DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanonโs focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

The Protection Team Leader (GBV/Legal) under the direct line management of the Area Programme Manager, manages, supervises and coordinates DRCโs GBV and legal activities in T5 and Akkar. The role oversees DRC GBV and legal response and prevention activities. This includes a) case management and psychosocial support services for survivors of gender-based violence, ensuring quality, survivor-centered interventions in line with national and global standards; b) Legal awareness, counselling, assistance and representation services.
Your main duties and responsibilities will be:
Supervise GBV caseworkers, providing technical guidance, age/gender-appropriate and survivor-centered support, in coordination with the Protection Specialist (GBV/CP). Conduct case conferences with the CP /Legal team when relevant. Hold cash panel meetings with GBV caseworkers and validate cases for individual protection cash assistance. Hold inter-agency case management meetings for high-risk cases when needed. Monitor and ensure accurate updating of GBVIMS+ and referrals databases; analyze trends. Oversee RIMS utilization and follow up on referrals. Conduct monthly review of open cases using case management supervision tools and provision of coaching sessions as deemed necessary Hold regular individual and group supervision meetings with caseworkers and develop plans to improve capacity gaps. Develop and implement capacity-building plans for staff and partners and provide incremental training to strengthen case management and PSS skills, in coordination with the National Protection unit and Protection Specialist (GBV/CP). Maintain updated service mapping and ensure staff awareness of available services. Contribute to the maintenance of an up-to-date service mapping of service providers operating in the area and ensure that caseworkers are informed about the available services Stay informed of SOPs and best practices at field, national, and global levels.; Ensure staff and partners apply GBV Minimum Standards and National SOPs. Act as focal point for inter-agency GBV case management hubs and referrals. Identify technical gaps in the program and identify/implement solutions to address these gaps in coordination with the National Protection unit and Area Programme Manager; Act as focal point for DRC partners at area level, supporting coaching and training plans in coordination with the Protection Specialist (GBV/CP). Hold monthly debrief meetings with the legal team to identify and report trends. Ensure legal staff follow SOPs and coordinate effectively with stakeholders. Hold a monthly meeting with the legal team to review progress, cases, and targets. Conduct daily follow-up with the legal team to monitor their plan and ongoing activities Prepare and follow up on project BFUs, ensuring proper spending and tracking. Approve court representation processes in coordination with the Legal Specialist.Staff management
Maintain updated JDs, recruit and orient new staff. Supervise GBV and legal staff to ensure quality implementation. Submit weekly and monthly work plans. Build the capacity of officers and assistants. Improve their range of capabilities related to the GBV and legal program and its activities; Maintain positive work relationship within the team, and promote team-building efforts; Monitor staff working hours, complete performance review with staff, and ensure respect of DRC Code of Conduct; Coordinate with the Area Programme Manager and Safety Team to ensure the safety of staff and beneficiaries. Provide recommendations to the GBV sector and program design based on evolving needs and field experience.Grant Implementation and Reporting
Ensure the implementation of GBV activities in line with donor requirements. Follow up on activities, assess progress, and propose solutions. Produce monthly reports and support the Area Programme Manager in the submission of timely, accurate and well-written donor reports and other reporting requirements of protection programming (including Donorsโ reports and Activity info); Support the MEAL team with monitoring tools and reporting. With the support of Area Programme Manager and Protection Specialist, contribute field inputs to protection proposals. Remain updated on GBV and legal trends in Lebanon and the region, and report implications.Sector Coordination and representation
Actively participate in and co-chair GBV and Legal working groups and task forces as relevant. Collaborate with DRC sectors (Economic Recovery, MEAL, etc.) to mainstream GBV. Represent DRC GBV and legal sector for relevant donors at field level.Monitoring & Evaluation
Support the Area Programme Manager in overseeing and ensuring achievements of targets according to DRC and donorsโ requirements. Apply MEAL tools and address implementation challenges. Oversee and ensure analysis of results and guide GBV & Legal Team staff to use these results to enhance program effectiveness and quality.Accountability
Ensure that the GBV program is compliant with DRC accountability principles and Core Humanitarian Standards. Ensure that Prevention of Sexual exploitation, abuse and harassment (PSEAH) is respected by all staff and integrated into DRC GBV team communication with communities. Ensure that Age, Gender and Diversity principles are mainstreamed into all activities related to GBV and work closely with other DRC sectors (incl. Economic Recovery and MEAL) to ensure that Protection is adequately addressed and mainstreamed across sectors and humanitarian interventionsOther

To be successful in this role we expect you to have a Bachelor degree in Social work, Counseling, Psychology or other related field. Moreover, we also expect the following:
Required
At least 3 years of proven experience in implementation of protection programming; human rights and/or advocacy work, preferable related to GBV. Bachelorโs degree in Law, Social Work, Psychology, Gender Studies, or related field (Masterโs preferred) At least 2 years of previous managerial and supervision experience: managing a department or a sector with multiple subordinates. Proven experience working in displacement and emergency settings. Proven Experience in organizing and facilitating capacity-building initiatives, including trainings for colleagues and partners. Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences. Experience in implementing projects through local partners and providing direct technical support to local organizations. Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Computer literacy (MS Word and Excel)
