Result of ServiceWithin delegated authority, the Consultant will support the work of OHCHR to strengthen the protection of human rights defenders (HRDs) and journalists in Mozambique. • Inception note clearly outlines methodology, workplan, timeline, and approach for mapping, analysis and toolkit/publication development. • Analytical report is clear, rigorous, grounded in international human rights standards and informed by stakeholder consultations. • Findings and recommendations are coherent, practical and relevant to protection challenges in Mozambique. • Consultations with relevant stakeholders are conducted effectively and inform the analytical report. • Toolkit/publication is well-structured, accessible and provides practical guidance for HRDs and journalists. • All deliverables meet OHCHR quality standards, incorporate feedback, and are submitted within agreed timelines. Work LocationMaputo Expected duration15/01/26 - 31/03/26 Duties and ResponsibilitiesWithin delegated authority, the Consultant will support the work of OHCHR to strengthen the protection of human rights defenders (HRDs) and journalists in Mozambique. The consultancy aims to provide OHCHR and relevant stakeholders with a clear overview of protection mechanisms, referral pathways and gaps, along with actionable recommendations and a practical toolkit/publication for HRDs and journalists. The Consultant will be responsible for the following duties: - Map existing protection mechanisms for HRDs and journalists in Mozambique, including government, civil society and international initiatives. - Identify referral pathways, i.e., the practical routes and processes through which HRDs and journalists can access protection, support or services in response to threats, harassment or attacks. - Assess the accessibility, effectiveness and gaps in current protection mechanisms and referral pathways. - Prepare a final analytical report that presents the mapping and assessment results, including concrete, actionable recommendations to strengthen protection mechanisms, improve coordination among actors and address identified gaps. - Develop a brief practical toolkit/publication for HRDs and journalists, summarizing protection mechanisms and referral pathways. Qualifications/special skillsAdvanced degree in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree A minimum of five years of relevant work experience is required. - Knowledge of international human rights standards related to the protection of human rights defenders and journalists . Experience in mapping exercises, stakeholder consultations and policy recommendations . Experience in developing practical guidance, toolkits or publications . Knowledge of challenges related to the protection of human rights defenders and journalists in Moçambique. LanguagesFluency in English and Portuguese (both oral and written) is required.
