Background

With a total gross domestic product (GDP) of over USD 430 billion, Bangladesh is the second-largest economy in South Asia. Between 2000 and 2019, Bangladesh’s economy registered high GDP growth, averaging around 6% per annum. During this period, there were several notable improvements across different socioeconomic indicators, putting the country on track for a formal graduation from the group of least developed countries (LDCs) in 2026. Bangladesh’s score on the human development index (HDI) increased from 0.49 in 2000 to 0.68, placing it among countries categorized as medium human development. The national poverty rate fell from over 48% in 2000 to less than 19% in 2022.

Despite the progress, Bangladesh faces several development challenges, and with the current trend, the country is unlikely to meet several Sustainable Development Goals (SDGs). Even before the political crisis in 2024, Bangladesh was grappling with double-digit inflation. According to the latest estimate, GDP is expected to grow by 3.7% in 2025, much slower than the GDP growth in the past. Without an uptick in private investment, the economy cannot diversify, a necessary condition for creating decent jobs. With low social spending and weak capacities, the government is constrained from providing quality services to the people. Bangladesh is also one of the most vulnerable countries to climate change and is prone to natural hazards, including climate-induced disasters.    

As the UN’s development agency, UNDP has been in Bangladesh since 1972, promoting inclusive growth and democratic governance, and helping the country to achieve equitable and sustainable development. UNDP has been a close partner of Bangladesh in co-designing policy solutions, building national capacities, and promoting innovations to help meet its developmental aspirations.

UNDP Bangladesh implements the Initiation Plan for Resilient, Sustainable, and Inclusive Development (IP-RSID) under the Resilience and Inclusive Growth (R&IG) Cluster. This plan offers a way to test or pilot projects that may result in funding or resources for programme or project scaling. Moreover, to begin organizing and carrying out development partner-approved programs or projects in an effective way for enhancing natural resources, promoting low-carbon development, building resilience to climate change, and creating a cleaner, more gender-responsive environment. Also, the IP provides new programming options that will enhance the nation's ability to manage the risks of climate-induced disasters and address the most marginalized and vulnerable groups in both rural and urban settings. It also deals with to strengthens disaster risk management, and builds the resilience of communities at risk. In addition to that government  Land Management Automation Project amis to establish an integrated land database, fostering a transparent, dynamic, and accessible land management system while capacity development  and palnning support is critical.

The country office is focusing on developing larger, more integrated and more flexible programmes and strengthening partnerships with government, development partners and business. This position is created as additional support to enhance UNDP’s strategic engagement with a storong focus of capacity development  and planning support with the GoB for the digitalization of land services under initiatives such as the Land Management Automation Project (LMAP), contributing to a prosperous and inclusive society.
Furthermore, the IP-RSID offers a way to support government for review and update of policy and plan, test or pilot projects that may result in funding or resources for programme or project scaling. In addition to that, the IP provides new programming options that will enhance the nation's ability to manage the risks of climate-induced disasters and address the most marginalized and vulnerable groups in both rural and urban settings. In order to support the implementation of the ongoing IP-RSID and other projects/initiatives within the R&IG Cluster/Protfolio.

In order to support the implementation of the ongoing IP-RSID and other projects/initiatives within the R&IG Cluster, the Project Analyst- Planning and Capacity Development —will be responsible for carrying out the necessary planning , stakeholders mapping , capacity need assessment,  analysis , engagement and consultations for review, update and formulation   polices, progarmmes and  training & capacity building plan , more importantly review and formulation of plan and policies like National Paln for Disaster Management (NPDM) 2026-2030 in association with government ministry. The  position also provide capacity building support to project staffs, government officials and sector minsitries/department to develop implementation plan  of NPDM (2026-2030) and provide accessible and inclusive  land managmnet and digital services in the ways listed below.

