Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given with possibility of extension. Introduction

The ILO Country Office for Ukraine is implementing its Transitional Cooperation Strategy for Ukraine focusing on three pillars: i) Investing in People, ii) Creating quality employment and sustainable enterprises and iii) Improving labour market governance and social dialogue.

Within the third pillar of its Strategy, the Office implements several projects, including those focusing on compliance with fundamental principles and rights at work throughout the reform process in Ukraine as well as those focusing on the promotion of inclusive and sustainable reconstruction in Ukraine through social dialogue. These projects helped the Government and the social partners in Ukraine to take important steps to reform labour law and strengthen its labour market institutions, with stronger reference to the international labour standards.

This new project on โ€œPromoting Inclusive Labour Market Governance Reform in Support of Ukraineโ€™s Reconstruction and EU Accessionโ€ scales up and consolidates these results by a) enabling the tripartite constituents to make informed decisions concerning labour law and other labour market reforms in line with international labour standards and relevant EU Aquis through inclusive reform processes, and 2) improving their capacity to subsequently applying the newly adopted laws and policies. The initiative is funded by the European Union.

The Project Manager will be responsible for the overall management and implementation of the project.

Reporting lines:

The Project Manager reports to the Director of the ILO Office for Ukraine. The Project Manager will oversee the work of the project staff and that of the international and local consultants/experts hired during the course of the project.

Description of Duties

1. Ensure effective coordination and planning, implementation, reporting, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and administrative and financial procedures. Responsible for the effective management of funds/budgets allocated to the project in line with ILOโ€™s rules and regulations and the donor requirements. Prepare periodic and ad hoc reports on the status of programme planning and implementation.

2. Manage the human resources of the project efficiently, including performance management and ensure effective coordination and collaboration between the various project components, as well as other projects in the same area with a view to creating synergies between the projects and avoiding duplication.

3. In close collaboration with the Country Office Director and relevant HQ and DWT/CO-Budapest specialists, provide technical advice and support to the tripartite constituents and other key partners as part of the ongoing labour law reform. Strengthen relationships and ensure coordination with employers' and workers' organizations, relevant non-governmental organizations, target groups and donors, in the planning and implementation of project activities.

4. Develop and/or coordinate the development of key policies, initiatives, strategies and a range of original and evidence-based technical and policy knowledge products and tools responding to constituentsโ€™ needs and priorities and advancing the Decent Work Agenda. Promote and facilitate their dissemination and provide technical support to constituents and other stakeholders on effectively using such tools.

5. Promote ILO policies in the related technical areas of the project including fundamental rights at work and the relevant International Labour Standards (ILS). This includes identifying priorities for Ukraine in the areas of the project, including on ILS, related EU Acquis, employment and social dialogue, labour market institutions and judiciary, develop strategies, as well as deliver and coordinate high-quality technical support at national level to advance the Decent Work Agenda and social justice, taking into account the integration of cross-cutting policy drivers, including international labour standards, social dialogue, gender equality and non-discrimination, and a just transition towards environmentally sustainable economies and societies. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

6. Review and facilitate the strengthening and effective implementation of inclusive institutional, legal and policy frameworks. Provide policy and technical advice in the area of labour law, social dialogue, gender equality and crisis to ILO constituents to promote the formulation of inclusive and gender-responsive policies and programmes, and their impactful implementation and monitoring to ensure equitable outcomes. Support ILO constituents in identifying their needs and provide adequate technical support, including through comparative policy analyses. Facilitate the effective participation and advocacy role of employersโ€™ and workersโ€™ organizations in policy design, implementation and evaluation of decent work programmes and projects.

7. Initiate, design, conduct/commission and/or coordinate innovative and gender-mainstreamed research and analysis that meets the evolving needs of constituents and other key stakeholders in the world of work area and leads to the formulation of policy advice / recommendations / policy and technical guidelines in the areas of the project.

8. Strengthen the capacity of ILO constituents to design and implement policies and measures in the areas of the project. Oversee the design of tools and learning materials, pilot new guidelines, lead and/or coordinate workshops, meetings and other events, using innovative methods, digital platforms and communication tools. Develop and implement global and/or regional capacity development programmes, knowledge sharing and training events including in collaboration with the International Training Centre in Turin (ITC-ILO) and/or with other relevant partners as applicable.

9. Provide technical inputs to oversee the drafting of/draft, peer review and edit reports, publications and other office documents, including for the Governing Body, International Labour Conference and regional, sectoral and expert meetings. This includes technical inputs to the design and implementation of Decent Work Country Programme (DWCP), as well as UN and other development cooperation frameworks. Participate in multidisciplinary initiatives and activities to ensure an integrated approach for delivering the Decent Work Agenda.

10. Organize, facilitate, and contribute technically to seminars, conferences, and other events. Represent and engage the ILO as a key player in meetings, conferences and forums at the subregional / national / subnational levels concerned with strategies, policies or programmes in the fields of the project.

11. Identify opportunities for technical and strategic partnerships in the labour market reforms and related areas and develop new/reinforce existing partnerships and collaborative relationships with ILO constituents, UN agencies, funds and programmes, other international organizations, regional and national actors, private institutions, multilateral development banks, international financial institutions, research institutions, academia, civil society with a view to advancing ILOโ€™s strategic objectives and ensuring policy coherence, joint programme design and implementation, resource mobilization and influence policy and financing decisions in support of decent work objectives.

12. Undertake other duties as assigned by the Director of the ILO Office for Ukraine.

Required qualifications

Education

Advanced university degree in labour law or in a related area.

A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least seven years of relevant professional experience in supporting labour-related legal /institutional reforms, including at the international level, with proven experience in managing the EU-funded and ILO projects in the areas of ILO fundamental principles and rights at work. Excellent knowledge of labour law and employment reforms in Ukraine, and of social dialogue, with the ability to plan, coordinate and guide the development and implementation of new policies, techniques and procedures in response to evolving technical needs.

Languages

Excellent command of English language (written and spoken). Fluency in Ukrainian language is an advantage.

Competencies

In addition to the ILO core competencies, this position requires:

Ability to represent the Organization and present/promote the technical area of work and the ILO's position on it to partners with a view to gaining their support to advance the desired course of action. Proven negotiation skills with governments, social partners, as well as in mobilising support of international donor agencies to provide quality services. Proven capacity to initiate and implement development cooperation programmes and activities with ILO constituents and partners. Ability to advocate and provide policy advice. Excellent knowledge and understanding of theories, trends, and approaches in the technical areas of the project, with the ability to plan, coordinate and guide the development and implementation of new concepts policies, techniques and procedures in response to evolving technical needs as part of labour reforms in Ukraine. Ability to develop policy materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings. Ability to network and build and maintain effective and collaborative working relationships with key stakeholders and to create synergies within and outside the Organization. Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards. Ability to develop clear strategic goals consistent with the project objectives, and to design and synthesise strategies for program development. Ability to promote a knowledge sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level.

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
