ROLE PURPOSE

The Project Coordinator will be responsible for coordinating and overseeing the implementation of a Child Protection and Gender-based Violence project, under the supervision of the Child Protection Programme Manager and in close coordination with other technical and support departments, and the projectโ€™s partners.

DIMENSIONS OF THE ROLE

Under the direct supervision of the Child Protection Programme Manager, the Project Coordinator is in charge of the preparation of, and overseeing the implementation of the project components, in close coordination with partnersโ€™ management and field teams. The coordinator will also be responsible to ensure quality programming and monitoring of the projectโ€™s components, while supervising a project officer, and working closely with case management officer, and other internal support functions, such as: M&E, Operations, Finance, Grants, etc. Moreover, this position requires good financial management skills (re-phasing, re-alignment), where the coordinator will be overseeing the spending of the project, with close monthly monitoring to the financial reports, and close coordination with Planโ€™s and partnersโ€™ finance teams.

ACCOUNTABILITIES

Project Monitoring and Implementation
โ€ข Develop and implement a comprehensive monitoring and evaluation framework for the project in coordination with the MERL Coordinator, CP Programme Manager, GBV and SRHR Programme Manager and partner organizations.
โ€ข Ensure roll out, use, and filing of Plan International Partnership Monitoring tools, and Project Management Tools for the project.
โ€ข Work closely with technical focal points to ensure support, capacity building, and training development for project officers and local partners staff.
โ€ข Assume responsibility of the delivery of quality services for partner beneficiaries throughout all project implementation cycles.
โ€ข Provide coordination and administrative support in developing and carrying out partner staff trainings and development.
โ€ข Maintain coordination and communication between the Child Protection Manager, GBV and SRHR Manager and partner staff for ensuring the quality of processes and outputs.
โ€ข Maintain ongoing surveillance of the developing humanitarian and security situation in target areas and adjust activities accordingly.
โ€ข Ensure that different sectoral activities (CP, GBV, SRHR, etc.) are implemented in a coordinated and cohesive manner.
โ€ข Coordinate daily aspects of the actions across target areas while monitoring performance of CP officers and local partners.
โ€ข Ensure field supervision of the project operations in order to ensure CP and GBV components are implemented in line with planned activities and expected outcomes.
โ€ข Collect, update and share information related to project progress with CP and GBV&SRHR Programme Managers.
โ€ข Maintain regular communication and visits for project sites to ensure that the project achieves the goal.
โ€ข Ensure timely submission of work plans, reporting, and budget forecasts to Child Protection Manager.
โ€ข Follow up on financial liquidation/settlement/ reports according to Planโ€™s procedures and submit spending reports for review and approvals.
โ€ข Ensure that all Plan International and key donor compliance rules and regulations are adhered to for both Plan Lebanon and implementing partners.

Coordination, Communication and Reporting
โ€ข Coordinate and lead on internal and external monthly project review meeting with Plan and partnersโ€™ teams.
โ€ข Contribute to documentation of CP and GBV technical/program approaches, lessons learned, and success stories
โ€ข Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
โ€ข Attend working group and task force meetings on a local levels, and contribute accordingly.
โ€ข Ensure adequate and accurate reporting of data on Activity Info, internal databases, and Sitreps.
โ€ข Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.

Financial Management:
- With the support of the CPPM, conduct monthly financial report revision to highlight any over/underspending, and lead on necessary actions.
- Support the partners in their quarterly re-phasing in close collaboration with the CPPM.
- Utilize the necessary tools to monitor the spending effectively.
- Support the CPPM with any financial task required, such as re-phasing, or re-alignment.
- Coordinate on a monthly basis with the finance officer to address any comments regarding the financial report, and follow up on the necessary actions.
- Support and coordinate with the finance team, the partnersโ€™ supporting documents visits.

Staff Management
โ€ข Ensure regular bi-weekly team meetings and provide appropriate support and monitoring of project activities roll out.
โ€ข Supervision and mentoring of direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented performance reviews.
โ€ข Provide daily technical support to project officers.
โ€ข Ensure that service provisions within the team are of a high standard by mentoring and monitoring direct reports on the field on a regular basis.

โ€ข Ensures that Plan Internationalโ€™s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Demonstrable knowledge and understanding of:
โ€ข The context in Lebanon, particularly on issues affecting the rights and well-being of children and young people, especially girls and young women.
โ€ข Local laws in Lebanon relating to childrenโ€™s rights and gender equality.
โ€ข Global minimum standards, including the IASC Guidelines on GBV, Gender, and MHPSS, Child Protection Minimum Standards, WHO and UNFPA guidance, and Protection principles.
โ€ข Adherence to Plan Internationalโ€™s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.

Qualifications and Experience
โ€ข Minimum 5 years of experience working in a humanitarian context
โ€ข Minimum 4 years of experience working in Child Protection and/or GBV programming.
โ€ข Minimum 3 years of experience working in project coordination, management or monitoring.
โ€ข Bachelor degree (masterโ€™s degree is an asset) in social work, psychology, sociology, international relations or any other related field
โ€ข Proficiency in Microsoft Word and Excel

Skills
โ€ข Flexible work attitude and ability to work independently within a small team
โ€ข Strong leadership and communication skills
โ€ข Excellent knowledge of Arabic and English mandatory
โ€ข Flexible work arrangement which requires travel to the South and Akkar, including some overnight stays if needed. Candidates must be able to balance field and office work.
