General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

First-level university degree in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training) Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc. Knowledge of courtroom proceedings and criminal law and procedure; Knowledge of international legal procedure standards and instruments; Demonstrable organizational, analytical, communication and interpersonal skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

Mandatory:

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located; Knowledge of the project management cycle from project development through monitoring and evaluation; Ability to conduct strategic planning, results-based management and reporting; Knowledge of international civil, political and human rights standards; Excellent communication and reporting skills; Professional fluency in the English language; Demonstrated analytical and problem-solving skills; Flexibility and ability to work under pressure and with limited timeframes; Ability to operate windows applications, including word processing and e-mail; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities..

Desirable:

Previous international field work experience, preferably in the Commonwealth of Independent States (CIS), especially in Central Asia; Knowledge of the regional political situation and the legal system of Tajikistan; Working knowledge of the Russian and Tajik is an asset.

Tasks and Responsibilities

Under the direct supervision of the Head of the Human Dimension Department, the Rule of Law Officer will be tasked will be tasked with the following duties:

Providing guidance in determining the direction and focus of the work of the Rule of Law Unit, including development of programmatic activities, providing recommendations on policy direction of the Office's work in the Rule of Law, keeping abreast of local and regional Rule of Law developments and ensuring that programmes remain relevant and provide practical assistance to the host country; Developing, implementing and evaluating programmes covering a wide range of topics related to Rule of Law, such as the rights of persons deprived of liberty, strengthening access to fair trials, reform of criminal justice mechanisms; Working closely with the Politico-Military Department, and in conjunction with the Human Rights Officer, ensuring that Rule of Law and Human Rights issues are streamlined into the Police Reform Process; Preparing the Unitโ€™s contributions to the annual departmental budget, Programme Outline, Project Implementation; Plan and Project Implementation Reviews submitted to the OSCE and the Government of Tajikistan, as well as regular reporting and drafting of press releases, correspondence and other texts; Supervising one mission member; providing guidance and constructive criticism; working to develop critical thinking, report writing and project management skills; Establishing and maintaining contacts with national and local Tajik authorities, other international organizations, domestic and international Non-Governmental Organizations (NGOs); Maintaining close co-ordination with OSCE autonomous institutions and headquarters; Managing the day-to-day operations of the Rule of Law Unit; Performing other related duties as required.
