Standard Job DescriptionSenior Data Management Assistant Organizational Setting and Work Relationships The position is normally supervised by a more senior staff member who provides the Senior Data Management Assistant with regular guidance and support. Subject to the nature of the task/assignment, s/he will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues. The position has no supervisory role. Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Enter data mainly related to asylum seekers, refugees and other persons of concern to UNHCR into the computer database. - Prepare reports and project documents by providing information, preparing tables and drafting routine correspondence and reports. - Assist in compilation of data and interpreting the statistics for various reports. - Assist in the development of forms for data collection and analysis, if requested. - Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required. - May be required to collect GIS data, update maps and undertake field trips to project sites. - Decide on the data recorded in database. - Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility. - Perform other related duties as required. Desired Candidate Profile The incumbent must have prior data management experience working with UNHCR's Population Registration and Identity Management Ecosystem (PRIMES) tools particularly proGres, the Biometrics Identity Management System (BIMS), the Rapid Application (RApp) and the Global Distribution Tool (GDT), must have a good knowledge of MS Word, Excel and Access. Knowledge of Kobo Collect tool would be an asset.

Nature of Position:

The Senior Data Management Assistant will be supervised by the Head of Office and will receive technical guidance and support from the Professional Data Management staff at the Sub Office. The incumbent will play a liaison role with the national and local authorities for gathering and exchange of data and will maintain regular contacts mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. The candidate should have qualifications in Electronic Data Processing and Information Technology. Moreover, completion of UNHCR learning programmes or specific training relevant to functions of the position is an added advantage. Possession functional skills in IT-Computer Literacy, DM-Data Management, DM-Data collection methodologies, DM-Database Management is desirable. Working experiences in emergency situations including the capacity to undertake activities under pressure and in a stressful working environment is an added advantage. French in required, and knowledge of English and local languages is an added advantage.

Living and Working Conditions:

In terms of working and living conditions, Goz Beida is a small town that has only very basic infrastructure with very limited leisure and recreational facilities. There are no banking facilities in Goz Beida. The nearest bank facility is in Abรƒยฉchรƒยฉ where ATMs are also operational. Malaria is prevalent and all staff need to be vigilant by taking the relevant measures. Goz Beida is an E non-family location. There are also very limited health facilities available locally. Finding good accommodations in Goz Beida remains a challenge. Therefore, UNHCR managed guest houses provide and facilitate accommodation to UNHCR staff. All communications within the office and with external partners such as Government and humanitarian agencies are conducted in French. Fluent French (both written and spoken) is essential for this position. However, working knowledge of English, especially written, is also required as reports, internal as well as external, are requested in English. While security in Goz Beida is, at present, stable, due to criminality staff are discouraged from walking in the streets, staying out late at night and visiting public places alone. Physical integrity of UNHCR staff. UNHCR staff are always reminded the need to strictly respect all norms of security.
