Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with government and non-governmental partners. IOM is dedicated to promoting human and orderly migration for the benefit of all. To do so, it provides services and advice to governments and migrants to ensure that migrants' needs and rights are respected.
In partnership with key stakeholders, IOM has been implementing Assisted Voluntary Return and Reintegration Assistance (AVRR) programmes throughout the region. This programme assists vulnerable migrants who wish to return voluntarily to their country of origin but cannot do so on their own. These migrants, if they freely express their wish, can receive administrative, logistical and financial assistance for a return to their country of origin in safe, dignified and human rights-respecting conditions.
Under the general supervision of the Chief of Mission and the direct supervision of the Head of Programme, and in coordination with the Regional Project Manager, the Senior Project Associate, is responsible for supporting all activities of the program, with the following duties and responsibilities:
- Assist in the planning, coordination and implementation of all Assisted Voluntary Return (AVR) activities in Panama.ย
- Supervise the implementation of activities in Panama and in the various location where AVR activities are being conducted.ย
- Establish and maintain effective working relationships with relevant Embassies and governmental officials for all AVR related activities.ย
- Contribute to the preparation and review of financial and narrative reports, in coordination with the Regional Project Manager.ย
- Oversee the AVR activities are conducted in line with internal IOM procedures.ย
- Oversee and monitor the information and counselling provided to migrants with regards to AVR in line with IOM standards and internal guidance.ย
- Oversee that movement and operations are implemented in line with international standards as well as IOM guidance.ย
- Coordinate meetings and capacity-building activities with consular services, national authorities, international organizations and non-governmental partners.
- Participate in various internal and external coordination meetings.
- Coordinate and monitor the AVR process with IOM Country Offices in countries of origin (return and reception).ย
- Demonstrate a thorough knowledge of Movement Operations SOPs and Movement-related systems and databases (including MiMOSA), as well as the ability to remain professional, and impartial during all interactions with migrants and colleagues. in accordance with the IOM Code of Conduct and instructions on the Prevention of Sexual Exploitation and Abuse (PSEA).

EDUCATION
- Bachelorโs degree with five years of relevant professional experience; orย
- Secondary education with seven years of relevant professional experience.
EXPERIENCE
- Experience in liaison work with government authorities, international and national organizations, UN agencies and NGOs.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and/or vulnerable groups in mobility.
- Experience working with humanitarian organizations, governmental organizations.ย
- Experience working in multicultural spaces will be considered an advantage.
- Technical knowledge of the various thematic areas that IOM works in and in particular of Assisted Voluntary Return and Reintegration.
- Experience in writing reports, methodological notes and executive reports, dissemination and analysis; preparation of technical requirements documents, translation/planning of specifications into technical briefs for data capture/analysis and compilation of various datasets.
SKILLS
- Strong written and verbal communication skills and ability to effectively communicate with and lead a team;
- Excellent computer skills and a high level of proficiency in spreadsheet and database applications.
LANGUAGES
Required: Spanish.
Desirable: Working knowledge of English is an advantage.
