Context

Under the direct supervision of the Head of Programme and the overall supervision of Chief of Mission, with technical support from the Regional Thematic Specialist for the Immigration and Border Governance (IBG) and in coordination with other relevant Regional Technical Specialists from the Middle East and North Africa (MENA) Regional Office, they will be providing authoritative technical and programmatic advice and support to, and direct management of the full Humanitarian Border Management Programme, in the Arab Republic of Egypt. The Senior Programme Manager (Humanitarian Border Management) will also ensure the provision of technical expertise and inputs in the area of law enforcement, Integrated Border Management projects of IOM Egypt, supporting the strategic development and implementation of migrantsโ€™ human-rights and protection approaches in the country.

Develop the strategic approach to Humanitarian Border Management (HBM) and related implementation modalities, ensuring collaboration with the national and local authorities, beneficiary communities and other relevant stakeholders.Develop, manage, and ensure the overall consistency and implementation of all projects under the IBG portfolio including a thematic focus on Technical Cooperation and Security Governance, HBM programming; technical and operational support to Search and Rescue activities; Analysis and Information Management; Migration Governance including migrantsโ€™ health, Counter-Trafficking and Counter-Smuggling, and Migrantsโ€™ human-Rights and Protection. Exercise administrative, operational and financial management responsibility for projects, and provide strategic technical advice and guidance.Lead and provide technical and strategic guidance, in both substantive and operational issues ensuring optimization of human and financial resources and nurturing a culture of results with highest performance standards.Act as the mission focal point for matters related to IBG in coordination with the MENA IBG Regional Thematic Specialist and relevant colleagues at Headquarters (HQ).ย Develop and maintain strong liaison with programme partners and stakeholders, relevant government authorities, donors and any other concerned agencies and working groups.Ensure maximum synergy and, where feasible, coordinate activities with other IOM programmes implemented in the Mission, complementing actions in order to support the delivery of an integrated response, in collaboration with the technical national authorities.Promote and, if needed, develop cross-border and regional initiatives to ensure due role for IOM in IBG including Humanitarian Border Management and Search and Rescue initiatives aimed at enhancing the IBG programme in Egypt.Provide strategic and technical advice and oversight of IOM projects aimed at supporting Institutional Capacity Building of the National Authorities in the area of Humanitarian Border Management and related elements.Participate in or lead field missions for the management and implementation of the programme and advise and guide project staff and/or implementing partners, donors and local authorities to achieve programme objectives.Ensure proper documentation and external representation of the Humanitarian Border Management programme components, including the recording of all supportive documents for the programme.Ensure that the Humanitarian Border Management programme information management systems are established and implemented.Maintain oversight over programme deadlines, prepare regular, special and other required reports, and ensure that all reporting requirements are met in a timely manner and in accordance with IOM and donorsโ€™ Rules and Regulations and needs.Advise the Chief of Mission on the implications of established programme policies and needs, on plans, priorities, progress and strategic objectives, and on developments in the relevant field and related governmental policies affecting the work of the Organization.Ensure the integration of cross-cutting issues such as gender, protection, health, elderly, youth, children and other vulnerable groups in the programme implementation.Formulate and develop communication and reporting strategies and oversee actions, to disseminate information on progress in programme implementation, aligned with donorsโ€™ visibility requirements and updating main interlocutors in Egypt and elsewhere.Represent IOM in meetings related to technical and legal cooperation, including at United Nations System in Egypt, and develop synergies and partnerships with other agencies, as well as with potential donors, active in Egypt in relevant technical programming areas.Develop, promote and guide capacity building opportunities for IOM Egypt staff in the thematic area in coordination with the IBG Regional Thematic Specialist. Monitor and actively contribute to improving their performance, development and professional growth.Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Masterโ€™s degree in Law, Political or Social Sciences, Humanities, International Relations, or a related field from an accredited academic institution with seven years of relevant professional experience; orUniversity degree in the above fields with nine years of relevant professional experience.

Experience

Extensive background and experience in providing support to national efforts in the area of humanitarian border management, immigration, law enforcement, project development, donor relations, operations and/or management;Work experience in strategic / technical advisory and coordination;Experience of running large IBG projects and programs, capacity to deliver IBG-related trainings/ workshops to Government officials is required;Experience working overseas as part of a search and rescue and border management strategy;Previous experience in writing training plans, statements of works, standard operating procedures and detailed instructions; and,Substantive experience in donor project management, programmatically and financially, with IOM or with a UN agency, will be an added advantage.
