GENERAL INFORMATION
With financial support from the Gates Foundation, GGGI is implementing the project \"Promoting Citywide Inclusive Sanitation through Climate Resilience in West Africa\" in Senegal, Burkina Faso, and Côte d'Ivoire. This investment is a second phase, following a pilot investment in Nepal and Senegal, which aimed to understand GGGI's potential to support the development of policies, planning, and investments that included sanitation in the climate resilience and green growth agenda.
This second phase, in line with the Government's direction, therefore, represents a continuation of efforts to better integrate sanitation into climate policies through the upcoming revision of the Nationally Determined Contribution (NDC). Making the sanitation sector attractive for climate finance remains a challenge, and this must be achieved through more accurate emissions estimates and a clear implementation plan.
PROJECT BACKGROUND
The project aims to achieve the following results:
Outcome 1: Enhanced understanding of climate-resilience opportunities in the sanitation sector in the region by strengthening the platform for sharing and knowledge approach to further climate- sanitation nexus narrative Outcome 2: Mainstreamed sanitation into national/local strategy, MRV system and updated NDCs Outcome 3: Disseminated innovative and climate-friendly sanitation technologies suitable for local markets in the target countries.
More specifically for Senegal, the project will focus on supporting the government in reviewing the sanitation component of the Nationally Determined Contribution (NDC) due in 2025, to ensure that it is appropriately reflected, with clear mitigation and adaptation measures outlined (Outcome 2). The work will include the following elements:
Updating the assessment of greenhouse gas (GHG) emissions from the sanitation and waste sector, including modeling. Supporting the inclusion of sanitation-related elements in the revised NDC, including a project pipeline. Supporting the development of a national NDC implementation strategy for sanitation
Justification: Liquid waste in the Nationally Determined Contribution
In 2020, Senegal submitted its second Nationally Determined Contribution (NDC 2.0) after its validation by the Council of Ministers. This NDC, disintegrated at the sectoral level, records the country's commitments with objectives set out under the Paris Agreement.
The Solid and Liquid Waste NDC, like Senegal's other sectoral NDCs, was developed in an inclusive and participatory manner within a framework of broad stakeholder consultation. This exercise, which ensured the consideration of all policies and programs implemented by Senegal to combat climate change, resulted in the definition of the level of ambition for the aforementioned sectors that the country wished to adopt as part of its contribution.
Thus, as part of fulfilling its commitment to the Paris Agreement, Senegal is revising its NDC 2.0. This update, which will lead to NDC 3.0, will follow the same approach as the previous one by developing sectoral NDCs, including the Liquid Waste NDC, which is the subject of this current Terms of Reference.
This review process must be transparent, inclusive, and participatory, with data that reflects the reality on the ground.
As such, the Ministry of the Environment and Ecological Transition, through the Directorate of Climate Change, Ecological Transition, and Green Financing, the focal point of the United Nations Framework Convention on Climate Change (UNFCCC), with the support of the National Committee on Climate Change (COMNACC) and GGGI, intends to develop its NDC 3.0 to reiterate participation of Senegal in the global effort to combat climate change. Senegal's new framework, projects, programs, socioeconomic development strategies, and feasibility studies related to a low-carbon policy will be reviewed and will form the backbone of this contribution to Senegal. As such, this term of reference aims to recruit a sector consultant in charge of the institutional, regulatory and technical study within the framework of the development of CDN 3.0 for the liquid waste sector.
Reference Documents - GGGI Studies
Since 2019, GGGI has been supporting the Government of Senegal in its transition to strong, inclusive, and sustainable green growth, with an interconnection between sanitation and climate change.
Three major projects covering the sanitation sector in relation to climate change have been completed to better address the sanitation sector in climate policies.
The Inclusive Urban Sanitation Project through a Green Growth Model was implemented from June 2019 to December 2022 by GGGI, with financial support from the Bill & Melinda Gates Foundation (BMGF) and in partnership with stakeholders in the WASH and climate sectors. This first phase has produced important results for a better understanding of the Sanitation-Climate Change Nexus. This study allowed for the inventory of greenhouse gas emissions for the sanitation sector in Senegal, making it possible to correct the figures attributed to this sector by integrating non-collective sanitation systems. The aim of this study was to update the projections of the nationally determined contribution (NDC) for this sector.
Also, as part of a better integration of sanitation into the NDC, the \"Sanitation and Climate: Resilience and Emissions Assessment (SCARE)\" project, which ran from September 2020 to August 2024, provided improved estimates of greenhouse gas emissions associated with the sanitation chain in urban areas and secondary cities, with a focus on on-site sanitation. It identified technological and management choices and options that will optimize emission reductions with safe and reliable services that meet the needs of women and girls. It also improved understanding of how to strengthen the resilience of sanitation services to climate change in resource-limited settings and the resilience of low-emission options compared to current practices.
