Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Introduction

The Sectoral Policies Department (SECTOR) is responsible for providing support to ILO constituents in addressing employment and labour opportunities and issues in specific economic and social sectors at the global, regional and national levels. The sectoral approach to decent work cuts across the entire Decent Work Agenda.

The work of the Department includes:
consensus building on sector-specific policies and practices through social dialogue, including through tripartite sectoral meetings at the global, regional and national level; the promotion of ratification and effective implementation of international labour standards, with special attention to sectoral labour standards; the development and dissemination of knowledge and information relating to sector and/or industry-specific economic and employment trends; policy-oriented research on decent work issues in specific sectors; the implementation of development cooperation projects as well as the delivery of policy advice and capacity building programmes for tripartite constituents; and the promotion of policy coherence on key sectoral issues through strategic partnerships with other United Nations agencies, with multilateral organizations and with other stakeholders.

Within SECTOR, the Transport and Maritime Sectors Unit (MARITRANS) addresses emerging trends and challenges linked to supply chains, logistics and mobility, and all aspects of work in the maritime context, including shipping, fishing, inland waterways, ports, civil aviation, railways, and road transport. The Unit supports ILO constituents โ€“ governments, employersโ€™ and workersโ€™ organizations, โ€“ to advance decent work in the maritime and transport sectors, and forges international partners such as FAO, IMO, OECD, and UN OCEANS. It leads ILO participation in multi-stakeholder initiatives including the Maritime Just Transition Task Force and the ILO/IMO Joint Tripartite Working Group on Seafarersโ€™ Issues and the Human Element.

In 2025, SECTOR launched the Partnership for Decent Work in Fisheries, a global development cooperation project implemented under a pooled funding arrangement with the Governments of France and the United Kingdom. The initiative promotes the ratification and effective implementation of the ILO Work in Fishing Convention, 2007 (No. 188), aiming to improve working and living conditions in one of the worldโ€™s most hazardous and informal sectors. The project responds to growing international momentum to integrate labour standards into ocean governance and sustainable blue economy frameworks. It builds on the experience of the Maritime Labour Convention, 2006, and seeks to raise awareness, strengthen institutional capacities, and mobilize political commitment to ensure decent work for fishers, including migrant and vulnerable workers. Activities include a global communication campaign, regional forums, knowledge-sharing and capacity-building initiatives, and strengthened partnerships with governments, social partners, and other international organizations.

The incumbent will work under the direct supervision of the Head of the MARITRANS Unit and will contribute to the implementation of this project, supporting coordination and technical activities under the Partnership for Decent Work in Fisheries project.

Description of Duties

1. Contribute towards the implementation of objectives for the Partnership for Decent Work in Fisheries project, in conformity with ILO policies, procedures and programming guidelines, including drafting periodic progress and final reports, in compliance with ILO standards and donors' requirements.

2. Assist in the planning, implementation, monitoring and evaluation of project activities, including awareness-raising events, technical workshops, capacity building and knowledge-sharing activities.

3. Support the delivery of project activities, including drafting of technical briefs, concept notes, Terms of Reference, presentations, communication materials, and reports highlighting policy implications and good practices in promoting decent work in fisheries.

4. Assist in technical backstopping for the project and provide administrative support, as required.

5. Participate in training seminars and workshops. Contribute to the adaptation, testing and dissemination of ILO tools, guidelines, and training materials that promote the ratification and implementation of Convention No. 188.

6. Provide inputs for budget preparation and other related matters, including preparing relevant documentation for responsible ILO entities.

7. Assist in monitoring project delivery to ensure that outputs are achieved within the approved budget and timeframe. Document and disseminate results, outcomes, and lessons learned to support institutional learning and visibility.

8. Support resource mobilisation efforts for the Partnership on Decent Work in Fisheries project, including identifying and engaging potential new funding partners, and contributing to the preparation of targeted outreach materials, joint proposals and progress updates, in collaboration with the ILO Department for Partnerships and Development Cooperation (PARTNERSHIPS).

9. Contribute to fostering collaboration with relevant ILO HQ units and field offices to obtain technical inputs and share best practices and lessons learned.

10. Liaise on operational matters related to the project with the project partners and other concerned stakeholders from governments and employersโ€™ and workersโ€™ organizations.

11. Undertake missions relating to project implementation.

12. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

13. Perform other relevant duties or responsibilities as may be assigned by the Unit Head or Department Director.

Required qualifications

Education

First-level university degree (Bachelorโ€™s or equivalent) in economics, industrial relations, social science, law or other relevant and related field.

Experience

Three years of relevant professional experience, including at least one year in connection with maritime related labour standards.

Languages

Three years of relevant professional experience, including at least one year in connection with maritime related labour standards.

Competencies

Minimum: Ability to carry out assignments in accordance with instructions and guidelines; ability to conceptualize, plan, coordinate and conduct straightforward research work; ability to draft papers, reports; good computer skills; ability to effectively participate in multi-disciplinary teams; and ability to work with strict deadlines. Knowledge and understanding of theories, concepts and approaches relevant to the area of decent work in the maritime sectors would be an advantage. Familiarity with international labour standards, particularly the Work in Fishing Convention, 2007 (No. 188), and the Maritime Labour Convention, 2006, would be a strong advantage. Sound knowledge of project cycle management, including planning, implementation, monitoring, and reporting. Familiarity with ILO policies and procedures is an advantage. Knowledge of IT applications for information collection, management and dissemination. Ability to use analytical tools and qualitative and quantitative research methods. Ability to identify sources and develop methods for data collection. Research and analytical skills. Strong communication and presentation skills, with the ability to tailor messages to diverse audiences, including technical experts, social partners, and donors. Strong drafting skills. Ability to adapt quickly to new IT software and systems. Ability to maintain effective and collaborative working relationships. Ability to prepare and deliver internal presentations and messages, using a range of techniques and technologies. Conditions of employment

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
