Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization's internal control framework, and enhances performance and the efficiency and effectiveness of operations.

The Evaluation Section of OIO conducts Independent Evaluations in line with its Independent Annual Evaluation Plan, monitors the implementation of evaluation recommendations, synthesizes findings and lessons learned from Independent Evaluations and decentralized evaluations, supports Executive Structures with evaluation work through advisory services and capacity building and promotes a culture of evaluation throughout the organization.


Tasks and Responsibilities:

The Senior Evaluator will, under the supervision of the Head of Evaluation, be responsible for managing and/or conducting an independent evaluation. More specifically, s/he will be tasked with the following:

Leading and implementing a strategic evaluation in consultation with the Head of Evaluation/Deputy Director and according to the 2023 work plan or new topics identified; this may include managing a consultant and or evaluation team; Using evaluation processes and methodologies that are aligned with professional evaluation standards, such as the UNEG norms and standards for evaluations, and practices; Providing advice to other members of the OIO evaluation team and/or consultants; this may include supervising junior OIO staff members or consultants, and other activities to ensure that work is carried out according to the planned timeline and budget, and in accordance with professional evaluation standards; Preparing draft and final evaluation reports with evidence-based findings, lessons learned, and as appropriate, recommendations; Supporting or overseeing development of communication products (e.g., learning briefs, presentations, infographics, and web content) for distribution of evaluation findings; Performing other related duties as assigned, including follow-up on the implementation of evaluation recommendations, supporting the implementation of the Evaluation Policy, and representing the office at evaluation-related professional events and activities.

Necessary Qualifications:

Second-level university degree in public policy, international affairs, evaluation or other social science that involve qualitative and quantitative data collection and analysis; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;

A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;

A minimum of eight years of experience in planning, designing, leading, and reporting on programme and project evaluations and strategic assessments, preferably within or for international organizations and/or the public sector. Experience with developing designs for complex evaluations desirable;

Demonstrated research, analytical and problem-solving skills, including the ability to identify and participate in the resolution of issues/problems, establish rapport, and apply good judgment in the context of assignments;

Knowledge of theories of change and logic models and the ability to identify, recreate and facilitate the development of theories of change and logic models for complex programmes, policies or initiatives;

Knowledge of UNEG evaluation norms and standards, ethical guidelines, and evaluation theory and practice, including knowledge of integrating human rights and gender equality perspectives into evaluation processes;

Engagement in professional networks and continuous self-development in order to enhance evaluation competencies and skills;

Excellent oral and written communication skills in English; good command of other OSCE languages is an asset;

Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Ability and willingness to work as a member of a team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Computer literate with practical experience in Microsoft applications;

Experience developing a realistic work plan for complex evaluations, supervising evaluation consultants, adjusting the work plan as needed and effectively overseeing budgeting and use of evaluation resources is desirable.

Remuneration Package:

Monthly remuneration, subject to post adjustment, is around EUR 8.800. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
