Background:

The Organization for Security and Co-operation in Europe (OSCE) is an intergovernmental organization composed of 57 participating states from Europe, Central Asia, and North America. Its primary objective is to foster security, stability, and democracy through dialogue, cooperation, and the implementation of shared principles and commitments among its members. The OSCE addresses a broad spectrum of issues, including arms control, human rights, conflict prevention and resolution, as well as economic and environmental security. Its activities encompass monitoring elections, facilitating negotiations, and promoting human rights and democratic values.

In Tajikistan, the OSCE is represented by the Programme Office in Dushanbe (POiD), which engages in various initiatives aimed at enhancing stability, security, and democratic development. Key focus areas for the POiD include conflict prevention and resolution, border management and security, gender empowerment, and promoting good economic and environmental governance. The Office implements its activities across three dimensions: the Political-Military Dimension, the Economic and Environmental Dimension, and the Human Dimension. The Office of the Head of Office is a key department within the OSCE POiD, focused on delivering effective leadership in the planning and execution of the Office's mandate.


Tasks and Responsibilities:

Under the direct supervision of the National Building Maintenance Officer and overall supervision of the Material Management Officer the incumbent will:

Maintain workplace safety and health policies and procedures, and supervise the implementation of quality control processes in food preparation and service; Keep accurate records of food and household supplies for the office kitchen, ensuring stock levels are maintained and items are appropriately stored; Prepare food, beverages, and meals according to established standards, and ensure timely and efficient service to staff and guests; Assist in the creation and implementation of new recipes and menu items, ensuring variety and alignment with dietary needs and preferences; Adhere to strict hygiene and sanitation standards in all food preparation and handling processes, including cleaning kitchen utensils, washing dishes after each meal, disposing of food waste, and ensuring proper maintenance of kitchen equipment; Prepare and submit weekly reports to the Staff Committee on the use of funds for food procurement and kitchen operations, ensuring transparency and proper tracking of expenses, keep accurate records of food and household supplies for the office kitchen, ensuring stock levels are maintained and items are appropriately stored.

Necessary Qualifications:

Completed secondary education A minimum of two years of relevant work experience; Proficient in operating household equipment and appliances; Knowledge of cleaning chemicals and materials, with the ability to apply them appropriately; Commitment to complying with sanitary and epidemiological standards, including appearance and uniform requirements; Demonstrated ability to work efficiently under pressure and meet tight deadlines; Ability to work with people of different nationalities, religions and cultural backgrounds; Exceptional ability to build rapport and communicate effectively with team; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Prior experience in international organizations is preferred; Proficiency in Tajik and Russian, with a basic understanding of English sufficient to follow simple instructions.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 528.92 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
