KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
Oversee and provide technical advice and guidance to SC WFP staff, partners and government, building capacity to connect to markets, manage food commodities systems and facilitate delivery of food assistance.
Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.
Manage logistics vendorsโ contracting activities including performance monitoring and measurement, supported by analysis and recommendations. Gather market intelligence, coordinate vendor assessments (e.g. transporters, retailers) and produce relevant reports to support vendor selection process and to improve performance of local logistics operations.
Manage complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
Support oversight for commodity accounting data quality and integrity.
Provide comprehensive analyses of operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
Manage and coordinate a full range of documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in processes
Identify and build productive relationships with logistics colleagues and staff within the area office to support an integrated approach to food assistance.
Work in close collaboration with cross functional counterparts to align CBT initiatives and ensure that Supply Chain activities are included to increase programme efficiency.
In partnership with the Vulnerability Analysis & Mapping (VAM) team, plan, and lead implementation of market assessments to contribute to CBT feasibility analysis.
Perform in-depth market analysis and supply chain network mapping to improve local supply chain performance and plan market development activities.
Support the implementation process of procurement of retailers and renewal of retailer agreements and Retailer Relationship Management (RRM).
Monitor retailers and Market Key Performance Indicators (KPIs).
Provide accurate and timely reporting including provision of substantial analysis of supply chain CBT & Markets activities
Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders.
Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
Perform other related duties as required.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED
Education: Completion of secondary school education OR University degree (Diploma/Bachelors) in logistics, supply chain management, business administration, economics, and social science or a related functional area is required.
Experience: At least seven (7) years of experience with a Secondary School Certificate OR University Degree (Diploma/Bachelorโs) with a minimum of three (3) or more years of relevant experience directly in Supply Chain with past experience in the use of ERP systems are a strong advantage.
Language: Fluency (level C) in English language and Somali Language.
Knowledge and Skills Required:
Strong understanding of end-to-end supply chain processes including procurement, warehousing, inventory, and distribution.
Knowledge of commercial and humanitarian transportation systems, routing, and fleet operations.
Familiarity with national and international shipping regulations, documentation, and customs clearance procedures.
Knowledge of budget preparation, financial tracking, and cost optimization in logistics operations.
Understanding of sourcing, negotiating, and managing contracts with suppliers and service providers.
Understanding of humanitarian logistics, including Sphere standards, Core Humanitarian Standards (CHS) and emergency response protocols.
Knowledge and experience in WFP interventions in Somalia is an added advantage.
Proficient in Microsoft Excel and other data analysis tools.
