Terms of Reference1. General Background

The Livelihoods and Skills Development Sector (LSDS) is a newly established sector in the Rohingya refugee response. The purpose and the function of the newly established LSDS is to strengthen adaptive capacity, introduce absorptive and transformative livelihoods and develop skills strategies to enhance the resilience of the refugees as well to align with the objectives of the GoB/ UN Framework on Skills Development for Rohingya Refugees and Host Communities. The Sector is adding value to the already existing initiatives taken by other sectors (Education, Food Security Sector, Protection etc). The Sector is also helping coordinate, develop and implement new initiatives, establish technical standards, and undertake other relevant activities.
To achieve its objectives, the Sector will engage in the following activities, closely connected to Information Management:
• assessments and analyses of the joint livelihoods and skills projects, activities and intervention, link assessments with key technical stakeholders and support dissemination of accurate reports to all relevant Sectors and ISCG stakeholders.
• mapping of all ongoing livelihoods and skills activities and capacities within the Sector as well as across other sectors as a basis for guiding the Sector and setting future priorities.
• supporting impact assessments and surveys that help to inform interventions and identify investment and funding opportunities that enhance livelihoods and skills development.
• collecting information and data from the key partners engaged in the Rohingya refugee and host community livelihoods and skills projects, activities, and initiatives.
• monitoring and reviewing the implementation of both Refugee and Host Communities components of Livelihood and skills Sector outputs.

The Senior Information Management Associate will report directly to Livelihoods and Skills Development Sector Coordinator and closely work with ISCG and other sectors Information Management team.

2. Purpose and Scope of Assignment

Coordinate general data and information management activities
• Support the relevant data and information management team and activities.
• Contribute to the development and implementation of information management systems.
• Communicate the status, value, and importance of data and information.
• Support the collection, storage, management and protection of data.
• Support consolidation of data systems, including the interoperability of operational data and systems.
• Ensure consistency of data and results for analysis.
• Identify risks and opportunities based on insights derived from data.
• Improve data quality through field support, capacity building, monitoring and feedback.
• Support data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population data, profiling, analysis, GIS, data visualisation, maps, official statistics and other data and information management activities.
• Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
• Provide training support.
• Support planning process (standards, methodologies) quality assurance and technical advice on Theories of Change and indicators, as well as with data management and analysis methods.
• Support data monitoring by providing quality assurance and technical advice to the monitoring methodologies, data collection and analysis.
• Provide and recommend tools and systems needed for information and data management activities.
• Analyse trends concerning changes at the outcome and impact levels.
• Develop internal and external information management products such as maps, dashboards, infographics.
• Ensure data is curated and stored in data registries and libraries in accordance with standards.
• Ensure data is used in accordance with the defined purposes.
• Work towards enhancing data literacy of staff and assist in interpretation the data.

Sector Specific data and information management activities

• Collect data on Livelihoods and Skills Development Sector Partners initiatives in prescribed templates on regular basis.
• Support the Livelihoods and Skills Development Sector Coordinator in preparation of the substantive and analytical support to draft policy documents, reports, as well as analytical results.
• Support research and development of data and research tools and methodologies for Camp and Host/Local Community level needs, gaps and impact analysis related to Livelihoods and Skills Development initiatives.
• In collaboration with LSDS-Knowledge Management Officer and guidance from the LSDS- Sector Coordinator develop 5W data collection tool, introduce web-based data collection system, create, maintain and regularly update interactive Dashboard for monitoring the Sector partners activities to identify gaps and duplications in the response.
• Contribute together with LSDS- Knowledge Management Officer in knowledge sharing (including through supporting training and peer exchange) amongst relevant actors on issues related to LSDS strategic framework, 5W data collection and any other IM relevant tools.
• Provide quality assurance review of the monitoring and evaluation (M&E) framework of Livelihoods and Skills Development Sector and of the results reporting in the Rohingya refugee response.
• Create IM and IEC products for the LSDS when required.
• Conduct strategic research, assessments, and data partnerships across the Response, including ISCG, other Sectors, Sector Working Groups, UN entities and partner INGO/NGOs at Cox’s Bazar level.
• Support inter-sector efforts on results and progress monitoring and reporting on the Joint Response Plan.
• Support information sharing, inspiring others within the Rohingya refugee response to contribute their expertise through internal and external platforms and tools and working closely with colleagues at the Cox’s Bazar level to ensure usable knowledge is shared among relevant actors.
• Perform such other duties as may be assigned.

3. Monitoring and Progress Controls

4. Qualifications and Experience

Essential
Minimum 4 years information management, data or statistical field, and progressively responsible experience in humanitarian or development situation. Experience with data sharing, data management and data analysis to support policy formulation and implementation.

Desirable
Knowledge of national and international statistical systems, knowledge of international protection, human rights and international humanitarian law, experience in data collection and analysis in field situations, knowledge of GIS and geospatial systems and techniques.

For G7 - 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

b. Work Experience

• In depth experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
• Understanding of data and information needs for program management and decision making.
• Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring.
• Experience in facilitating the capacity building efforts of diverse audiences with demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
• Experience in designing survey and research tools, organizing, and delivering training workshops, managing community mobilization and advocacy activities.
• Excellent interpersonal, written, and verbal communication skills.
• Strong analytical skills (qualitative and quantitative).
• Excellent one to one and group communication /information presentation skills.
• Excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info including other MS Office (Word, Outlook, PowerPoint).
• Knowledge and or experience in Cox’s Bazar is an added value.
