in Ethiopia.
                            • At least eight years of relevant senior-level professional experience managing and implementing humanitarian programs in Ethiopia.
                            • Preferred to have training/ facilitation experience on CMAM, MHPSS, IYCF-Eโ€ฆ.
                            • Strong interpersonal, networking, and advocacy skills and demonstrated stakeholder coordination and management competency.
                            • Familiar with national EPRR initiatives and coordination platforms
                            • In-depth understanding of local government and planning and budgeting processes from the national to the kebele level.
                            • Project Management (PM) Certification preferred.

                              Experience: **

                              • Must have sufficient management and coordination expertise, experience, and demonstrated professional relationships to fulfill the position's requirements.
                              • Demonstrated ability to interact with donors, particularly USAID, implementing partners, and host country governments on EPRR issues.
                              • The successful candidate will have a passion for emergency preparedness, response, and recovery, following minimum requirements:
                              • A relevant university degree (Nutrition, Public Health), preferred masterโ€™s degree, and a minimum of 10 yearsโ€™ experience working in Ethiopia with the ability to rapidly deploy and travel within the country.
                              • Proven experience working in a high-stress environment and ability to live in conditions of physical hardship.
                              • Must have familiarity and experience with emergency preparedness, response, and recovery best practices such as Sphere standards, hazard mapping, HRPs, and HNOs.
                              • At least 7-10 years of emergency preparedness, response, and recovery experience, with significant experience working in emergency settings in Ethiopia.
                              • Proven success in designing and implementing community-based emergency preparedness, response and recovery, and disaster risk reduction projects.
                              • Experience managing programs in a large-scale emergency relief setting with sectoral experience in nutrition but with multisectoral experiences in protection, WASH, health, Nutrition, resource provisioning, food security, and livelihoods.
                              • Experience with INGO procedures, approaches, and operations.
                              • Proven ability to collaborate with multicultural staff, including training, facilitation, capacity building, and mentoring.
                              • Strong oral and written communication and presentation skills
                              • Familiarity with USAID or other USG administrative, management, and reporting procedures and systems; experience with contracts preferred.
