Desired Candidate Profile In line with its three-year (2022-2024) strategy (Japan Strategy), UNHCR Japan requires a skilled external relations professional to cultivate and strengthen partnership with a wide range of stakeholders to enhance financial and political support to the refugee cause globally and in Japan. The Senior External Relations Associate will need to closely coordinate his/her work with other functional units in the Japan office, the government of Japan, civil society, and other partners.

More specifically, under the direct supervision of Deputy Representative, the Senior External Relations Associate will be a main focal person for one of the key stakeholders: Members of the Diet including the UNHCR Parliamentary League members. They are important partners for UNHCR in many aspects of its work, including refugee integration, policy advocacy and resource mobilization. In addition, the incumbent will support engagement with municipalities, mayors, and cities (herein referred to as โ€œmunicipalitiesโ€), another priority segment of the Japanese society identified in Japan Strategy, in close cooperation with other External Relations Team members. In addition, the incumbent plays a role as a focal point for the corporate sector engagement in coordination with UNHCRโ€™s national association, Japan for UNHCR (J4U).

The importance of parliamentarians and the Parliamentary League as potential strong supporters for the refugee cause has been well recognized, and accelerating UNHCRโ€™s engagement with lawmakers is a strategic priority. The incumbent is expected to play a lead role in implementing this strategic priority by using solid analytical skills, effective partnering capacity, and strategic planning capability, delivering concrete results. The strengthened engagement with parliamentarians and municipalities should lead to an increase in financial and non-financial contributions to UNHCR, including overall support to the displaced and stateless populations globally and domestically.

The incumbent must have experience working in a highly complex political and social environment in Japan with solid Japanese language capacity. Priority will be given to seasoned experts with demonstrated capabilities to effectively spearhead partnership development efforts in complex contexts with proven skills in managing for results. Experience working with parliamentarians, or the Diet structure, and international organisations is an asset.
