Description

The IMF Fiscal Affairs Department (FAD) is seeking an experienced public financial management expert for the position of Public Financial Management (PFM) Advisor to provide capacity development in strengthening budget implementation and fiscal reporting in South Sudan. The position is based in Juba, South Sudan.

Working closely with staff from IMF headquarters, the advisor will provide capacity development support to senior officials and technical staff in the Ministry of Finance and Planning (MoFP) to effectively manage the budget process and strengthen fiscal reporting. The capacity development support will range from reviewing PFM processes and regulations, supporting utilization of the Government Financial Management Information System (GFMIS), building coordination arrangements and data sharing protocols and practices to ensure a comprehensive view of government expenditure, revenue and financing transactions; building complementary tools institutionalize fiscal reporting.

The work program will reflect institutional capacity and resource constraints and will include assistance with the development of tools and templates to prepare fiscal reports, cash plans and chart of accounts updates; hands-on support in preparation of budget documentation, business process and regulatory reforms, the expansion of the GFMIS and improving fiscal data sharing and inter-agency coordination; as well as training targeted at implementing improved processes and building analytical skills. The capacity development will mainly be delivered through hands-on support and training. The Advisor will work with the MoFP and be based in the Budget and Treasury Directorates.

The Advisor is expected to deliver, oversee, and coordinate capacity development and related training on the areas listed above and other priorities identified in the Advisorโ€™s workplan, in close cooperation with FAD headquarters, the IMF country team, and the IMFโ€™s Regional Capacity Development Center in east Africa (โ€œAFRITAC Eastโ€). The Advisor is also expected to consult and coordinate with development partners in South Sudan to ensure complementarity, and consistency of advice in treasury management, budget preparation, and fiscal reporting.

The selected candidate should be prepared to take up the position in Juba in August 2025. Compensation and benefits will be competitive and commensurate with successful candidateโ€™s skills and experience. The initial appointment will be for a period of one year with the possibility of extension contingent on performance, budget availability and business needs. The Advisor would report to FAD staff in Washington DC and coordinate their activities with the MoFP.

Qualifications

Applicants should have a relevant university degree or equivalent (at least at masterโ€™s level) preferably in economics, finance or accounting and at least four years of relevant, professional experience. Preference will be given to applicants with a minimum of 6 years of practical experience in a senior line or advisory position within a ministry of finance/treasury, international financial institution, development partner, or major consulting firm.

The successful candidate should have broad and demonstrated experience in implementing public financial management reforms, excellent interpersonal skills, the ability to work as part of a team, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, and have well developed analytical skills. Experience in organizing and conducting training courses and workshops is desirable. Work experience in the region or with low-income economies would also be an advantage. For this position, strong English oral and written communication skills are required.
