Security and Travel Risk Analyst

1.     Organizational Context

a.    Organizational Setting

The Security and Travel Risk Analyst will be working for the Safety and Security Coordination Service (SSCS) in the Security and Information Assurance Division (SIAD), Administration and Management Sector of the World Intellectual Property Organization (WIPO).

The Division is responsible for the management of all aspects of WIPO's information and security risk management. It ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess and mitigate threats/risks to the Organization.

b.    Purpose Statement

The Security and Travel Risk Analyst will provide specific analysis, advice and support relative to the WIPO and UPOV program activities and operations worldwide. He/she will specifically manage and operate the WIPO-specific travel risk management system and the UNDSS TRIP system to ensure that all official WIPO travel is undertaken while respecting the WIPO Security Risk Appetite.

c.    Reporting Lines

The incumbent works under the supervision of the Head of the Safety and Security Coordination Service.

d.    Work Relations

The incumbent will liaise extensively with relevant internal business and technical stakeholders in and external to the Organization, specifically:

-        Personnel and managers at all levels in WIPO HQ Geneva in preparation of duty travel as well as UNDSS and other UNSMS entities in destinations.
-        Managers of WIPO External offices for all activities and events external to the offices.
-        UNSMS entities undertaking security risk analysis.
-        Host country law enforcement and official emergency services.

2.      Duties and Responsibilities

The incumbent will perform the following principal duties:

a.   Develop country and regional-specific thematic analysis of specific insecure areas, including analysis of the underlying cause of inaccessibility and insecurity, the local dynamics, and planning and implementation of risk management measures customized to the local context and risk analysis.

b.   Provide focused analysis on the root causes for inaccessibility at country and regional levels to facilitate risk management measures and activities with a non-exclusive focus on countries and regions in which the organization has External Offices.

c.   Draft analytical documents forming the baseline for a global \"common operating picture\" that can be used by management and personnel to ensure timely and accurate decision-making.

d.   Strengthen the organization's presence outside its Headquarters by provision of programmatic security support and - analysis for all program activities.

e.   Provide technical support and security risk analysis for all travel activities, including engagement with UNDSS and other UNSMS entities in destinations.

f.    Develop and support communications approaches and tools that contribute to the global situation analysis and awareness.

g.   Provide support to internal change management initiatives.

h.   Develop specific and tailored security Standard Operating Procedures related to WIPO/UPOV travel and external activities, working with the Travel and Mission Support Team.

i.    Deliver security awareness training to WIPO/UPOV personnel.

j.    Enhance collaboration between other UN/NGOs security apparatus in support of existing UN security Management Systems (UNSMS).

k.   Carry out other analytical and research assignments and duties as required.

3.      Requirements

Education (Essential)

First-level university degree preferably in areas such as Security Risk Management, Military or police Sciences, Political Science, and International Relations.

A degree in a different field may be considered sufficient if coupled with relevant experience.

Experience (Essential)

A minimum of six years of progressively responsible experience in security analysis and risk management.

Demonstrated understanding of security-related analytical processes.

Experience (Desirable)

Experience acquired in UN and/or international security management.

Language (Essential)

Excellent knowledge of written and spoken English or French and good knowledge of the other.

Language (Desirable)

Good knowledge of any other UN languages.
