Standard Job DescriptionProtection Assistant Organizational Setting and Work Relationships The Protection Assistant normally reports to a more senior Protection colleague. The incumbent provides functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities. The Protection Assistant also supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern (PoC). S/he may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor. The Protection Assistant also facilitates the involvement of PoC in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. - Observe and respect protection related Standard Operating Procedures (SOPs). - Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners. - Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management. - Support assessments on durable solutions through voluntary repatriation, local integration and where appropriate, resettlement. - Facilitate liaison with competent authorities for the issuance of personal and other relevant documents. - Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics within the Area of Responsibility (AoR). - Select PoC for preliminary interviews and decide which relevant information to share. - Enforce integrity in the delivery of protection services by local implementing partners. - Perform other related duties as required. Desired Candidate Profile Excellent written and verbal communication skills are required for this position. Experience in liaising with reception authorities and border monitoring are considered as an asset. Strong organizational skills demonstrated flexibility and proactive approach, and ability to meet deadlines and work closely and harmoniously in a small team are added advantage. Obtainment of a driving license can be considered an asset.
Demonstrated awareness of the security challenges which may impact the normal project delivery is needed.
Knowledge of Greek and English languages at minimum C1 level is mandatory. Academic background and/or certification in Political Science or International/European studies would be favourably considered.

Nature of Position:

Currently, some 91,000 asylum-seekers and refugees are hosted in Greece. So far in 2023, over 28,500 people have arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR’s key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

UNHCR in Field Unit (FU) Evros has presence in two locations; the city of Orestiada, where the administrative office is based and the Reception and Identification Centre (RIC) in Fylakio, approximately 25kms away from Orestiada, where the Protection team has daily presence.

The Protection Assistant reports to the Senior Protection Associate of FU Evros. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and the strategic priorities of the Operation. In collaboration with the rest of the Protection team, s/he works towards strengthening protection and assistance delivery to people forced to flee and creating a better protection environment to ensure that people can effectively access rights and services available, identifies opportunities to mainstream protection methodologies and safeguards in operational responses. UNHCR has multiple interventions in protection, solutions, monitoring and advocacy in the Evros region, thus the incumbent should be ready to undertake tasks in a number of areas, such as community-based protection, communication with communities, gender-based violence, child protection, education, local integration, among others. S/he contributes to capacity building efforts for local authorities engaged in the management of new arrivals and of registered asylum seekers or persons found in detention. S/he will participate in protection and field activities for effective monitoring of the protection environment in the area of responsibility of FU Evros, in particular as concerns safe access to the territory, access to asylum, first-line reception procedures/conditions.

Living and Working Conditions:

Evros is one of the six prefectural units of Eastern Macedonia and Thrace. Evros is a family duty station, classified as H by ICSC. Orestiada is the second largest city of the Evros regional unit. It is the northernmost urban centre. It is a walkable city and has road connection with Alexandroupoli, the capital of Evros region, where the nearest airport is based. Public transportation and medical facilities are well-developed and easily accessible. Educational institutions at all levels are available. The climate can be described as continental, with colder longer-lasting winters and high temperatures during summers.

In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
