INTRODUCTION
GGGI Indonesia through Sustainable Landscape Investment Partnership in Indonesia (Kemitraan Investasi pada Lanskap Berkelanjutan di Indonesia/ KIBAR) project supporting Government of Indonesia in enabling and mobilizing investment from public and private sector in forestry and land use sector (sustainable landscape thematic area) to support in achieving Forest and Land use (FOLU) Net Sink 2030 target. This initiative will design, finance, and implement activities in three (3) components, such as social forestry, multipurpose forestry business (multi-usaha kehutanan/MUK), and conservation.
POSITION SUMMARY
The Senior Associate, Green Investment โ Monitoring, Evaluation, and Learning (MEL) will support the Sustainable Landscape Investment Partnership in Indonesia (Kemitraan Investasi pada Lanskap Berkelanjutan di Indonesia/ KIBAR) by strengthening and implementing a robust Monitoring, Evaluation, and Learning (MEL) framework. The role focuses on tracking progress toward project goals and targets in the sustainable landscape sector.
Reporting to the KIBAR Project Manager, the Senior Associate will coordinate with the KIBAR team, GGGIโs Asia Investment Lead, and GGGI MEL officers at national and regional levels, Key tasks include collecting, processing, validating, and reporting data for the project; integrating data and inputs from provincial teams and implementing partners; and ensuring timely, accurate reporting aligned with project indicators.
The role also involves liaising with government, stakeholders, and international partners to capture and apply lessons learned. This role also maintains regular communication with donorโs MEL teams to ensure reporting alignment.
PURPOSE
Support the KIBAR project manager to design, review, and operationalize a comprehensive MERL framework for the KIBAR project, ensuring alignment with the projectโs objectives and Government of Indonesiaโs Forest and Land-use (FOLU) Net Sink 2030 target. Support the KIBAR project manager and technical teams to design tailored MERL tools that effectively track project progress and public and private sector investment Refine and implement the GGGI KIBAR MEL plans, including monitoring activities, data collection tools, budgets, and timelines. Review and provide guidance for implementing partnersโ MEL plan, including aligning collecting, processing, and validating data to ensure alignment with GGGI KIBAR Project requirement. Assist in ensuring timely and accurate reporting from implementing partners. Provide quality assurance to project log frames and indicators, ensuring consistency with national targets and donor requirements.. Co-lead internal and external reporting, ensuring compliance with donor and governmental reporting mechanisms.
ENGAGEMENT
Liaise with key stakeholders such as Ministry of Forestry, Indonesia Environment Fund, and other national and subnational government bodies, as well as international partners like United Kingdom Foreign, Commonwealth & Development Office (UKFCDO) and British Embassy Jakarta, to ensure buy-in and support for the project. Liaise with provincial/regional partners and stakeholders, including non-profit organization, private sector, academician, and local partners, to ensure MEL alignment and measurable implementation for the project. Work collaboratively with GGGI Indonesia MEL Team and, whenever necessary, also with relevant GGGI headquarter units (IEU, SRU, GISU) to ensuring reporting, monitoring and evaluation mechanisms of green investment projects, particularly in sustainable landscape thematic area, are aligned with both GGGI standards and donor expectations. Support engagement with private sector actors and other development partners involved in green investment initiatives, ensuring synergy and complementarity of efforts. Assist in organizing training, workshops, and capacity-building initiatives for national and subnational stakeholders to enhance understanding and application of MEL principles.
DELIVERY
Develop baseline assessments and data collection tools to measure the achievement of results. Prepare timely and accurate reports for both internal and external stakeholders, including monthly, quarterly, and annual reports. Manage collection and management and documentation of the project data. Ensure alignment of MEL activities with FOLU Net Sink 2030 target, Indonesiaโs Nationally Determined Contributions (NDCs) and policy priorities in sustainable landscape and green investment. Conduct field visits to monitor project implementation and gather feedback from project stakeholders. Provide input on knowledge management and communication outreach of the project. Contribute input for policy development and investment mobilization, and refining the KIBAR projectโs approach based on lessons learned. Ensure alignment of MEL activities with FOLU Net Sink 2030 target, Indonesiaโs Nationally Determined Contributions (NDCs) and policy priorities in sustainable landscape and green investment. Support any external evaluations conducted by donors and facilitate the development of Management Response documents within the project team as required by Project Cycle Management (PCM) 5.
QUALIFICATIONS
Advanced degree in Monitoring & Evaluation, Sustainable Development, Environmental Science, or a related field. Preferably 5 years of experience in Monitoring, Evaluation, and Learning, preferably within the green investment, sustainable finance, or sustainable landscape sectors. Proven experience in applying Results-Based Project Management (RBPM) principles to large-scale projects, ensuring alignment with project goals and delivering measurable outcomes. Strong quantitative and qualitative analysis skills, including experience with data collection and analysis tools. Experience working with national and subnational government stakeholders in Indonesia, with familiarity in renewable energy policies and regulatory environment. Strong understanding of RBPM methodologies, including design and operationalization in complex, multi-stakeholder projects. Proven ability to work in a cross-cultural environment and manage relationships with diverse stakeholders, including donors, government agencies, and private sector partners. Fluent in English and Bahasa Indonesia, with strong written and verbal communication skills.
FUNCTIONAL
Demonstrated experience in developing and implementing MEL frameworks Familiarity with Indonesiaโs forestry and green investment policies and regulatory environment. Experience in supporting project management and reporting in compliance with donor requirements. Ability to work independently and as part of a project team in a fast-paced, dynamic environment.

WORKING CONDITIONS
Senior Associate, Green Investment-Monitoring, Evaluation, and Learning (MEL) is an X7 grade level in GGGIโs national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.
