Due to the security crisis, the Far North Region has experienced since 2014 an unprecedented movement of populations from areas of active crisis to pockets of \"stability\", creating considerable pressure on resources and increasing the precariousness of host communities. Boko Haram attacks and the massive influx of Nigerian refugees into the border towns of the Far North region have contributed to the deterioration of the humanitarian situation in this region. Boko Haram's abductions in the border areas are mostly of women and girls, creating enormous trauma in families and communities. In addition, repeated cycles of drought and flooding increase food insecurity, malnutrition and recurrent epidemics in parts of the country. It should be noted that in times of humanitarian crisis, women and girls are the most vulnerable; they suffer several kinds of violence and discrimination. Sexual violence is more recurrent and affects both the physical and moral integrity of the survivors. The UNFPA Strategic Plan for 2026-2029 articulates the organizationโs response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies. In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction. UNFPA Cameroon will implement the project \"Accelerating Social Stabilization and Community Resilience in Cameroon through Integrated GBV/SRH Services, Empowerment of Women and Youths, and Transformative Engagement of Community Leaders\". This 12-month project, funded by Japan, aims to improve the health, safety, and well-being of women and girls affected by crises, fostering social stabilization and community resilience in the North-West, South-West, Far North, and Centre regions of Cameroon. The project addresses persistent humanitarian-development-peace (HDP) nexus challenges by transforming social norms, strengthening local governance, and empowering women and youth as agents of change. Task DescriptionWithin the delegated authority and under the supervision of the Humanitarian Coordinator or his/her designated mandated representative(s), the UN Volunteer Project Support and Monitoring Analyst will primarily support the design, implementation, and management of the Monitoring, Evaluation, and Learning (MEL) system for the Japan-funded project in Cameroon. S/he will be responsible for ensuring that project activities and outcomes are effectively monitored, measured, and reported in line with UNFPA standards, donor requirements, and global best practices. The Officer will provide technical expertise in data collection, analysis, performance tracking, reporting, and knowledge management, while working closely with field teams, local authorities, and partners to ensure evidence-based programming and accountability. This role will also serve as a crucial liaison, particularly with the Japanese Embassy, ensuring robust communication and visibility for Japan's contribution to the project. A. Development and Implementation of M&E Framework (approx. 30%) โ Develop and implement a comprehensive MEL framework for the project, aligning with UNFPA and Japan's donor requirements. โ Define Key Performance Indicators (KPIs), targets, and benchmarks for project outputs, outcomes, and impacts, ensuring alignment with the project's objectives for GBV, SRH, and empowerment. โ Develop project-specific data collection tools, dashboards, and methodologies for routine monitoring and evaluation activities. โ Ensure that M&E tools and methodologies are gender-sensitive, conflict-sensitive, and aligned with the HDP nexus approach, given the project's strategic positioning in crisis-affected areas. B. Data Collection, Analysis, and Reporting (approx. 30%) โ Oversee the collection, cleaning, validation, and management of project data, ensuring its accuracy, completeness, and reliability. โ Conduct data quality assessments (DQAs) and routine data verification at field levels in the North-West, South-West, Far North, and Centre regions. โ Collaborate with project teams and implementing partners to contribute to the baseline survey and final project evaluation of indicators. โ Contribute to the drafting of interim and final project reports, ensuring compliance with UNFPA and Japan's donor reporting standards. โ Ensure that donor reporting includes quantitative and qualitative analyses, case studies, and impact narratives, highlighting achievements in social stabilization, GBV/SRH services, and women/youth empowerment. C. Field Monitoring, Capacity Building, and Learning (approx. 20%) โ Conduct frequent field visits to project sites across the North-West, South-West, Far North, and Centre regions to monitor project implementation, assess progress, and engage with beneficiaries and stakeholders. โ Organize or support M&E training and capacity-building sessions for UNFPA staff, implementing partners, and healthcare providers involved in GBV and SRH services. โ Facilitate learning and knowledge-sharing to improve program design and inform future interventions, drawing on innovative practices and lessons learned. โ Establish community feedback mechanisms to integrate beneficiary voices into project implementation, particularly from women, girls, and youth. D. Donor Liaison, Visibility, and Compliance (approx. 20%) โ Ensure that project M&E activities are aligned with national health monitoring frameworks and UNFPA global standards, particularly regarding GBV and SRH. โ Collaborate with other partners on joint monitoring, evaluation, and learning exercises. โ Facilitate and actively participate in joint field visits between UNFPA and representatives of the Embassy of Japan in Yaoundรฉ, serving as a key point of contact for donor relations. โ Contribute to the implementation of the communication strategy, ensuring high visibility for the project and prominently acknowledging Japan's contribution through co-branding on materials, participation in project events, and documentation. โ Ensure compliance with UNFPAโs Results-Based Management (RBM) guidelines, data protection policies, and ethical standards in M&E. โ Contribute to UNFPA Cameroonโs knowledge management by documenting best practices, lessons learned, and success stories, especially those demonstrating the impact of Japanโs support. Results/expected outputs As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: o Provide efficient, timely, responsive, client-friendly, and high-quality support to UNFPA and its beneficiaries. o Develop and implement a comprehensive Monitoring, Evaluation, and Learning (MEL) framework aligned with UNFPA and donor requirements. o Contribute to drafting interim and final project reports that comply with UNFPA and Japan's donor reporting standards. o Ensure the Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all project activities. o Serve as a key point of contact for donor relations, particularly with the Embassy of Japan, ensuring high visibility for the project. o Produce a final statement detailing achievements towards volunteerism for peace and development during the assignment.

Living conditions and remarksThe assignment is exclusively for Japanese citizens. Yaoundรฉ, the capital of Cameroon, is a bustling city with a pleasant climate. The primary language is French even though English is widely spoken. Suitable accommodation is readily available in secure expatriate neighbourhoods such as Bastos and Golf. Transportation relies mainly on taxis, though a private vehicle is often preferred for convenience and safety. The city has several private clinics for routine healthcare; however, comprehensive international health insurance with medical evacuation is essential. Standard security precautions against petty crime are necessary, and adherence to UN security guidelines is paramount. Socially, Yaoundรฉ offers a dynamic environment with numerous restaurants, sports clubs, and cultural sites. The active expatriate community provides a strong support network and ample opportunities for recreation.
