The IMF Fiscal Affairs Department (FAD) is seeking an experienced public financial management expert for the position of Public Financial Management (PFM) Advisor in Banjul, The Gambia.
Working closely with staff from IMF headquarters, the Advisor will provide hands-on capacity development support to senior officials and technical staff in the Ministry of Finance and Economic Affairs (MOFEA). This will cover a range of PFM areas, with a particular focus on: supporting the development of a credible and comprehensive medium-term macro-fiscal framework to underpin a policy-based annual budget; strengthening the identification, monitoring, and management of fiscal risks (including macro-fiscal sensitivity analysis, long-term fiscal sustainability, risks from state-owned enterprises, Public-Private Partnerships, and contingent liabilities); enhancing the reliability, coverage, consistency, and quality of fiscal reporting; and supporting the implementation of strategies for arrears clearance and prevention.
The Advisor will collaborate closely with the Ministry of Finance and Economic Affairs (MOFEA), particularly with the Directorates of Economic Policy and Research, Budget, and State-Owned Enterprises. Specific responsibilities will include guiding and strengthening institutional arrangements within MOFEA to support PFM reforms; maintaining and/or developing relevant tools, templates, and documentation; organizing and delivering training for government officials and contributing to IMF headquarters and regional capacity development activities.
The Advisor is expected to deliver, oversee, and coordinate capacity development and related training on the areas listed above and other priorities identified in the Advisorโs workplan, in close cooperation with FAD headquarters, the IMF country team, and the IMF Regional Capacity Development Center in west Africa (โAFRITAC West 2โ). The Advisor is also expected to consult and coordinate with development partners in The Gambia.
The selected candidate should be prepared to take up the position in Banjul in August 2025. Compensation and benefits will be competitive and commensurate with the successful candidateโs skills and experience. The initial appointment will be for a period of one year with the possibility of extension contingent on performance, budget availability and business needs. The Advisor would report to FAD staff in Washington, DC and coordinate their activities with the MOFEA.
Qualifications
Applicants should have a relevant university degree or equivalent (at least at masterโs level) preferably in economics, finance or accounting, and at least four years of relevant, professional experience. Preference will be given to applicants with a minimum of 6 years of practical experience in a senior line or advisory position within a ministry of finance/treasury, international financial institution, development partner, or major consulting firm.
The successful candidate should have broad and demonstrated experience in implementing public financial management reforms, excellent interpersonal skills, the ability to work as part of a team, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, and have well developed analytical skills. Experience in organizing and conducting training courses and workshops is desirable. Work experience in the region or with low-income economies would also be an advantage. For this position, strong English oral and written communication skills are required.
Candidates not selected for this position may also be offered to work in other capacity development centers in Africa or as short-term experts.