Duties and Responsibilities

1. Lead in overall policy and plan review and planning  under IP-RSID , R&IG Portfolio:

Provide technical support to develop Roadmap and time bound works plan, methodology for the review and update of National Plan for Disaster Management (NPDM) 2026-2030 and relevant pilocies and plan  with Minitry of Disaster Management and Relief and UNDP Support to government to organize kick off meeting for Formation of  Advisory Committee , Technical Working Group (TWG) including drafting the TOR for NPDM Review and Formulation Lead to Desk and litterature review of the polcies and plan of the  different ministries policy, analysis and prepare review report in line with the objective, theme of the national plan for strengthening resilience Clustering Sector /ministry as per the thematic area, similarity of task in NPDM (2021-2025) and organize six  consultation workshops with group/cluster ministrires to review the progress, gap of NPDM and way forward for future priority

2. Facilitate  stakeholders  analysis, thematic consultations for result based policy, plan review, update and implementation of project activities:

Lead detailed stakeholder analysis and mapping exercises to identify all key actors, their interests,  interdependencies, and potential roles  in the  NPDM formulatiom , project, informing tailored engagement strategies in the review and conceptualization of plan and project   Support to organize consultation workshops with group/cluster ministries to review the progress and gap of NPDM (2021- 2025) and future priority Support Consultation Workshop  on NPDM Review and Formulation at local/regional level in multi-hazard context, analysis the findings and prepare quality report Organize Stakeholders Consultation Workshop with UN/NGOs/INGOs/DP/IFI, academia, research institutions on NPDM Review and Formulation and prepare consultation report through robust analysis of consultation outputs and link with the NPDM and other relevant policy   Work with TWG and lead to formulation of first draft of NPDM (2026-2030) include theme,  time bound action plan for implementation, articulation of financing, monitoring, progress review  mechcism including NPDM monitoring tracker through meeting and tracker Provide substanive support to prepare the daraft,  final draft of NPDM (2026-2030) working with TWG, ministry/department  theme, financing, monitoring, implementation plan, reporting,  target activities, progress review   Support to organize multi-stakeholders  Consultation Workshop on  Sharing the Final Draft of  NPDM 2026-2030  and incorporate the findings, inputs into final version Support MoDMR to prepare working paper and organize meeting with Inter-ministerial Disaster Management Committee (IMDMCC) on sharing the Final Version of  NPDM 2026-2030 for validation and approval Coordinate with ministries for the review and update/development of relevant policies and strategic plans (e.g., national land policy, digital governance frameworks and other relevant policies) in partnership with UNDP. Ensure plan and strategies are integrate a gender equality perspective/gender equality mainstreaming to the extent local context Cultivate and maintain strong relationships and strategic linkages with a wide range of public and private partners, including government officials at national, district, and local levels, development partners, businesses, NGOs, and other national and regional stakeholders, and beneficiaries. Ensure high standards in the provision of technical and advisory inputs, organization of workshops, seminars, training and conference.

3. Design Capacity assessment strategy & plan and implementation:

Facilittae  comprehensive capacity assessments of necessary stakeholders/staffs of government  and personnel (e.g., Master Trainer , TOT poll, officials, local government representatives, UN/, INGOs,  and civil society organizations) for implementation of the national plan and land maangment automation and digitization Lead to develop training modules, schedule and reference documents for technical capacity building of the government and other stakeholders involved sector plan and implementation of NPDM (2026-2030)  and  land management automation through land digitization under LMAP Lead to develop Training Calendar,  annual training Gantt. Chart following Training Need Assessment (TNA); prepare quarterly training plan, budget and concept note. Develop a strategic, results-oriented capacity development plan for these assessed stakeholders, detailing specific training materails, methodologies, schedules (e.g., blended learning, on-the-job coaching, peer-to-peer learning), and resource requirements, ensuring sustainability. Make a targeted capacity building plan for UNDP project staff, government on advanced stakeholder assessment, analysis, and facilitation techniques to strengthen their ability to manage complex multi-stakeholder environments. Support to organize and national and field level training, workshop with substantive materails, tools, methodology and develop quality report Actively facilitate and guide project staff on effective stakeholder engagement practices at different levels, equipping them with tools and methodologies for meaningful participation in the training and other capacity building initiative and collaborative problem-solving, ensuring effective engagement throughout the project lifecycle. Documentation of all the training programmes including training documents (manual and power point slides, contact lists of participants, participants’ nominating letter, photos, and other levant materials.

