Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The position is located in the Sustainable Enterprise, Productivity and Just Transition Department (ENTERPRISES), and more specifically in its Multinational Enterprises and Enterprise Engagement unit (MULTI). The Departmentโ€™s overall mission is the promotion of sustainable enterprises to achieve the ILO goal of social justice through decent work. MULTI contributes to this mission by supporting governments, social partners (employersโ€™ and workersโ€™ organizations) and enterprises, especially multinational enterprises, to make better use of the guidance provided by the Tripartite Declaration on Multinational Enterprises and Social Policy (MNE Declaration) and its operational tools to advance inclusive economic growth and sustainable, responsible business practices. The Unit provides policy advice in the areas of responsible business conduct, sustainable trade, investment and supply chains at the global, regional and country levels as well as technical support mainly through development cooperation projects.

    The main role of the position is to manage and coordinate the Human Rights Due Diligence in support of Decent Work (HRDD4DW) project. The overall objective of the HRDD4DW project, funded by the European Union, is that effective and inclusive human rights due diligence policies and processes support the realization of labour rights and the advancement of decent work. It will do so by (1) enhancing the availability and user-friendliness of information from various ILO sources to support ILO Member States and effective HRDD policies and processes, and (2) strengthening the capacity of ILO tripartite constituents on the labour dimension of HRDD for more effective and inclusive HRDD processes.

    Within the policy and procedural requirements established by the ILO and the Human Rights Due Diligence in support of Decent Work (HRDD4DW) project, the Project Manager will be responsible for the day-to-day management of the programme implementation and provide technical advisory services towards the development and execution of future programs to be developed in the Project/Programme sector. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget, and ensure compliance with the ILO and the Project/Programme's financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda.

    Reporting lines:

    - The Project Manager will liaise and work under direct supervision of the Head of the Multinational Enterprises Unit (MULTI) and will receive technical guidance, support and collaboration with other relevant technical specialists at HQ.

    - The Project Manager may also oversee the work of administrative and other support staff of the Project/Programme, national officers and any other international or local consultant and/or service provider hired during the course of the project.

    Description of Duties

    Project management:

    1. Ensure effective implementation of the project/program through: the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and the administrative and financial procedures in consultation with the responsible Field Office, if applicable.

    2. Responsible for the effective management of funds/budget allocated to the project.

    3. Manage the human resources of the project/program efficiently, including recruitment and performance management.

    Technical leadership and advice:

    4. Provide technical advice and secretariat support to relevant governments, ministries and other key partners, in close collaboration with the responsible Chief.

    Advocacy, networking and partnership:

    5. Strengthen relationships to cooperate and coordinate with governments, ministries, employers' and workers' organizations, non-governmental organizations, target groups and donors, in the planning and implementation of project /program activities.

    6. Liaise with other UN counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the ILO's interventions.

    7. Promote ILO policies in the related technical areas of the project/program, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

    Mobilization of resources:

    8. Undertake local resource mobilization activities with the multi-lateral and bilateral donor community for the development of future activities linked to the project/programme in coordination with PARTNERSHIPS.

    Knowledge management:

    9. Write and disseminate information on project/program materials in close collaboration with other relevant technical specialists at the HQ.

    10. Ensure the development of information databases covering project/program activities; prepare periodic and ad hoc reports on the implementation status and coordinate with concerned ILO departments and programs.

    11. Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.

    12. Prepare reports and presentations for the projectโ€™s Joint Steering Committee meetings โ€“ joint programme management structure comprised of EU and ILO and participate in coordination meetings.

    13. Prepare the required implementation reports for the EU, ensuring coordination with all relevant ILO Departments and Programmes to integrate their inputs for such reports.

    14. Establish and maintain a cooperative working relationship with the EU and programme partners; ensure that the EU is being kept abreast of the progress of the programme and further synergies can be identified in a timely manner.

    15. Undertake other duties as required.

    Required qualifications

    Education

    Advanced university degree (Masterโ€˜s or equivalent) in economics, political science, social science, management, law or a related discipline.

    A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

    Experience

    At least seven years of relevant professional experience, including at the international level on the field of responsible business conduct. Experience in programme management and implementation. Experience with liaison and partnership building with other international/multilateral organizations would be an asset.

    Languages

    Excellent knowledge of one working knowledge of the Office (English) is required and good working knowledge of another working language of the Office (French or Spanish) would be an asset.

    • Proven capacity to initiate and implement development co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services.

      Conditions of employment

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
