Office/Unit/Project Descriptionย 

UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. ย 

The overall objective of the EU Partnership for Local Climate Change Action in Tรผrkiye Project is to support Tรผrkiye in its efforts to combat climate change through increased implementation capacity at the local level, which will ultimately contribute to sustainable, low-carbon, and climate-resilient development.

The overall outcome of the project is the improvement ofย Tรผrkiyeโ€™s local climate change mitigation and adaptation capacity, achieved through activities spanning five distinct components (Components A to E) .

Component Aย  emphasizes a comprehensive climate risk assessment at multiple levels within Tรผrkiye. By evaluating current conditions and projecting future climate scenarios, the objective is to bolster the readiness of local authorities. The outcome will be improvement of climate risk assessment capacities at the local, regional and national level throughย the formulation ofย vulnerability and risk assessments tailoredย for multiple cities / regions.ย  Component B aims to bolster the climate change response capacities of cities in Tรผrkiye. By establishing a solid regulatory framework and facilitating the development of Local Climate Change Action Plans (LCCAPs), this component provides a structured methodology to improve local climate planning capacity against the challenges posed by climate change. Component C aims to enhance local decision-making capabilities with respect to climate action. By introducing interactive, digital tools integrated intoย the national adaptation platform (ฤฐklim Portal), local authorities will be equipped with data-driven resources. These tools are designed to align with national standards and offer guidance, streamlining the decision-making process. Overall, this component aims to enhance local decision-making and implementation capacity for climate action. Component Dย is dedicated to elevating public awareness and enhancing the capabilities of local stakeholders. Through a thorough analysis of current capacities and targeted capacity-building initiatives, municipalities and other stakeholders are positioned to more effectively strategize and implement local climate actions. Overall, this component aimsย to ensure that public awareness and local stakeholder capabilities and collaboration to implement climate actions are improved. Component E focuses on extending Technical Assistance to the Climate Change Grant Programme. This initiative is designed to amplify the adoption of climate change plans at a local level. Although the grant program's direct management falls under the MOEUCC, UNDPย willย provide technical support.

The target groups of the Project are the relevant public institutions, municipalities, local administrations, regional and provincial directorates, regional development agencies, chambers, unions, professional and business organizations, universities, research institutes and civil society organizations. The target groups of the operation include all relevant non-state stakeholders and citizens.

The main activities of the Project are listed below:

Climate change projections for Tรผrkiyeย 

Climate change projections for Tรผrkiye will be developed based on the recent state-of-the-artย Coupled Model Intercomparison Project Phase 6 (CMIP6) archive and Shared Socioeconomic Pathways (SSPs) scenarios under the IPCC Sixth Assessment Report.ย 

ย 

Vulnerability and risk assessment for all the twelve NUTS 1 regions in Tรผrkiyeย 

Vulnerability and risk assessment of selected sectors will be prepared for all the twelve NUTS 1 regions in Tรผrkiye. Priority sectors will be selected under this activity for each NUTS 1 based on a list of prioritization criteria including climate hazards, importance and relevance at national, regional and local level policies and implementation, socio-economic profile, data availability etc. A user-friendly vulnerability and risk assessment guideline for cities will be prepared taking EU best practices and Turkish cities characteristics into account.

A regulatory framework for Local Climate Change Action Plans (LCCAPs)

A regulatory framework for preparation, implementation and monitoring of LCCAPs will be developed in line with a road map to be developed on the basis of gap analysis, regulatory impact assessment and a comprehensive stock-taking of urban climate finance mechanisms to comply with the requirement of preparing LCCAPs. To support implementation, e-LCCAP platform prepared by the UNDP and the MoEUCC under the Climate Promise Programme will be updated.

LCCAPs for selected cities

LCCAPs for selected cities will be prepared based on the guidelines and the templatesย previously developed. The prioritization of the cities are based on a set of transparent criteria such as population, geographical location, sectoral priorities, institutional capacity, willingness, availability of data and systems.

Interactive decision-making toolsย 

Interactive decision-makingย  toolsย  will be designed to support local authoritiesโ€™ decisions in order to promote forward-looking, long-term, resilient, and low-carbon planning and strengthen collaborative knowledge exchange and policy making processes.ย 

ย 

Testing of the Interactive Decision-making Tools with Selected Pilot Citiesย 

The five tools (Climate Impact Mapping tool, Climate Impact Assessment tool, GHG Emissions Scenario Modelling tool, Nature-based Solutions tool, Cost-Effective Climate Actions tool) will be tested in pilot cities. Pilot cities will be selected based on set of criteria such as population, institutional capacity, willingness, availability of data and systems, human resources. Following the development of the interactive decision-making tools and initial testing with pilot cities, the five tools will be practiced at city level.ย 

ย 

Capacity building and disseminationย 

Capacity building and dissemination activities will be conducted to enhance the technical capacities of municipalities and other local stakeholders in Tรผrkiye to formulate strategies and to design and implement local climate actions and measures.

Technical assistance for Climate Change Grant Program (CCGP)ย 

Technical assistance for the CCGP will be provided to increase the uptake of climate change plans, actions, and awareness about climate change among local stakeholders at the local level.

The Project Manager (PM) will allocate %100 of his/her time to the EU Partnership for Local Climate Action in Tรผrkiye Project for the whole projectโ€™s duration.ย The PM will be in charge of managing operational issues (i.e. mobilization of short-term experts, procurement, payments etc.), provide specialized expertise as well as managing contractual relations with the Contracting Authority. S/he will ensure that all reporting is carried out as defined in the General Conditions of the Agreement. S/he shall be responsible for reviewing progress reports and output related substantial documentation, as well as liaising with national and international stakeholders at the institutional level.

3.ย ย ย ย ย  Scope of Workย 

ย 

The Project Manager will technically lead the Technical Assistance Team (TAT) to be composed of high-calibre national and international experts, project staff and short-term experts. For day-to-day interactions, the Project Manager will act as the main contact persons for the project stakeholders, with the counterpart from the Directorate of Climate Change or his/her delegate. The Project Manager will also contribute on technical compliance of the project activities, focusing local climate action on adaptation, mitigation, and co-benefits through providing technical support such as identifying methodology, stakeholder mapping, identifying synergy with other projects, checking compliance of data management, assuring technical quality of reports relating to local climate change action. The Project Manager will report to the the UNDP Climate Change and Environment Portfolio Manager.ย 

Project and Financial Management

The Project Manager (PM) willย allocate %100 of his/her time for the EU Partnership for Local Climate Action in Tรผrkiye Project whole projectโ€™s duration in coordination with CCE Portfolio Manager, Projects Implementation Administrator, M&E Officer and the project staff.

Overall coordination, supervision and provision of technical assistance to develop the project implementation plans and to monitor its implementation in Tรผrkiye.ย ย  Coordinate the implementation of project activities defined in the project document.ย  Preparing Annual Work Plans (AWP), budgets and procurement plans accordingly.ย ย  Taking necessary actions to comply with the approved AWPโ€™s and procurement plans.ย  Ensure the identification and the creation of necessary links with stakeholders to implement the project.ย  Drafting the ToRโ€™s with regard to procurement of goods and services under the guidance of Implementing Partner and with support from UNDP to enssure timely mobilization of local and international experts as well as supplying of services and goods.ย  Managing and monitoring the contracts signed with third parties in order to ensure the receipt of high quality services on time.ย ย  Monitors progress towards overall project results through supporting regular review of activities and results at the country level, and through encouraging regular collection of data as indicated in the monitoring and results framework.ย ย  Ensuring otherwise successful completion of the project in accordance with the stated outcomes and performance indicators summarized in the projectโ€™s log-frame matrix and within the planned schedule and budget.ย  Identify gaps in project outputs and make the necessary adjustments.ย ย  Production of financial and managerial information such as: Annual Project Implementation Review Report (PIR) and project financial reports, including analysis of expenditure; monitors and updates financial data relating to the project on a timely basis.ย  Ensure the effective usage of funds for the implementation arrangements.ย ย  Supervise the performance of the project team members including experts to ensure that all tasks are executed in order to meet the objectives of the project.ย ย  Ensures procurement including supervision of contracts and staffing requirements of the project to meet and comply with rules and regulations.ย ย  Preparation and presentation of project status reports to the Project Steering Committee, MoEU, EUD and UNDP.ย  Supervise the preparation and submission of reports - financial and narrative reports to donors, partners, Project Steering Committee as well as to UNDP.ย

Representation and Outreach

ย 

Coordinate communication among project partners, UN Agencies, other international organizations, Private Sector, NGOs, Academia and Government in Tรผrkiye and worldwide with Projects Coordinator.ย  Provide the implementing partner and/or National Project Director and Project partners with periodical information about the implementation of Project activities with Projects Coordinator.ย  Plan and implement the dissemination of tools, publications and products of the project.ย ย  Participate in events, meetings, seminars and consultations planned as part of the project.ย  Represent the project at national and international.ย

Policy Support, Knowledge-sharing and Advocacyย 

ย 

Undertake periodic project reviews and visits to support strategic planning, monitoring progress of the activities and results, promote knowledge-sharing and enhance advocacy work.ย ย  Coordinate and supervise studies and researches taken under the project framework.ย ย  Establish systems for documenting and analyzing the conditions enabling notable impact of the project initiatives. Ensure information flow on lessons learned, promising approaches, less promising approaches between project partners and UNDP.ย  Support institutional learning, promote the systematization of lessons learned, results and knowledge finding as a result of the impact of the project.ย ย  Attend Project meetings within executive agency, UNDP and project partners, and other forums for coordinating planning and quality Project implementation, as relevant; provide further support to the Project team as necessary, including support in drafting Project related terms of references, organizing Project workshops etc.ย  Promote the dissemination of knowledge and lessons learned in the project at national and international events.ย

Technical Supportย Focusing Local Climate Action on Adaptation, Mitigation, and Co-benefits

ย 

With the support and in coordination with the TAT, short-term experts and key experts of the project;

Work on regional and local vulnerability and risk assessment, contributing specialized knowledge in urban areas.ย  Contribute to development of guidelines for vulnerability and risk assessment in selected areas/sectors, ensuring that local circumstances are accounted for. Contribute to the regulatory framework for the preparation, implementation, and monitoring of Local Climate Change Action Plans (LCCAPs), focusing specifically on urban perspectives. Assess the relevance of prioritized sectors in the selected cities for the preparation of Local Climate Action Plans (LCAP). Lead the preparation of LCCAPs for selected cities, ensuring that these plans are both comprehensive and actionable. Provide technical guidance for the e-LCCAP system update, aimed at the preparation, implementation and monitoring of local climate change action plans. Participate in the development of interactive decision-making tools, integrating understanding of the unique challenges and opportunities presented by urban environments and assist in testing these interactive decision-making tools in pilot cities. Lead the demonstration use of these tools in selected cities and propose their inclusion in local climate action plans. Conduct an analysis of stakeholder capacities and needs, focusing on those that are particularly relevant in urban areas. Lead capacity-building and dissemination activities that engage urban stakeholders, including governmental bodies, NGOs, and the private sector. Provide technical inputs and develop implementation strategies for all related components. Offer guidance to other short-term experts and key experts and contribute urban climate change expertise when relevant. Review and draft the relevant parts of the annual progress reports, quarterly short notes. Participate in Project related workshops, trainings, conferences, etc. Participate in bi-weekly meetings (online or at DCCโ€™s premises), moderating the technical coordination meetings with the Key Experts and short-term experts. Participate in bi-annually Project Steering Committee Meetings, monthly Operation Coordination Unit Meetings, quarterly Technical Advisory Committee Meetings (online or in-person), prepare the presentations and present the project progress and planning, etc. Ensure the technical quality and compliance of all reports and activities.

4.ย ย ย ย ย  Institutional Arrangement

ย 

The Project Manager will report to the CCE Portfolio Manager and will work in co-operation with the Projects Implementation Administrator and CCE M&E Officer to ensure the project inputs are administered timely and efficiently according to UNDP rules and procedures. The Project Manager will be expected to be present on the premises of the Directorate of Climate Change of the Ministry of Environment, Urbanization and Climate Change during the expected days of the weekdays.
