Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organizationโ€™s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOMโ€™s operations. Movement Operations Units in various IOM Country Offices, coordinated under the Resettlement and Movement Management (RMM)ย Unitย in theย Division of Movement, Resettlement and Labour Pathways (MRLP)ย at IOMโ€™s Headquarters, are responsible for all aspects of travel for migrants and refugees under IOMโ€™s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.ย 

Migrant Training activitiesโ€”including Pre-Departure Orientation (PDO), Cultural Orientation (CO), and Post-Arrival Orientation (PAO) sessionsโ€”are integral activities of IOMโ€™s MRLP Division, equipping migrants with essential knowledge and skills to support their successful integration and self-sufficiency in destination countries. These training programmes are implemented globally under the framework of the MRLP Division and are tailored to meet the specific needs of migrants, in close coordination with partner organizations and Governments.

Under the general supervision of the IOM Chief of Mission, and the direct supervision of Immigration and Border Governance and Operation's National Project Officer and the technical supervision of COA Global Programme Officer, the Senior Programme Associate (Migrant Training) is responsible for the following duties and responsibilities.

  1. Superviseย aย team of staff undertakingย migrant training activities for various destination countries and migration pathways in the assigned area,ย ensuring compliance with their respective standard operating procedures and programme requirements.ย This includesย overseeing staff development processes such as hiring, providing training, assigning duties, and giving regular performance feedback to ensure high-quality work and accurate completion of activities, including training, scheduling, session plan drafting, and developing supportive training materials.
  2. Oversee migrant training scheduling activities in the assigned area(s), ensuring that all programmesโ€™ beneficaries are provided with the opportunity to attend migrant training sessions. Train staff members engaged in scheduling activities on data tracking, data protection and monitoring.ย 
  3. Oversee the quality of child-friendly activities, appropriate spaces, and interpreter services, ensuring they meet established standards. Train child-friendly activity space facilitators to conduct basic educational activities designed for children, as needed.
  4. Support the production of regular narrative and statistical reports on migrant training activities rrelated to the assigned area, maintain statistics, and provide budgetary inputs while monitoring financial performance, in coordination with the programme management as applicable. ย 
  5. Assist the development of teaching materials, visual aids and bulletin boards supporting the curriculum, maintain inventories of instructional supplies and order required materials on regular basis.ย 
  6. Ensure the proper ย handling of sensitive cases in accordance with IOMโ€™s policies, and existing institutional guidance, including the assistance to unaccompanied and separated children and at-risk cases. As required, work with relevant departments such as Protection, Medical and Movementย Operations teams, as well as the Regional Coordinator and Global Coordinators, on referrals and incident reporting.ย  ย ย 
  7. Engage in ongoing self-study and staff development, staying updated on destination country and migration pathway information, and coordinating with relevant migrant training programme managers on training-related issues.ย 
  8. Maintain the confidentiality and integrity of all IOM information by implementing control procedures in line with resettlement countriesโ€™ and IOMโ€™s standards of conduct and data protection rules. Alert the supervisor and migrant training programme management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners, as applicable.ย 
  9. Undertake duty travel as needed to participate in meetings,ย trainings and other programme activities.
  10. Perform other related duties as assigned.

    • Bachelorโ€™s degreeย in Teaching, Education, or a related field from an accredited academic institution, with at least four years of relevant professional experience, or
    • Completed high school diploma from an accredited academic institution, with at leastย six years of relevant professional experience.

      EXPERIENCE

      • Working experience in managing educational programmes and teaching in cross-cultural settings.
      • Experience with supervising a team.
      • Demonstrated knowledge with handling sensitive information and personal data.
      • Experience with handling issues in other countries outside the duty station.
      • Experience with handling complex cases and workflow.
      • Knowledge of IOM's administrative, financial and business rules and practices.
      • Experience workingย with refugees
      • Demonstrated ability to work effectively with a variety of stakeholders
      • Experience in leading interactive training seminars or orientation sessions for youth and adults.

        SKILLS

        • Computer/software literate with good knowledge of Microsoft Office.
        • Strong written and verbal communication skills and ability to effectively communicate with and lead a team.
        • Attention to detail and ability to organize.
        • Excellent planning, organizational and time management skills.ย 
        • Self-motivated, objective driven and able to use own initiative and work under pressure with minimum supervision.ย 
        • Knowledge of best practices in adult and youth learning.ย

          LANGUAGES

          For this position, fluency in English and Dari is required (oral and written). Knowledge of Pashto is advantageous. Language knowledge will be tested.
