The Organizational Setting

The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPS).

The incumbent reports directly to the Deputy Regional Director with whom S/He consults on complex implementation support issues. S/He also coordinates with the Capacity, Development, and Implementation Bureau-(CDI) on implementation support matters, and with the Air Transport Bureau on matters related to economic analysis and policy. The Regional Officer, AT/IS has responsibility for distributing work related to air transport and technical assistance to the support staff in the Regional Office for action.ย 

Major duties and Responsibilitiesย  Function1 (incl. Expected results)

Supports the work of the Organization on civil aviation forecasting, economic planning, statistics and sharing of information,ย achieving results such as:

Solicit from users comments and suggestions regarding forecasting documents for the information of the Air Transport Bureau. Inform Headquarters of significant forecasting activities in the region, sending to Headquarters relevant forecasting reports, studies or reference thereto. Assist the Air Transport Bureau in organizing, preparing and conducting meetings of Africa-Indian Ocean Traffic Forecasting Group and statistics and forecasting workshops. Communicate to Headquarters States training needs in the field of aviation forecasting techniques. Approach States within the region, as needed to follow up on replies to State Letters relating to air transport issues. Encourage Statesโ€™ compliance with the ICAO Statistics Programme, if necessary, advising them on the method of reporting the statistics on the ICAO Air Transport Reporting Forms. Function 2 (incl. Expected results)

Supports the work of the Organization in the areas of economic regulation of international air transport and of airport and air navigation services economics and infrastructure management,ย achieving results such as:

Disseminate and promote ICAOโ€™s policies and guidance material on economic regulation of international air transport and provide appropriate assistance to States in the implementation of these policies.ย  Promote and monitor the implementation of ICAOโ€™s core principles on consumer protection. Monitor and report significant developments in the region with respect to Statesโ€™ air transport policy, air service agreement/arrangements and the impact of ICAOโ€™s long-term vision for international air transport liberalization. Monitor Statesโ€™ policies on taxation affecting air transport and where appropriate, encourage States to follow ICAOโ€™s policies on taxation in the field of international air transport (Doc 8632), to ensure that their policies are in line with ICAOโ€™s policies. Assist regional civil aviation organizations or economic communities in their efforts to draft and implement regulations related to air transport issues in line with relevant ICAO guidance. Monitor Statesโ€™ user charge practices and act when required to ensure they are in conformity with Article 15 of the Chicago Convention and ICAOโ€™s Policies on Charges for Airports and Air Navigation Services, (DOC 9082). Assist the Air Transport Bureau in the regular updating of Doc 7100 on Statesโ€™ tariffs for airports and air navigation services and their charging policies and of Doc 9511, the Database of the Worldโ€™s Air Service Agreements, which require inputs from States. Assist in the organization, preparation and conduct of workshops on airport and air navigation services economics and management including funding and management of infrastructure, and the collection of materials required for ad hoc studies. Assist ICAO Headquarters, as applicable in the organization, preparation and conduct of air transport events such as symposia, regional development fora, including contributing to the preparation of technical content, identification of speakers, and coordination with Host States of organizational arrangements. Collect and communicate to Headquarters developments in aviation infrastructure, including construction of new airports or terminal facilities in the region and; Collect and communicate to the Air Transport Bureau data related to the development of air transport, including any changes in the status of the regionโ€™s air carriers. Function 3 (incl. Expected results)

Provides support to activities geared towards raising awareness of ICAOโ€™s air transport policies and guidance, develops State/Regional Action Plans and assists States in implementing them,ย achieving results such as:

Disseminate and promote ICAOโ€™s policies and guidance material on economic regulation of international air transport. Monitor and provide support on air transport policy and economic liberalization to States in the region in coordination with partners such as AFCAC and AUC in conjunction with a joint prioritized action plan (JPAP) towards the implementation of the Single African Air Transport Market (SAATM). Follow up on the development of air transport growth/development in the region and send to Headquarters relevant information/reports and studies or references thereto. Provide support to regional civil aviation organizations or Regional Economic Communities (RECs) in their efforts to draft and implement regulations related to air transport issues in line with relevant ICAO guidelines. Coordinate and support the collection of data/information for developments of aviation infrastructure, including the analysis of infrastructure financing/requirement in the region. Follow-up work to the implementation of the Declaration and Framework for a Plan of Action for Development of Aviation Infrastructure in Africa and subsequent related ICAO assembly resolutions. Function 4 (incl. Expected results)

Enhances the activities in the States to which the office is accredited in the field of Implementation Support and Resources mobilization, achieving results such as:

Lead efforts to mobilize financial and in-kind resources in support of ICAO's implementation support initiatives, proactively identifying funding opportunities and engaging with donors, partners, and financial institutions to secure sustainable support for projects Establish and retain regular contacts with the relevant authorities of States and regional civil aviation bodies, with a view to strengthening and raising the profile of ICAO implementation support activities, achieving high visibility of ICAO activities, and promoting CDIโ€™s services. Discuss and advise States on the formulation of requests for implementation support as well as related documents including with a strong focus on resource mobilization and partnerships development. Assess assistance needs and identify/validate new project opportunities for implementation support. Provide comments on project proposals developed by CDI as required. Co-ordinate work of ICAO and that of other organizations to ensure harmony and attend meetings of such organizations as required. Function 5 (incl. Expected results)

Leads and applies a results-oriented project management approach in collaboration with the Regional Officeโ€™s technical team for implementation support; monitoring and evaluation of regional and State projects, achieving results such as:

Coordinate and manage regional projects and monitor individual Statesโ€™ projects as requested by and in coordination with CDI. Collaborate with the relevant Regional Officers for activities relating to the implementation of the Regional Plans, (Regional Air Navigation Plan, Regional Aviation Safety Plan, AFI Plans, USOAP-CMA and USAP-CMA Corrective Action Plans โ€ฆ) , and special projects that may be established from time to time. Evaluate Projectsโ€™ outcomes and expertsโ€™ performance against expected results, recommend remedial and follow-up actions where needed, as requested by and in coordination with CDI,. Prepare mission briefs on implementation support for Regional Office missions. Participate in the Regional Office and ICAO meetings as required. Prepare and/or provide inputs to CDI for the Annual Council Report and other reports as required. Function 6 (incl. Expected results)

Develops, in coordination with CDI, Regional technical implementation support initiatives as well as other projects as agreed to between the Regional Director and Director, CDI, achieving results such as:

Apply project management tools and methodologies to plan, implement, monitor, evaluate and revise projects, in coordination with CDI, and subsequent revisions thereof. Prepare ICAOโ€™s contribution and participate in all project review meetings. Support the selection of project experts, following the Regional Office Manual and the procedure established by CDI, in coordination with the relevant Regional Officers, applications received from CDI, and make appropriate recommendations. Plan the briefing and debriefing of experts prior and upon completion of their assignments in the field; Provide CDI with the support requested in the organization of training, award of fellowships and procurement of equipment and subcontracts related to regional projects. Identify potential subject matter experts to be invited to participate in the ICAO Expertโ€™s Roster. Function 7 (incl. Expected results)

Performs other related duties, as assigned. Qualifications and Experience Education

An advanced-level university (Masterโ€™s degree or academic equivalent) in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or related field, is required. A first level university degree in combination with two (2) additional years of qualifying experience in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field, may be accepted in lieu of the advanced university degree.

Experience inย  ย projects and programmes management in a civil aviation authority, national government, or international organization. Experience working with high-level government and diplomatic officials in a government regulatory authority, including regional arrangements among national governments. Relevant experience working with global and regional organizations and donor/financial institutions for resource mobilization and for the provision of technical assistance.ย

It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
