The Green Climate Fund (GCF)โ€”a critical element of the historic Paris Agreementโ€”is the worldโ€™s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.

The Fund seeks to engage a Senior Monitoring and Evaluation Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on
remote based. The assignment is for an initial 75 days over a 5-month period.

Role

The Senior Quality Assurance and M&E Consultant in Division of Portfolio Management (DPM) will play a central role in contributing to, amongst others, the M&E-related reviews of concept notes, funding proposals and evaluation reports and strategic policy work on the Secretariat led evaluations. The consultant will also be expected to manage professional services contracts and lead procurement exercises as may be required and lead some accreditation/reaccreditation as well as project-specific term sheets and funded activity agreement negotiations with accredited entities on behalf of DPM.
The consultant will report to the Senior Quality Assurance and Monitoring and Evaluation Specialist in DPM, under whose guidance, s/he will perform the duties and responsibilities highlighted below.

Under the overall guidance of the Senior Quality Assurance & Monitoring and Evaluation Specialist, the consultant will be responsible for but not limited to the following:

โ€ข Review of Concept Notes, Funding Proposals, term sheets, funded activity agreements, interim evaluations, final evaluations and Accredited Master Agreements,;
โ€ข Prepare set of comments arising from the review of the aforementioned documents, and communicating clearly DPMโ€™s comments with the relevant Secretariat team and where needed with Accredited Entities;
โ€ข Leading negotiations of DPM position with relevant Secretariat teams and/or the Accredited Entities in cases of disagreements on the aforementioned documents to ensure that relevant GCF policies, procedures and guidelines are adequately internalized in the documents;
โ€ข Delivery of both ad hoc and programmed M&E-related capacity building activities to internal and external stakeholders;
โ€ข Contribute to design and commissioning of GCF led evaluations in relation to readiness programme and funded activities;
โ€ข Contribute to knowledge and lessons capture and dissemination including presentations within the Quality Assurance and M&E workstream and beyond to improve M&E and results management practice within the Fund; and
โ€ข Work with Senior QAME Specialist, other M&E specialists in DPM, as well as internal GCF stakeholders and external partners to support the proper integration of M&E guidance in projects and programmes,

Required experience and qualifications
โ€ข Bachelor or Masterโ€™s (preferred) level degree in finance, statistics or economics, environmental economics, development, environmental policy, environmental law or other related fields.
โ€ข Minimum of 7-11 years if experience working in project/programme monitoring and evaluations, preferably at the crossroads of climate and development.
โ€ข Experience working with international, inter โ€“ governmental, multi โ€“ lateral development banks, comparable climate finance mechanisms, other development finance institutions, highly desirable. Experience with the GCF is a plus.
โ€ข Experience in drafting terms of references for procurement purposes and eventually managing suppliers to deliver the required outputs on time and at the expected quality.
โ€ข Experience in effectively delivering capacity development activities such as training and workshops.
โ€ข Experience in advocating and negotiating for accountability and learning and how that translates to monitoring, reporting and evaluations at the project level in a way that is consistent with overarching institutional policies, procedures and guidelines.
โ€ข Proven competence and autonomy in the use of standard software programs: Excel, Word, PowerPoint, Outlook, etc.
โ€ข Strong analytical mindset with good attention to detail with proven ability to present analysis and position in a clear, logical and concise manner both in writing and verbally.
โ€ข Demonstrated ability to present ideas to a wide range of stakeholders.
โ€ข Excellent communication and collaboration skills with a proven drive for innovation and a strong results-focus.
โ€ข Strong command of the English language; knowledge of another United Nations language is an advantage.
