Context:

Under the direct supervision of the Director for the Sub-Regional Office (SRO) in Brussels and in close coordination with the Director of the Global Office (GO) in Brussels and both the Head of Donor Relations Division (DRD) and Private Sector Partnerships (PSP) Unit at Headquarters (HQ), the Senior Fundraising Officer will provide strategic and technical support to IOM Country Offices (COs) in the Sub-Region with special attention to those with a Partnership and Advocacy (COPA) function in the identification, development, and stewardship of fundraising opportunities. This position will focus on cultivating partnerships with government donors, foreign aid agencies, foundations, and the private sector, in alignment with IOM's global resource mobilization priorities.

The Senior Fundraising Officer will play a key role in fostering a fundraising culture across the Sub-Region, coordinating efforts across COs and COPAs, and promoting flexible, multi-year funding. They will also liaise with institutional donors based in Brussels and provide expert support and advice on global engagement strategies.

Strategic Fundraising and Donor Engagement:

At the national level the successful candidate shall work with COs to:

ย Identify, assess, and pursue new and existing fundraising opportunities with institutional donors, including government foreign aid agencies, development cooperation agencies, foundations.Develop and maintain strong partnerships with donors by conducting outreach, relationship management, proposal development, and reporting.Identify specific funding opportunities liaising with the relevant units on drafting/development of project proposals, ensuring quality, compliance with donor expectations, and alignment with IOMโ€™s strategic priorities.Monitor EU national funding priorities coordinating approaches and ensuring regular flow of information to/from the GO on EC driven funding opportunities.In the countries where COPAs are established, provide expert support, ย guidance and advice on activities of the relevant units in performing/achieving COPA activities/goals as well as in the development of project proposals, ensuring quality, compliance with donor expectations, and alignment with IOMโ€™s strategic priorities.

Private Sector Partnerships:

At the national level successful candidate shall work in close coordination with the PSP Unit at HQ and RO as well as COs to:

Provide expert support and advice on the expansion of private sector engagement in the COs of the Sub-Region by identifying corporate partners, foundations, and high-net-worth individuals aligned with IOMโ€™s mission.Lead the outreach and negotiations for private sector collaboration and partnership agreements.Identify specific partnership opportunities coordinating with the relevant units the drafting/development of project proposals, ensuring quality, compliance with donor expectations, and alignment with IOMโ€™s strategic priorities.Promote innovative fundraising models, including cause-related marketing, corporate social responsibility (CSR), and joint campaigns.ย In the countries where COPAs are established, provide expert support, guidance and advice on the activities of the relevant units in relation to private sector engagement, as well as in the development of project proposals, ensuring quality, compliance with donor expectations, and alignment with IOMโ€™s strategic priorities.

Capacity Building and Coordination:

Provide guidance and mentorship to staff in COPAs and COs in the Sub-Region on fundraising, donor engagement, and partnership development.Lead the development of tools, templates, and communities of practice to enhance knowledge sharing and harmonization of fundraising approaches.Manage the coordination with HQ, GO and RO to ensure coherence and consistency in donor outreach and messaging.

D. Monitoring, Evaluation and Reporting:

Lead the monitoring of the fundraising pipelines and performance indicators in collaboration with HQ and COPAs.Lead the timely preparation and quality assurance of donor reports, ensuring accountability and transparency in the use of funds.Develop reporting and impact communication materials tailored to diverse donors, including private sector partners, governments, and foundations.

Other Duties:

Represent IOM in donor meetings, conferences, and forums in COPAs and the sub-region as required.Perform such other duties as may be assigned.ย 

Educationย 

Masterโ€™s degree in International Relations, Development Studies, Business Administration, or a related field from an accredited academic institution with ten years of relevant professional experience; or,University degree in the above fields with twelve years of relevant professional experience.

Experience

Minimum twelve years (ten years for Masterโ€™s degree holders) of progressive experience in fundraising, donor relations, or partnership development in the humanitarian, development, or international cooperation sector;Proven track record of successful proposal writing and donor engagement;Experience engaging with European institutions, government donors, and the private sector is highly desirable; and,A combination of field experience in a Country Office and Regional Office/ HQ is an asset.
