UNDP China has been working in China over the past 40 years, partnering to advance various phases of Chinaโ€™s development. UNDP Chinaโ€™s actions and programmes for the period of 2021-2025 are defined in its Country Programme Document for China (CPD), prepared in cooperation with the Government of China and other partners. The CPD contributes to the United Nations Sustainable Development Cooperation Framework for China 2021-2025 and aligned to support the development priorities outlined in the Government of Chinaโ€™s 14th Five Year Plan.

We support the attainment of the SDGs in China, by promoting sustainable development principles in policies and decision-making, focusing on reducing inequality, promoting inclusive, low-carbon growth and protecting the environment. ย Our work involves shaping the policy discourse and practices in Chinaโ€™s development cooperation and overseas public and private financing by providing policy and technical guidance on alignment with international best practices and norms. In addition, UNDP leverages its global network and South-South Cooperation (SSC) to facilitate mutual knowledge and experience sharing between China and partner countries on best practices and lessons learned to advance the SDGs.

Since 2021, the UNDP China Water Governance Project has been launched in alignment with Chinaโ€™s 14th Five-Year Development Plan, with commitment to helping facilitate the realization of Chinaโ€™s key water-related strategies and the SDGs, with particular focus on SDG6 (Clean Water and Sanitation). The project to be implemented for the period 2021-2025 focuses on ย pilot demonstration, technology innovation, community participation, and gender equality.

In the last three years, innovative sub-projects within the framework of ย the Water Governance Project have been implemented to promote low-carbon rural revitalization, explore carbon sink potentials of reservoirs, and exchange of best practices with the countries in the Lancang-Mekong Region and the Central-Asian Regions.

The project is currently being implemented by the Ministry of Commerceโ€™s China International Center for Economic and Technical Exchanges (CICETE) and with the National Project Management Office (NPMO) based in the Beijing Normal University. To further support the NPMO in the effective implementation of the Water Governance Project, UNDP is seeking to hire a Analyst โ€“ Water Governance Project for an initial duration of 12 months.ย 

UNDP will administer the overall contract management of this post and with a direct functional reporting line to the UNDP China Assistant Resident Representative โ€“ People and Prosperity Pillar. UNDPโ€™s General Conditions for Personnel Services Agreement (NPSA) will apply for the duration of the contract. ย The day to day support to effective implementation of the work programme of the Water Governance Project outlined in Section 3 (Scope of Work) will be undertaken under the supervision of the CICETE Division Director in charge of the Water Governance Project and coordinated closely with the leadership of NPMO Director. ย  ย ย 


ย  Duties and Responsibilities ย 

Theย Analyst โ€“ Water Governance Project (Analyst) based in the NPMO works in close collaboration with internal teams and external partners to ensure coherent, timely support toย strategic programme development and effective project management in line with the scope outlined in the Project Document and decisions as recommended by the Project Steering Committee (PSC). The Analyst works in close collaboration with national partners from the Government,ย UN agencies,ย scientific community,ย academia, private sector, NGOs, foundation, and mediaย to enhance the impact of the development interventions. The position will require occasional travel within the country to conduct monitoring/field visits, as required by the approved project Annual Work Plan. ย The day to day work scope encompasses the following:ย

Contributes to the preparation of relevant application to external funding partners to support the effective implementation of the outcomes outlined in the Project Document.ย  Provides substantive technical inputs to the design and planning of project proposals and initiatives.ย  Supports the process of consultations and coordination for the formulation of project proposals, including the arrangement of technical review meetings and kick-off meetings.ย  Ensures that gender equality and womenโ€™s empowerment are mainstreamed in the projectโ€™s activities including design, planning and budgeting, implementation, monitoring, and evaluation. Ensures approach undertaken utilizes UNDPโ€™s tools and strategies.

Supports the preparation of the Annual Work Plan and the necessary budget revisions. Identifies innovative management approaches, resources, and collaborative efforts to enhance effective project implementation and development impact.ย  Maintains effective network with government at the national level and sub- national level to ensure effective implementation of the project activities.

ย  ย 3). Results Based Management

Leads the establishment and operationalization of a performance management database to ensure regular monitoring of the project status, timely adjustment of project activities, asessment of the results of the projects, and delivery of resources and results according to planned targets.ย  Facilitates robust monitoring of key performance indicators and project risks of the projects and provides timely feedback and recommendations to UNDP China, CICETE and NPMO forย potential corrective actions and management strategies.ย  Ensure the effective application of results-based management approaches and insights from the project results are utilized as lessons to inform decision-making of the NPMO and the PSC as well asย  timely training and capacity building for development and project partners. Supports the preparation of high-quality and timely reports by the NPMO as required by the UNDP, government partners and donors.

ย  ย 4). ย Partnership and Resource Mobilization

Contributes to strengthening partnerships with government, UN agencies, scientific community, academia, private sector, NGOs, foundations and media to deepen the development results and impact of the project activities. Supports the identification of sustainable and predictable funding mechanisms for the scale-up of the project and contributing to the development and implementation of a Resource Mobilization Strategy to scale up the development results of the project.ย  Contributes to the engagement, networking, and mobilization of experts from government, UN Agencies, and prominent think tanks in the activities of the project. Facilitates assessment of private sector engagement and support the preparation of the required documentation including in compliance with UNDPโ€™s Policy on Due Diligence and Partnerships with the Private sector.

ย  ย 5). Communications and Policy Advocacy

ย Integrates evaluation findings, real-time monitoring data, and applied learning to adaptive project management and policy advisory work to further enhance the project development results. Supports the implementation of awareness building and advocacy campaigns around national/international events and supports strategic communications work and knowledge management initiatives. Support the preparation of speeches, briefing notes, talking points and communication outreach materials (PowerPoint presentations, brochures, etc.) for events and meetings.ย  Contributes to development of training materials and organizes internal workshops and seminars to further mainstream the lessons from the project activities.

ย  Education:
Advanced university degree (master's degree or equivalent) in social sciences, development studies, or related fields; or A first-level university degree (bachelorโ€™s degree) in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree
ย  Experience:
Up to ย 2 years (with masterโ€™s degree) or 2 ย years (with bachelorโ€™s degree) of relevant experience of project management in water or environmental -related fields. Familiarity with the government of China at the sub-national level Master of office software packages and handling of web-based management systems Project management experience in the field of water-related sustainable development projects would be an asset. Having experiences in coordination with national and international NGOs is preferred.

Required Language(s) :
