Over ten years since the onset of hostilities in the country, Ukraine continues to deal with the major complexities that characterize its dynamic path towards nation-wide socio-economic recovery and decentralization. Since the escalation of war in 2022, IOMโs Data and Analytics unit has developed a range of assessments, to meet the information needs of humanitarian partners, donors and government stakeholders. These written reports are widely utilised and must therefore provide readers with clear, actionable findings that are easily legible and understandable. To support this work, we are seeking a highly skilled Graphic Designer with strong expertise in Adobe InDesign to ensure consistent, professional, and visually engaging and well-formatted written reports, in both English and Ukrainian.

Category A Consultants: Tasks to be performed under this contract:
Lead the end-to-end design, layout, and production of publications using Adobe InDesign, including multi-page reports, infographics, and other visual materials. Ensure high visual quality and strict adherence to IOM, GMDAC, DTM, and donor branding guidelines. Apply advanced layout techniques such as master pages, paragraph and character styles, text threading, and automated table of contents generation to produce structured, accessible, and professional documents. Develop and implement automation tools within InDesignโincluding GREP styles, nested styles, and Data Merge templatesโto efficiently format structured content such as metadata, dates, and references. Maintain centralized style libraries and reusable templates to promote consistency and reduce manual formatting across recurring publication workflows. Create and manage standardized InDesign templates (.INDD and .IDML), modular layout systems, and reusable design components. Set up and maintain baseline grids, margins, and column structures to support scalable, efficient document production across teams. Integrate complex visual contentโsuch as charts, maps, infographics, and data tablesโusing anchored objects, object styles, and automation tools. Collaborate with Analysis and Information Management (IM) teams to ensure visuals are accurate, relevant, and enhance the data clarity and usability. Ensure all outputs comply with accessibility and branding standards. This includes applying correct colour profiles and contrast, adding alternative text to images, and preparing screen-reader-friendly PDFs. Optimize deliverables for both digital and print distribution (e.g., PDF/X-1a for print, interactive PDFs for web). Finalize and prepare files for distribution by conducting Pref lighting, packaging assets, and exporting in appropriate formats. Implement feedback using tools such as PDF commenting and maintain version control through consistent file naming and change tracking. Provide editing and proofreading support as needed to ensure accuracy, clarity, and consistency across all publications. Review content for cultural sensitivity, ethical considerations, and compliance with organizational guidelines for respectful and responsible communication. Archive all InDesign projects in an organized, searchable format, ensuring that assets, fonts, and linked files are properly packaged and stored for future updates or reuse. High-quality, professionally designed publications (print and digital) aligned with IOM, GMDAC, DTM, and donor branding standards, with strong structure, clarity, and accurate bilingual content (English and Ukrainian). Editable Adobe InDesign files and fully packaged project folders provided for all deliverables, including archived and well-documented assets for future use. A library of reusable InDesign templates and style sheets developed and maintained to support consistent and efficient production workflows. Visual content aligned with IOMโs tone, communication objectives, and brand identity. Accessible, print-ready PDFs produced in compliance with technical specifications and accessibility standards.All deliverables must meet the following standards:
Education, Experience and/or skills required
Masterโs Degree in Graphic Design, Printing Technology, Communications, Social Sciences, Data Analytics, or related field with a minimum of three years of relevant experience; OR a Bachelorโs Degree in a similar field with a minimum of five years of relevant experience. In-depth knowledge of and expertise in a wide range of Adobe Creative Suite software applications such as InDesign, Illustrator is required. ย โRelevant and demonstrable academic and practical experience in the field of graphic design is required. ย โExperience and skill in data visualization will be considered a significant advantage. ย Experience of working with local government and/or civil society organizations would be a distinct advantage. Knowledge and experience of working with one or more software tools is required, e.g., InDesign, Illustrator, Photoshop etc.ย Experience in working as part of a team, as well as independently, particularly in relation appealing information products fit for online publication and printing. Experience of working with UN, NGOs, CSOs and/or government authorities would be an asset. Knowledge and experience of working on displacement issues is desirable.Language:
