JOB CONTEXT:
Since April 2023, Sudan has been facing an unprecedented humanitarian crisis, fueled by the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Armed conflict, attacks on civilians, population displacements, malnutrition, epidemics and climate shocks have left 30.4 million people, or nearly two-thirds of Sudan's population (+23% compared to 2024), including 16 million children, in urgent need of humanitarian assistance (OCHA, HRP 2025). The conflict has displaced more than 12 million people, making it the largest displacement crisis in the world. The situation is particularly dire for people living in areas of active conflict, including Darfur, one of the most affected regions in Sudan, where nearly 80% of the population (meaning 30.4 million people1) is in need of humanitarian assistance (OCHA, HRP 2025).
Since January 2024, HI has been responding to Sudan\u2019s crisis. HI\u2019s joint multisectorial response in Gedaref State, implemented with a Sudanese partner NGO, is already providing physical and functional rehabilitation services in healthcare centers and at community level, as well as MHPSS services, including individual and group counselling. HI is further engaged at the humanitarian coordination level to mainstream disability inclusion throughout the humanitarian response.
HI is scaling up its response from both geographic and modalities/sectorial perspectives. In particular, HI has deployed emergency response teams in Darfur, to setup its operations and initiate its response in the western parts of Sudan, since December 2024. Activities are implemented in Darfur since January 2025 in Basic needs (Wash and FSL), and assessment in other sectors are being conducted. The advertised vacancy is to be part of that team.
Atlas Logistique (AL) is an operational unit of HI, which has been supporting humanitarian actors since 1993. Atlas Logistique facilitates, optimizes and accelerates the delivery of aid in emergency situations and chronic crisis contexts. Our mission is to open up humanitarian space to the most hard-to-reach populations and to optimize humanitarian supply chains. AL\u2019s operations focus around four key sectors: shared transport and storage platforms, medical logistics, logistics capacity building and light civil access engineering, both in the preparation and response phases of emergencies. These all contribute to HI-AL's position as a key player in humanitarian access.
After a phase of initial diagnosis to understand the logistical needs of the humanitarian community in Darfur, AL is launching operations in Darfur focusing on storage, transportation and capacity building activities.

YOUR MISSION:
Reporting to the Operations Manager, the \u201cAL Project Manager\u201d supports the Atlas Logistique teams on the operational planning, implementation and monitoring of HI/AL\u2019s operational strategy. This position englobes the storage and transportation components of the project as well as Capacity Building. To do so, the Atlas Logistique PM supports his/her team to ensure optimal quality, effectiveness and impact of the implemented project and to contribute to the sound management and effective functioning of the organization in Darfur.

In this framework, the main missions are:

Mission 1: Operational implementation
- Ensures project implementation, in collaboration with the relevant departments and in line with general standards and procedures:
Ensures the planning of activities and establishes action plans; Ensures Budget forecast and follow-up;Ensures that activities are implemented in line with the project reference documents and the allocated budget; Manages expenditures and ensures a follow up of budget lines for his/her activities; Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives; Follows procedures to develop new partnerships with user organizations ; Ensures the effective implementation and follow up of institutional policies (PSEAH, mandatory cross-cutting approaches, etc.) on his/her project; Coordinates and collaborates with relevant internal services, especially logistics, HR, finance and technical departments;- Ensures project data management:
Ensures that the appropriate data collection and management tools are in place on the project, in line with applicable standards; Ensures that data related to the project is collected and compiled in the project database; Carries out regular verifications and makes any necessary corrections in the activity database.- Ensures project reporting:
Monitors the achievement of results and indicators, as per the logical framework; Is in charge of producing the appropriate reporting tools ; Reports regularly to the line manager; Contributes to writing reports for the funding agencies when relevant; Guarantees the proper archiving of information and documentation regarding the project.ย
Mission 2. Expertise: Logistics services to humanitarian actors
- Ensures that the project is implemented in compliance with technical and operational frameworks as well as local/international regulations regarding provision of storage and transport services to other humanitarian stakeholders and smooth running of operations:
Ensures that the activities implemented comply with HI/AL and external applicable technical norms and standards; Monitors and improves storage tools and processes (database, SoPs,\u2026) , and ensures their effectiveness in close coordination with his/her superiors and relevant other departments of HI/AL; Ensures project\u2019s staff benefit from technical training upon needs, and that technical briefings/capacity-building of partner organization staffs upon needs in order to smoothen interactions with HI/AL and ensure optimal provision of services;ย Ensures the quality and relevance of project activities implemented, in particular the quality of services provided to partner organizations; Ensures technical learning from projects by drawing on lessons learned and good practices; Makes sure HQ and Field technical specialists/resources get the information they require and collaborates with other HI/AL technical departments when necessary; Adjusts the project activities\u2019 implementation to technical monitoring or audit recommendations, if applicable.- Fosters and maintains smooth relationships with partner organizations and other relevant stakeholders involved in the project.

Mission 3. Management
Manager as a role model: embody HI's values daily and be a role model and contribute to the development of his or her staff.
Line-manages the Atlas Logistique Team (sets individual objectives, assesses individual performance, contributes towards the professional & career development of his/her team members, monitors competences);Organizes and leads regular team meetings;Manages the recruitment and selection of new team members/open positions;Ensures strict application and respect of the program\u2019s Internal Regulations by the project team.ย
Mission 4. Influence & Communication:
Represents HI/AL in relevant coordination bodies, contributes to HI\u2019s external influence by participating in relevant networks ; Communicates on evolutions of the project to partners and external stakeholders as much as relevant.ย
Mission 5. Strategy & business development:
Provides inputs to contribute to the design of the program\u2019s overall operational strategy Contributes to the design of project proposals for the continuity or expansion of the project, or for the development of new projects upon request.Requirements
