ย  Context

IOM is working with the Presidency of Migration Management (PMM) to strengthen services under offered to beneficiaries of Assisted Voluntary Return & Reintegration (AVRR) under the Assisted Voluntary & Return Program.

IOM therefore aims to support in the communication and referrals of AVRR beneficiaries throughout Tรผrkiye, as well as strengthening referral and coordination protocols between all relevant stakeholders and enhancing monitoring and evaluation of assistance provided. Such assistance will cover all IOM eligible AVRR beneficiaries regardless of their nationality and/or status, and as such is envisaged to include both โ€˜crisis-affectedโ€™ and โ€˜non-crisis affectedโ€™ beneficiaries.

Under the overall supervision of the Program Officer and direct supervision of theย National Officer, the Senior Project Associate (Team Leader) will be responsible and accountable for the AVRR case management coordination and implementation.

  1. Assist in the planning, coordination, implementation and monitoring of project activities. This will focus on planning, coordinating and monitoring the work of Project Associates (Case Workers) to ensure compliance with AVRR SoP, IOM standards and achievement of planned work.
  2. Ensure case workers adhere to referral procedures for migrants in vulnerable situations, particularly potential victims of trafficking, exploitation and abuse, to enable appropriate and adequate protection services;
  3. Compile, summarize, analyse, and present information/data on specific project topics,ย highlighting noteworthy issues for the consideration of appropriate parties, specifically analysing AVRR case management processing pace and formulate recommendations for necessary adjustments.
  4. Monitor budget implementation and propose adjustments as necessary, in line with IOM policies and donor requirements.ย  ย 
  5. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
  6. Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.ย 
  7. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
  8. Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
  9. Respond to complex information requests and inquiries; set up and maintain files/records.
  10. Maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.ย 
  11. Monitor work of implementing partners and report any non-compliance to the supervisor.
  12. Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
  13. Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.ย 
  14. Perform other related duties as assigned.

    Education
    • School diploma with six years of relevant experience; or,
    • Bachelorโ€™s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experience
      • Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.
      • Knowledge of financial rules and regulations.
      • Knowledge and understanding of social work theory and evidence-based practices;
      • Understanding of human behaviour and well-being, including coping patterns, emotional resilience, and physical and mental health and well-being.ย 
      • Knowledge of the national protection systems, including roles of different actors, and processes for protection, Knowledge and understanding of human rights and rights protection;ย 
      • Good inter-personal skills, and the ability to work well with and meet the needs of individuals of different ages, nationalities, genders, and diversities.ย 
      • Ability to provide trauma-informed and age, gender, and diversity appropriate care.
      • Good analytical and report writing skills.ย 
      • Ability to work with and maintain strict confidentiality, when necessary
      • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;ย 
      • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
      • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
      • Willingness and ability toย travel.
      • Good familiarity with case managementย environment. Skills
        • Experience in the fields of protection, counter-trafficking, child protection, return and reintegration, gender-based violence, and/or humanitarian affairs;
        • Experience in community-based protection and assistance services;
        • Proven analytical, interpersonal and organizationalย skills.
        • Good level of computerย literacy Languages

          For this position, fluency in Turkish and English is required (oral and written. Working knowledge of Arabic, Spanish, and French is advantageous.
