ORGANIZATIONAL CONTEXT:
Syria has been experiencing a prolonged crisis since 2011, severely damaging its economy and social fabric. Currently, almost 33 percent of the people in need of humanitarian assistance in 2024 are internally displaced persons (IDPs) and out of the 7.2 million IDPs, 5.5 million are in need of humanitarian assistance.
The 2024 Humanitarian Needs Overview (HNO) states that around 15.5 million people (66 percent of the population) need food, livelihood support, agricultural assistance, or assistance from national safety nets. At least 12.9 million people are in need of food assistance, including more than 2.1 million who live in camps and a further 2.6 million are at risk of food insecurity. The main causes are the prolonged crisis, economic collapse, eroding purchasing power, the impacts of the Coronavirus disease pandemic, and an earthquake, these pre-exiting effects compound with recent crises including influx from Lebanon, internal displacements following ongoing change in control coupled with dwindling humanitarian funding further exacerbates food insecurity and strains livelihoods.
As a response to this situation, the World Food Programme (WFP) has developed an interim country strategic plan (iCSP) that addresses the growing food and nutrition needs, livelihood deterioration, and the collapse of food systems. The iCSP began implementation in January 2022, drawing from WFP's experience and lessons learned and collaborating with humanitarian and development stakeholders.JOB PURPOSE:
To perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operations.
The Security Associate, reporting to the International Security Officer, is expected to take responsibility for the completion of a range of security-related processes and activities requiring some interpretation of standard guidelines and practices. They should be able to recommend a course of action on a range of security issues, deal with staff at various levels and may allocate tasks to other colleagues. These jobs may require to work different shifts and report for duty on short notice.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision-making.
- Review security-related information (e.g. security incidents and events, security support to daily activities, etc.} and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.
- Liaise and coordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.
- Plan and coordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.
- Analyse security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.
- Assist In advising the Head of Field Office on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
- Support the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS) to ensure compliance.\\
- Support the maintenance and management of security equipment and make
recommendations to strengthen technology capacity in line with business requirements. - Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors, in order to maintain a safe and secure environment.
- Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.
- Deliver security training to staff and review security training needs in order to develop measures to meet business requirements.
- Supervise and provide on-the-job training to other staff supporting their development and high performance.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Completion of secondary school education.
- A post-secondary certificate in the related functional area is desirable.
Experience:
- At least six (6) years of progressively responsible work experience composed of a minimum of Four (4) years in Security Operations and Two (2) years in any other field but preferably in the field of the position or related.
- Previous experience with UN humanitarian agencies, or INGOs is an
advantage.Knowledge & Skills:
- Specialised knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
- Broad knowledge and understanding of security logistics, security administration, risk assessment and coordination with local authorities and local law enforcement agencies.
- Training and experience in fire and related intervention/evacuation
procedures. - Ability to manage emergency situations and remain calm.
- Attention to detail and constant vigilance in order to promptly detect any
breach in security measures. - Ability to interpret information, use judgement and inform supervisors of
any incidents which might impact the UNWFP staff and operations. - Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
- Willingness to attend security trainings and comply with UNSMS standards.
Languages:
- Fluency in both oral and written communication in both English and Arabic.
