Background:

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism, and border management projects to disaster risk reduction, good governance, trafficking in human beings, and gender equality. Project funding is secured through a combination of the OSCE's regular budget and extrabudgetary contributions (ExB) pledged by donors via formal agreements.

Under the Politico-Military Department, the European Union (EU) Foreign Policy Instruments (FPI) extra-budgetary funded project โ€œStabilisation of Tajikistan's Southern Border Region with Afghanistanโ€ (hereafter FPI Project) seeks to address challenges emanating from Afghanistan through capacity building of the Tajik Border Troops (TBT) via 3 components: training, equipment provision and construction/refurbishment.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of extra-budgetary funds.


Tasks and Responsibilities:

Under the direct supervision of the Project Manager and overall supervision of the Head of the Politico-Military Department the incumbent will be responsible to:

Coordinate day-to-day administrative tasks for the project, both internally within the team and with other POiD units. Provide general administrative support to the Project Manager (PM), including raising PRs, drafting OTAs, Travel Claims, and responding to official correspondence (including translations); Under the guidance of the PM, prepare, disseminate, and track weekly and monthly schedules for project activities. Monitor progress and provide feedback to the PM accordingly. Collect inputs from team members and compile regular reports, including weekly, monthly, and progress reports for the PM; Take overall responsibility for planning, organizing, and conducting project-related events, such as official meetings, training courses, and ceremonies (opening/closing); Liaise with external stakeholders to arrange meetings, schedule project activities, and seek information. Draft news items, press releases, and visibility features in coordination with the Press and Public Information Unit; Maintain and manage all paper and electronic documents related to the project, ensuring that the archive is complete, well-structured, and accessible to the project team; Provide language support for the PM through spoken interpretation and written translations as needed.

Necessary Qualifications:

Completed secondary education supplemented by formal training in office administration or project management; A minimum of six years of experience in programme or project administration or management; Experience of working with an international organisation or international non-governmental organization is desirable; Computer literacy, with practical experience using Microsoft Office applications is essential; Excellent communication skills, flexibility and the ability to work with people of different nationalities, religions and cultural backgrounds; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Excellent oral and written communication skills in English, Russian and Tajik.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 1,062.33 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