4. Provide substantive support to dedvelop concept note and business planning for pipeline project and activity planning and support to implementation of activities under R&IG prortfolio:

Conduct 360-degree analysis of stakeholder perspectives and feedback across project  development activities to implement, using structured feedback mechanisms, and recommending necessary changes or adaptive adjustments in project concept note, design and implementation based on continuous learning. Facilitate high-level stakeholder discussions and consultations, including organizing technical working groups, policy dialogues, and multi-stakeholder forums with diverse groups such as senior government officials of minsitries  UN agencies, bilateral and multilateral for project development incliding capacity building. Provide substantive support for concept note development and drafting project proposal/design for pipe line development through stakeholder’s consultations and align with UNDP’s and GoB’s priority through stakeholder’s consultation and engagement. Provide technical and advocacy support in project idea generation, project formulation, conceptualization, and the entire project approval process, ensuring alignment with GoB priorities and UNDP’s mandate.

5. Provide support for efefctive coordination,  Communication and dissemination for effective implementation:

Provide support for socialization of developed plan and policy and capacity building of the stakeholders for integrating the plan in sector’s ADP plan and process with presets targets and required methodology  under IP-RSID. Actively facilitate and guide the focal point on effective stakeholder engagement practices at different levels, equipping them with tools and methodologies for meaningful participation and collaborative efforts for cluster/theme based plan implementation in the policy execution , land management digitization and automation. Provide substantive support to the Project Manager in conducting robust context analysis, ensuring project designs are adaptive and resilient to changes in the socio-political, economic, and technical landscape. Stimulate and mobilize key stakeholders for effective engagement and sustained participation with project activities at different levels (national policy-making, district-level implementation, upazila/union field operations). This includes developing tailored engagement plans, communication protocols, and fostering collaborative platforms.

6. Lead to documentations, event,  reporting and support to government in drafting and publication the plan through IP-RSID  and RIG Portfolio:

Provide support for robust analysis, prepare training materails and reports, develop thematic paper of policies & plans for review and formulation through  stakeholders consultations with diverse groups. Support to government for dtrafing , revising and finalize the National Plan for Disaster Management (NPDM) 2026-2030 working with Technical Working Group (TWG) and incorporate inputs from the Advisory Committee. Provide input in the preparation of the Annual Work Plan (AWP) and budget and necessary plan and documentation for the IP project; Provide inputs and support to prepare necessary periodic reports i. e. QPR (Quarterly Progress Report), APR (Annual Progress Report), for IP projects and other initiatives including land digitization services; Lead to develop Trainining and Workshop report; Support in the development of necessary project documents/proposals and prepate budget under the IP project;    

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement:

Under the overall guidance and supervision of the Project Manager of IP-RSID and straetegic guidance of the Programme Analyst-Climate Change & Disaster Risk Management of RIG Cluster, the Project Analyst – Planning and Capacity Development will work in close collaboration with the Project Manager of IP-RSID, RIG cluster.

Required Skills and Experience

Minimum  Education requirements:

Advanced university degree (Master's degree or equivalent) in Disaster Management, Natural Sciences,  Social Sciences, Economics, Political Sciences or a related field is required.
Or
A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Minimum  years of relevant work experience:

Applicants with a Master’s degree (or equivalent) in a relevant field of study with two years professional work experience in the field of planning and capacity development. 
Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of four (4) years of relevant professional experience in planning and capacity development

Required  skills:

Experienced in policy and plan analysis and support government for  formulation of plan and policy Proven experiences in policy and plan analysis and development to support government and concept note development for pipeline and substantive experience in drafting project proposal/design. Experience and expousure to digitization system and services of government for inclusive growth.
