Senior Adviser

Desired Candidate ProfileNature of post:
The position is located in the United Nations Resident Coordinatorโs Office in Port Sudan. The Senior Women Protection Adviser (SWPA) will work under the general supervision of the UN Resident and Humanitarian Coordinator (RC/HC) and will also report to the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict and NORCAP/Norway. The SWPA will work in close coordination with all UN entities in Sudan. The SWPA will also be supported by the Office of the Special Representative of the Secretary General on Sexual Violence in Conflict (OSRSG-SVC), the UN Team of Experts on Rule of Law and Sexual Violence in Conflict and the global network of UN Action against Sexual Violence in Conflict. The Senior Women Protection Advisor will be based in Port Sudan with frequent travels to relevant field locations to engage with the Government of Sudan, parties to conflict, civil society organizations and the United Nations field presences. Under the leadership of the UN Resident and Humanitarian Coordinator (RC/HC), who leads the UN Country Team (UNCT) in Sudan and coordinates all UN operations at the country level, the UN Resident Coordinator Office (RCO) provides strategic coordination support to the UNCT. The Special Representative of the Secretary-General on Sexual Violence in Conflict serves as the United Nationsโ spokesperson and political advocate on conflict-related sexual violence (CRSV). She chairs the United Nations Action Against Sexual Violence in Conflict (UN Action) and her work is supported by the United Nations Team of Experts on the Rule of Law/Sexual Violence in Conflict (TOE). The Office
was established by Security Council resolution (SCR) 1888 (2009), one in a series of resolutions which recognized the detrimental impact that sexual violence in conflict has on communities and acknowledged that this crime undermines efforts to ensure peace and security and rebuild societies once a conflict has ended. This position will be based in Port Sudan and will be embedded in the Office of the United Nations Resident and Humanitarian Coordinatorโs (RC/HC) Office. The SWPA will work under the general supervision of the RC/HC and will work in close coordination with all UN entities operating in Sudan. The SWPA will receive dedicated support by the Office of the Special Representative of the Secretary General on Sexual Violence in Conflict, the UN Team of Experts on Rule of Law and Sexual Violence in Conflict and the global network of UN Action against Sexual Violence in Conflict.
Responsibilities:
Within the limits of delegated authority, the Senior Women Protection Adviser will be responsible for
performing the following duties:
โข Support the implementation of Security Council thematic Resolutions on Sexual Violence in Conflict, namely1820 (2008), 1888 (2009) 1960 (2010), 2106 (2013), 2242 (2015), 2331(2016) and 2467 (2019)
โข Assist the UN Country Team (UNCT) and Humanitarian Country Teams (HCT) to meet their accountability towards implementing the UN Security Council mandate on Sexual Violence in Conflict. Work in close collaboration with members of existing humanitarian protection platforms (e.g. Protection Cluster, GBV Area of Responsibility, Child Protection Area of Responsibility), rule of law and development partners as well as with peace and security actors, linking efforts on addressing conflict-related sexual violence (CRSV) to the Women, Peace and Security and the Children and Armed Conflict agendas;
โข Oversees the provision of advice and support to Government and non-governmental counterparts in collaboration with relevant mission and UN counterparts, and fosters close working partnerships with all UN stakeholders, including the UN Country Team.
Specifically, the Senior Women Protection Adviser will:
โข Lead, in close collaboration with the RC/HC, the UNCT and the OSRSG-SVC, the revision of the 2019 Framework of Cooperation of the Government to prevent and respond to CRSV signed between the Government of Sudan and the United Nations;
โข Re-establish, convene and coordinate a UN Working Group on CRSV and ensure trends and patterns of CRSV are analysed through the set-up of the monitoring, analysis and reporting arrangements on conflict related sexual violence (MARA) as per UNSCR 1960 in close coordination with existing information management systems and monitoring mechanisms (e.g. GBVIMS, MRM, PIMS, CPIMS), and through engagement of the whole UN system and strengthened participation of women-led civil society organizations in Sudan;
โข Provide technical assistance for the development and implementation of relevant policies and legislation on protection from sexual violence;
โข Advise the RC/HC and other Heads of UN entities in Sudan on the integration of CRSV considerations into UNCT and HCT conflict-sensitive analysis, scenarios, plans, guidance and operational activities, mediation processes and peace-building-related activities;
โข Support the RC/HC and to SRSG-SVC to mobilize political attention and financial support from UN Member States, donor community, inter-governmental agencies and regional organizations in prevention and response to conflict-related sexual violence in Sudan;
โข Promote regular and appropriate information exchange and greater coherence and coordination between the UNCT entities in response to conflict-related sexual violence; Ensure that conflict-related sexual violence concerns are reflected in strategic planning frameworks such as UN Sustainable Development Cooperation Framework, Country Common Assessment (CCA), Humanitarian Needs and Response Plan (HNRP) and Peacebuilding Priority Plans;
โข Implement responsibilities in line with the Terms of Reference for the Senior Womenโs Protection Advisers, the UN Action Against Sexual Violence in Conflict/SRSG-SVC guidance, and other relevant UN and policies;
โข Perform other relevant duties, as required.

โข Desirable: Experience engaging with and advising senior leaders of the UN and regional organizations, senior host government officials, and working in or supporting UN field operations or comparable international organizations.
