REPORT TO: Finance and Operations Director, FHI 360 in Bangladesh

Location Dhaka, Bangladesh

We are currently seeking qualified candidates for the position of Security Coordinator for the Tuberculosis project based in Dhaka, Bangladesh. This position is dependent on receipt of funding.

Position Summary

Under the supervision of the Finance and Operation Director an, the Security Coordinator will be responsible for the overall management and implementation of the FHI 360โ€™s security policies at the country level. Assist to develop and manage the FHI 360โ€™s safety and security strategy and policies to ensure high performance and the implementation of the project in an assigned geographic area. Responsible for providing security coordination for members of the FHI 360โ€™s Senior Management Team Emergency Management Team (EMT) in response to incidents, emergencies, and crises on behalf of the organization. May serve as the primary advisor to the Country Representative or Chief of Party regarding security matters. Conduct training on site for project staff and partners and facilitate development and implementation of country security management plans.

Key Responsibilities

  • Conduct threat and risk assessments of the environment and provide recommendations for context specific security management requirements to project staff and partners.
  • Produce, roll out and maintain updated security management planning policies for field employees, ensuring compliance to the organizationโ€™s global safety and security standards. Establish and ensure all security management components including incident reporting and trend analysis inform program design, implementation, employeesโ€™ movement, and contingency responses.
  • Construct a communications infrastructure for the site and/or project.
  • Identify, establish, and manage context appropriate approaches to assure facilities and assets are secure.
  • Stays abreast of social, cultural, legal, and criminal issues, nationally and internationally, and their impact on the organization and its business.
  • Compile and submit security reports that track incidents and trends within the country and submit daily security updates as needed.
  • Ensure all incidents and accidents are followed up with a written report.
  • Provide technical security advice in consultation with senior management including site selection and establishment of effective physical and procedural security measures.
  • Conduct security risk assessments for program expansion areas, and update security risk assessments regularly for existing areas.
  • Manage physical security, fire safety and office evacuation drills periodically.
  • Conduct Hotel assessments in liaison with travel office for a safety and security approval process.
  • Establish a network with other key security players for information sharing and joint lobbying on security matters where possible.
  • Conduct onsite training for employees in the field of safety including personal safety, emergency evacuations, travel safety, relocation, and evacuation.
  • Work with program/country employees in seeking security clearance for asset/cargo movements to operational areas including facilitating necessary movement permissions.
  • Provide advance security advice, security briefing to employees and visitors, ensure plans for tracking arrival, departure, and accommodation.
  • Draft security advisories with advice on mitigation for circulation to senior management on general situation, specific incidents, and periods of heightened threat.
  • Conduct periodic briefing to and all employees keeping them up-dated on security developments and/or risks that may affect the organizationโ€™s operations and make recommendations to minimize risks.
  • Serve as the part of the security unit, coordinator emergency/employees incidents involving employees and assets, inform senior management and recommend response actions. Maintain and periodically test the security tree for the offices in region covered.
  • Organize safety & security awareness, fire, and life safety training for all employees. Maintain and/or create a travel management system to track the location and contact information for all visiting employees and consultants.
  • Be part of the security management Team (SMT).
  • Plan for both security and medical evacuation for all locations and develop evacuation plan including roles, relocated employees, collection points, routes etc.
