Established in 1951, the International Organization for Migration (IOM) is a Related Organization of
the United Nations, and as the leading UN agency in the field of migration with almost 19,000 staff
and over 5,600 affiliate staff operating in 590 offices across 171 countries. The Organization is
committed to combating all forms of Sexual Exploitation and Abuse and Sexual Harassment (SEAH) by
its staff, related personnel, and partners. The prevention of and response to SEA, continues to gain
momentum within the United Nations (UN) and Interagency Standing Committee (IASC) systems and
amongst governments, institutional partners, media, and the general public.ย

Over the past decade, IOM has increasingly been seen as a strong player supporting PSEAH efforts
within the UN, IASC, and amongst the humanitarian community.ย IOMโs strategic approach to PSEAH
focuses on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability
and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible
Victim Assistance; 5) Partnership and Coordination.ย
- In coordination with the global PSEAH Unit, provide advice and recommendations to the Regional Director, Deputy Regional Directors and Chiefs of Mission on strategic engagement, policy, and programmatic decisions on PSEAH, ensuring alignment with global standards.
- Support emergency preparedness and response by ensuring PSEAH is integrated into contingency planning and promote the need for surge or remote support in high-risk contexts.
- Provide technical support and oversight to PSEAH Officers and Focal Points in Country Offices on victim assistance, ensuring a survivor-centered approach, including safe, timely referrals and protection-sensitive responses.
- In coordination with the global PSEAH Unit, lead the rollout of IOMโs SEAH survivor support package in the region, and monitor implementation to ensure quality and consistency.
- Support Country Offices to conduct SEA risk assessments and develop mitigation plans, as well as mission-level PSEAH action plans, ensuring these are updated and actionable.
- Provide guidance on integrating PSEAH into project proposals, budgets, and reporting, including mainstreaming PSEAH at all stages of the programme cycle and supporting proposal development.
- Support the mainstreaming of PSEAH across IOMโs key sectors and areas of work at regional and country level, drawing on tools, guidance and sector-specific instruments already developed.
- Support missions strengthening the capacity of partners on PSEAH standards and ensure oversight mechanisms are in place to assess compliance and provide support.
- Promote and document good practices and lessons learned from the field, facilitating peer exchange and learning across Country Offices.ย
- Contribute to regional and global knowledge products and visibility efforts, including showcasing IOMโs achievements and innovations on PSEAH in the region.
- Represent IOM in inter-agency PSEA fora and regional coordination mechanisms, actively contributing to collective efforts to address SEAH.ย
- Support communication and coordination on the prevention of sexual harassment, in close collaboration with IOMโs global PSEAH unit.
- Perform other duties as assigned.
Education:
- Masterโs degree in Gender, Development Studies and Planning, International Relations, Psychology, Social Sciences, Law or a related field from an accredited academic institution with five years of relevant professional experience; or university degree in the above fields with five years of relevant professional experience.
Experience:ย
- Professional experience in the fields of sexual exploitation and abuse (SEA), protection, child protection, gender-based violence (GBV) , accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs; professional experience in GBV, SEA and/or child protection case management desired; strong coordination experience within the UN and IASC systems and with governments, NGOs and affected populations; experience in developing and delivering PSEA trainings; experience in undertaking PSEA risk assessments in coordination with relevant stakeholders; demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes.ย
