Job Summary:

Under the supervision of the Project Manager, the Senior Program Officer (Senior engineer) will work in Tigray Region, with the possibility of traveling to other locations as needed. The engineer will oversee, coordinate, and support the minor WASH and health facility rehabilitation activities that FHI 360 Community Nutrition supplemental fund will support in selected woredas of Tigray region. The incumbent will manage and oversee the work of the Program Officer and the areas of facility rehabilitation, water and sanitation technology such as designing, quantifying, and specifying boreholes, preparing, and managing contractual documents, managing geophysical studies, installing, and repairing submersible and hand pumps, training on submersible and hand pump repair and maintenance. On rehabilitation the incumbent will be responsible for designing and supporting the assessments, designing BOQ, procurements, contract documents as well as overall supervision of the rehabilitation work as per the MoH standards and in line with the donor requirements. The Senior Engineer will assist the Project manager in providing technical guidance to contractors, skilled and unskilled daily laborers at all activity sites in Tigray.

Location: Based in Mekelle supporting Different Zones in Tigray Region

KEY RESPONSIBILITIES AND DELIVERABLES

  • Support the project manager and the program officer in facilitating the process of establishing smooth and fulfilling work relationships with host government offices and their implementing arms.
  • Design and coordinate the assessment for community's demand for design initiatives (water, sanitation, and hygiene facilities) and minor rehabilitation works for the selected health facilities.
  • Ensure that the project meets the demands of the recipients and offer quality assurance for rehabilitation and IPC at the selected health facilities.
  • Preparation of Design (Water CAD, Water Gems), drawings (AutoCAD), BOQ/Cost Estimates, and Tender papers for all design infrastructures.
  • Support the preparation of technical training for community handlers in areas such as water quality testing and the construction and maintenance of infrastructure.
  • Develop and maintain solid connections and channels of communication with relevant local authorities and communities prior to intervention, outlining the function of FHI 360 Community Nutrition and working with them during the project.
  • Coordinate with various stakeholders on the ground to ensure that the operations are carried out smoothly, efficiently, and effectively.
  • Ensure a timely startup of planned rehabilitation works including IPC and WASH rehabilitation related undertakings.
  • Assist the project manager in implementation and oversight of all hardware and any software undertakings in the works.
  • Represent FHI 360 Community Nutrition at various levels of WASH platforms including the WASH Cluster and its technical working groups.
  • Oversee and provide technical guidance to the program officer in the adoption of high standard construction quality works, as well as ensuring that all health, nutrition, and protection sectors, as well as WASH sector cross cutting issues, are integrated during day-to-day field level exercises.
  • Under his/her duty areas of assignment, provide on-the-job and field level mentorship to the Program Officer
  • Ensure high quality activity implementation timeline, detail procurement as well as spending plans prepared in the first month of the project period with the good engagement of the other stakeholders.
  • Whenever required, the position holder will take the leadership in designing and supporting detail assessments and prepare intervention activities, beneficiaries as well as sectors integration matrixes and follow their implementations with the field team on regular basis.
  • Oversight of all related minor rehabilitation undertakings in health facilities.
  • Identify infrastructural and IPC problems within health facility settings and come up with technical and financial propositions of how they can be fixed.
  • Draft design bills of quantities, specifications, and cost estimates for proposed public health promotion and Environmental health interventions including for hazardous waste managements in health facilities.
  • Review and approves the TORs, MEMOs, Attendance, and payment documents for all activities under the PHP component of the project in the first two months of the project and ensure the PR and payments are done timely.
  • Work closely with other FHI 360 Community Nutrition units - including health and nutrition, logistics and finance, HR, and administration -to ensure programmatic integrations, effectiveness, efficiency, and compliance.
  • Support the Project Manager to ensure effective follow up while tracking the spending's against the plan to ensure they are implemented within the budget frame and in compliance with FHI 360 and donor requirements.
  • Supervise and produce progress reports on implementation of planned basic rehabilitations and infrastructural improvements at the health facility levels.
  • Support and guide the Program Officer to ensure close follow up with field assistants, contractors, skilled and unskilled labors, and volunteers in closely and daily following up rehabilitation & WASH related interventions implementation to meet the anticipated quality standards.

    Monitoring, Evaluation, Coordination, Learning, Documentation and Reporting

    • Ensure that WASH and rehabilitation is carried out in accordance with the BOQs, drawings, and quality standards defined by FHI 360 Community Nutrition via quality checklists.
    • Weekly data reporting to track the standard project and strategy KPIs (number of beneficiaries, number, and kind of completed activities).
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to FHI 360 and to not jeopardize its mission.
    • Follow all protocols and regulations according to guidance provided by the project manager.
    • Preparation of weekly work plan and share with the project manager.
    • Ensure the rehabilitation works are carried out according to BOQs, drawings, quality standards established by FHI 360 Community Nutrition through quality checklists.
    • Preparation of weekly, monthly, and field visit reports and sharing with the project manager on timely manner.
    • Ensure proper Record keeping for all activities in hard and soft form.
    • Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
      • Coordinate rehabilitation activities with other sectors of FHI 360, Health Nutrition & protection, operation, and Finance to integrate activities in the same geographical area and for the same beneficiaries.
      • Coordinate WASH and rehabilitation activities with other local actors (governmental and non-governmental).
      • Actively participate in weekly management and team meetings.

        Programmatic Administration:

        • Assist in ensuring document management site is used appropriately by project team.
        • Liaises with the funder by supporting administrative task and assisting with the coordination of the contracting process; serves as the contact regarding administrative task assignments.

                      • MSc degree (for those with 5 years' experience) in Civil Engineering, Water resource Engineering, Water supply and Sanitation engineering, and any other related technical field from a reputable institution of learning.
                      • Project management certification preferred.

                        Experience: *

                        • MSc degree (for those with 5 years' experience) in Civil Engineering, Water resource Engineering, Water supply and Sanitation engineering, and any other related technical field from a reputable institution of learning.
                        • Experience on staff management
                        • Hands on experience designing, implementing, and managing construction and rehabilitation works especially at the health facilities.
                        • Experience in successfully implementing community and institutional project in the region.
                        • Experience in preparing, evaluating construction bids, managing payment claims, supervising sites.
                        • Good understanding of the strategies and practices in Ethiopia regarding the construction and WASH sector.
                        • Experience conducting rapid needs assessments; baseline assessments, etc.
                        • Sound understanding of the socio-economic and political situation in the working region.

                        • Good understanding of the UN Cluster System; international and national minimum standards
                        • Knowledge of the recently established different global WASH strategies, related online tools, and applications as well as resilient WASH has added value.
