The FAO Project Office in Ukraine (FAOUA) is responsible for leading FAO's response to the national priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities related to the impact of the war, as well as medium- and long-term effects for Ukraine under the overall guidance of the Regional Office for Europe and Central Asia (REU) and in close collaboration with respective units in headquarters.
The FAO Project Office in Ukraine (FAOUA) was created in 2014 with the increasing portfolio in Ukraine and formally established in November 2022 as an agreement between FAO and the Government of Ukraine. FAO's work in emergencies focuses on reducing people's vulnerability to hazards before, during and after disasters through risk assessment, risk reduction, preparedness, coordination, emergency response and rehabilitation. The incumbent will be responsible for the development and day-to-day management of FAO's programming in areas related with rehabilitation of agriculture lands contaminated by Unexploded Ordnances (UXO) and Explosive Remnants of War (ERW) in Ukraine. FAO Ukraine is among the larger FAO Offices in the region with around 100 national and international staff across five offices in Ukraine with locations in Kyiv, Lviv, Dnipro, Kharkiv and Odesa.ย
The position is located in the FAO Project Office in Kyiv, Ukraine.
Reporting Lines
The Project Officer (Rehabilitation of Agricultural Land contaminated with UXO/ERW) reports to the Head of Programme in FAO Ukraine and works closely with Operations, Emergency and Procurement Units, and in close collaboration with Lead Technical Officers, Regional Office for Europe and Central Asia (REU), Office of Emergency and Resilience (OER) and FAO headquarters.

Key Functions
โข ย ย Researches and analyses technical-related issues on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports.
โข ย ย Produces a variety of technical information, data, statistics and documents as well as technical input for reports and web pages.
โข ย ย Provides technical support/analysis to various assessments, studies and projects and provides technical backstopping to field projects.
โข ย ย Collaborates in the development of improved/updated tools, systems, processes and databases.
โข ย ย Oversees the updating of databases and web pages.
โข ย ย Participates in multidisciplinary teams and/or leads working groups/teams collaborates with other Divisions/Offices/Centres and agencies on work groups and committees and promotes best practices.
โข ย ย Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member Nations such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools.
โข ย ย Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
โข ย ย Performs other duties as required.
Specific Functions
โข ย ย Provides technical advice on the development, implementation and evaluation of assigned projects, particularly to support rehabilitation of agriculture land contaminated with UXO/ERW in Ukraine.
โข ย ย Reviews of relevant documents and reports; identifies priorities, consults with relevant parties; identifies follow-up actions.ย
โข ย ย Supports project-related activities and reviews the assessments of issues and trends for the implementation of projects and the preparation of impact evaluation or equivalent studies.ย
โข ย ย Prepares and supervises the drafting of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications.ย
โข ย ย Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities.ย
โข ย ย Leads field missions, including provision of guidance to external consultants, government officials and other parties.ย
โข ย ย Contributes to the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.ย
โข ย ย Prepares detailed work plans, procurement plans and implementation plans for the assigned project(s).ย
โข ย ย Facilitates the establishment of project monitoring tools and supports evidence-based programming.
โข ย ย Oversees the project implementation and supports FAO to set in place project management-related activities; supports selection of technical project staff and identification of relevant stakeholders and implementing partners.ย
โข ย ย Provides technical guidance to the FAO global Task Force on agriculture in mine action.
โข ย ย Represents FAO in the UN Ukraine Inter-Agency Coordination Group on Mine Action, and in other relevant coordination forums.

Minimum Requirements
โข ย ย Advanced university degree in business administration or public administration, social science, political science, international development, international relations or a related field.ย
โข ย ย Five years of relevant experience in project or programme management, administration or related area.
โข ย ย Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
