ABOUT THE JOB
Under the technical supervision of the Protection Team Leader (TL) with input from Protection Manager, the protection officer will be responsible for conducting ethical and safe interviews with different community members and ensuring different age, gender and diversity profiles are represented each month. The protection officer will be responsible for assisting identified individuals at risk with referrals (both internal and external) in consultation with the referral focal point. Finally, the protection officer will be proactive in informing the TL and protection manager and with any concerning new and emerging trends of violations that may be occurring in communities and that he/she might be observing. Besides, He/she will be responsible for regularly sharing and updating protection case management information with the Protection TL/manager in the form of regular briefings.
He/ She will be responsible for managing the day-to-day activities as caseworker himself/herself including weekly schedules, taking caseloads and ensuring overall adherence to DRC SOPs. He/ She will be working in cooperation with DRCโs protection with following sectoral integration among the economic recovery, HDP & emergency teams, in collaboration with local authorities and communities.
He/ She will also be responsible for directly managing assigned number of routines and some more complex cases supporting the TL and manager in any donor or MEAL reporting requirements.
Responsibilities:
The QR TL (Survey/EOD and RE) must have a strong background in the survey and will ideally have been involved in conducting a polygon survey/a Non-Technical Survey. The survey/EOD team leader conducts emergency EOD tasks and destruction of spot mine/ERW in the targeted area. The survey/EOD team leader should lead or deliver the Mine/ERW risk education sessions to the community and an area where people are at high risk according to the plan. Before any Survey team/ section deploys, the survey/EOD team leader must ensure to have the information specific to the district is provided by the AO and HDP operation department. Direct supervision of survey and EOD team in an operational site Obtain all appropriate surveys from official government bodies (Government /Police/Military) in the area of operations. Conduct QA/QC checks of the Sur/EOD and RE team staff performance/product daily as described in QA/QC SOP. Be aware of the security alerts and evacuation routes in case of security collapse in the area of operations. Establish an evacuation plan. Be responsible for explosives storekeeping, inventory transportation and safety of survey/EOD teams. Shall be responsible for overall communications within team staff at the operational site and during traveling via HF, VHF, or secondary communication (satellite phone/mobile phone) in accordance with DRC HDP communication SOP. Shall be responsible to provide an on-time report to the relevant radio room/operator in the bellow matters/timing: When the team departs from the camp/office in the morning When the team arrived at the operation site When the team starts the operation When the team has EO demolitions (start and end of demolition) When the team end of operation at the site When the team leaves the operation site When the team arrives at the camp/office When the team has a medical evacuation exercise/drill in the task site, (before, during, and end) When the team has accident/incident These all-mentioned reporting shall register in the team communication logbook and keep it in the ambulance, the TL can task a member of the team to do this reporting and registration process. Control quality and quantity of survey/EOD and RE work in the field and make sure that all the activities are according to the plan and SOP. Provide daily safety briefs to the team members prior to the starting of daily operational activities. Prepare, maintain and control necessary stores/equipment for the team and have an equipment list on site. Report faulty/damaged clearance equipment to the OO/HMA TL Oversee activities of EORE facilitators to ensure the RE sessions are going as per guidelines and the assigned work plan Collect data from the EORE facilitators about EO information and EO accidents, review the reports and submit them to the DMAC RO through RE Officer/operation officer. Follow up with the EORE facilitators to ensure the EORE training material is in good condition and that enough EORE material is available for distribution during the sessions. Establish and maintain a strong liaison with local authorities and the community during the operation and specifically inform all relevant community and authorities before each controlled demolition at the site. Maintain good discipline within the team during the operation and when they stay in the field camp. Control the working condition of equipment of survey, EOD, and RE materials for any damages and see to replacements if necessary. Undertake any other tasks as ordered by the Operation Officer/HDP Team leader in the area.
