Context:

The main objective of the Resource Mobilization Division (RMD) is to increase financial support to advance IOMโ€™s mission as stipulated in its Strategic Plan. The Divisionโ€™s core function involves building and maintaining relationships with donors, mobilizing funds, diversifying IOMโ€™s resource base, and enhancing IOMโ€™s collective resource mobilization efforts.

Given IOMโ€™s decentralized structure, donor engagement and resource mobilization functions are shared by different organizational and geographic units.ย  As such, the Division plays a pivotal role in streamlining and enhancing these functions. The Division adds strategic value by not only coordinating these efforts but also by offering essential guidance, developing and disseminating knowledge, and reinforcing organizational capacity to raise funds. As such, the Division serves as a central hub to ensure a cohesive and effective approach to donor engagement and resource mobilization within IOMโ€™s decentralized structure.

The Global Appeal, produced each year, is the flagship resource mobilization tool for the organization. Setting out IOMโ€™s total financial needs across all operations, cross-cutting issues, and enabling functions, this document is design to systematically capture the resources required to achieve IOMโ€™s Strategic Plan for a given year. The Appeal document and accompaniments (e.g. the events, toolkits, sharepoints) are designed to be a tool that support resource mobilization in country and regional offices, in donor capitals, and at the global level. The Global Appeal draws on inputs from across the organization, building on needs from the bottom-up, and offering a coherent and singular requirement for the organization.

Under the supervision of the Director of RMD and reporting to the Donor Intelligence and Analyticsย Lead, the Resource Mobilization Officer (Global Appeal) will oversee the development and dissemination of the IOM Global Appeal.

Oversee the development and dissemination of the IOM Global Appeal.Oversee coordination across all the stakeholders involved in the Global Appeal process, including those within the Resource Mobilization Division, as well as across the organization. Key stakeholders include SRD, DFM, the Executive Office, DMC, Regional Offices, Country Offices, and key thematic divisions across IOMโ€™s Operations Pillar.Support the development of strategic messaging and structure of the appeal, in coordination with IOM senior leadership.Facilitate inputs from relevant stakeholders across the organization, including through the development of templates and workshops. These inputs will need to be quality-assured through review of materials and data analysis.Oversee dissemination of the appeal, including launches, pledging conferences, and other relevant events, printing, and broader communications. This will involve managing the procurement and delivery of relevant services, including printing, design, penholding, event hosting, communications, and any other services related to the appeal. Manage recruitment of relevant staff.Manage staff dedicated to the Global Appeal (i.e. penholder) and provide coordination and support for staff involved in Global Appeal workstreams (e.g. data collection and analysis, communications, etc.).Oversee monitoring, evaluation, assessment, and learning (MEAL) for the Global Appeal, striving to measure performance and improve the product and process.Perform such other duties as may be required.

Required Qualifications and Experience

Education:

Masterโ€™s degree in Political or Social Sciences, International Relations, Economics and Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in theย UNESCO World Higher Education Database.

Experience:

Experience in donor relations or liaising with governmental and diplomatic authorities, or carrying out the above work in the context of donors relations;Experience coordinating across a diverse range of stakeholders, including senior management;Experience producing a major publication and/or appeal, especially at the organization-level;Experience drafting and reviewing text for external audiences, managing inputs from multiple sources while working to ensure a single voice and coherent narrative;Experience visualizing information, including infographics, maps, and dashboards that present key findings in compelling ways for specific audiences;Experience managing staff in an intercultural environment;Experience developing strategies and workplans to guide work toward overarching objectives;Experience with monitoring and evaluation, after-action reviews, and learning to improve processes and products; and,Experience running a large project or programme with many stakeholders and tight deadlines.

Skills:

Excellent communication skills (written and verbal).Excellent capacity-building and management skills.Excellent research and analysis skills, both quantitative and qualitative.Familiarity with the political economy of the global aid system, including the interests and concerns of donors.Ability to work in a multicultural environment with due diplomatic sensitivity.Ability to prioritize, manage, and deliver tasks under pressure.Knowledge of IOM internal systems and processes an advantage.

Languages:

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