The ongoing \"Sanitation through climate resilience and green growth phase 2\" project, aims to continue the dialogue at the subregional level to better address the sanitation sector in climate policies. This second phase in Senegal aims to achieve the following results: \"Integration of sanitation into the revised Nationally Determined Contribution (NDC).\"
To better support Senegal in developing the NDC for the liquid waste sector for the period 2025-2035, supported by a measurement, monitoring, and verification (MRV) system to address current gaps in data management and collection, and an NDC implementation plan, various studies were conducted as part of the implementation of Phase 2 of the \"Inclusive Urban Sanitation Project through a Green Growth Model.\"
The study on \"Assessment of Policy Gaps and Opportunities for the Development of Climate-Resilient Sanitation in Senegal\" presents a picture of the institutional landscape with a diagnosis of the integration of climate change into the solid waste sector in Senegal, revealing a complex landscape with a multitude of institutional actors and challenges to overcome. Senegal faces institutional fragmentation (promoting compartmentalization), with several government, private, and international entities involved in solid waste management, each playing a specific role but often without effective coordination.
In addition to this study, the study on the \"Development of the Contribution Implementation Strategy\" for the development of an operational and financing strategy for the implementation of Senegal's Liquid Waste NDC for the period 2025-2035, through a participatory and inclusive process, made it possible to:
Take stock of the sanitation sector in relation to the NDC with a sectoral analysis and an assessment of the effectiveness of the institutional and regulatory frameworks and their adequacy with the sector's needs. Identifies gaps and opportunities in liquid waste management in Senegal, whether technical, institutional, or financial constraints. - Propose recommendations to better align the liquid waste sector with Senegal's NDC and strengthen institutional capacities, optimize technical practices, and ensure greater compliance with national and international objectives. Develop an operational and financing strategy for the implementation of Senegal's Liquid Waste NDC for the period 2025-2035.The study, \"Assessment of Innovative and Climate-Friendly Sanitation Technologies for the African Context,\" identified innovative and scalable sanitation technologies and service models adapted to the African context, along with a shortlist of climate-resilient technologies.
The reports of these various studies will be made available to the Consultant.
OBJECTIVES OF THE ASSIGNMENT
The overall objective of this mission is to develop the liquid waste chapter of NDC 3.0, in consultation with stakeholders. This will involve the following activities:
Identify all existing initiatives, planning documents, and sector guidance related to greenhouse gas emission mitigation and climate change adaptation. Assess the sectoral institutional and regulatory framework for implementing policies and programs related to climate change, and if necessary, propose strengthening measures. Estimate current GHG emissions and develop a \"business as usual\" scenario for 2035. Propose, prioritize, budget and model (emission reduction, cost-benefit analysis) climate change mitigation and adaptation measures in the sanitation sector. Develop GHG reduction scenarios through the incorporation of these measures (conditional/unconditional) for 2035. Identify technology needs, capacity building and financing/investment strategy for the liquid waste CDN. Propose measures to establish or strengthen the data management system. Propose a monitoring and evaluation strategy for the NDC for the sector. Develop NDC 3.0 for the liquid waste subsector for the period 2025-2035. Support the entire NDC revision process by collaborating closely with relevant stakeholders, particularly for solid waste.
DELIVERABLES AND PAYMENT SCHEDULE
The Consultant shall provide the following deliverables:
Deliverable 1: An Inception report, to define the methodology, tools and steps of data collection and analysis, Deliverable 2: The Interim report, with the main conclusions of the consultations Deliverable 3: The Final report, integrating the work into the NDC.All deliverables shall be submitted in editable formats (Word, excel, PowerPoint etc.) and PDF format. Deliverables shall be in French, for local sharing and usage. An English version of the final report will be submitted, in addition to the French version.
The validation process of deliverables will follow the below steps:
The inception report shall be shared with the Steering Committee and the Technical Committee for the revision of the NDC in order to get their inputs and comments, to ensure that the consultancy methodology and approach consider everyone’s expectation. If needed, the Consultant will be required to present and defend the work to get it approved for the next steps. The Interim report shall be presented with the Steering Committee and the Technical Committee for the revision of the NDC in order to get their feedback and comments. The Mitigation options prioritization report shall be presented to the Steering Committee and the Technical Committee for the revision of the NDC in order to get their feedback and comments. The final report shall be approved by the Steering Committee and the Technical Committee for the revision of the NDC to be considered as achieved.The Consultant’s Contract type will be deliverable based. The estimated working time is 60 days distributed within six-month period, beginning from June 2025.

EXPERTISE REQUIRED
The consultant will submit invoices according to the terms and conditions agreed in the contract and validation of the reports by his supervisor.
Minimum requirements:
· An advanced university degree (master's degree or equivalent) in Environmental Science or any discipline related to the assignment.
· Minimum 08 years of proven professional experience in adaptation and mitigation projects/programs.
· Extensive experience in developing GHG emissions inventories.
· Good knowledge of the sanitation sector.
· Good communication skills in French and English (oral, written, and presentation), including the ability to publish written documents and produce high-quality visual materials.
· Technical understanding of sanitation, waste, energy, and environmental issues.
Preferable requirements:
· Experience working with international organizations in Senegal or outside of Senegal
· Experience working on sanitation and energy projects
