Background
With a total gross domestic product (GDP) of over USD 430 billion, Bangladesh is the second-largest economy in South Asia. Between 2000 and 2019, Bangladeshโs economy registered high GDP growth, averaging around 6% per annum. During this period, there were several notable improvements across different socioeconomic indicators, putting the country on track for a formal graduation from the group of least developed countries (LDCs) in 2026. Bangladeshโs score on the human development index (HDI) increased from 0.49 in 2000 to 0.68, placing it among countries categorized as medium human development. The national poverty rate fell from over 48% in 2000 to less than 19% in 2022.ย
Despite the progress, Bangladesh faces several development challenges, and with the current trend, the country is unlikely to meet several Sustainable Development Goals (SDGs). Even before the political crisis in 2024, Bangladesh was grappling with double-digit inflation. According to the latest estimate, GDP is expected to grow by 3.7% in 2025,ย much slower than the GDP growth in the past. Without an uptick in private investment, the economy cannot diversify, a necessary condition for creating decent jobs. With low social spending and weak capacities, the government is constrained from providing quality services to the people. Bangladesh is also one of the most vulnerable countries to climate change and is prone to natural hazards, including climate-induced disasters. ย ย
As the UNโs development agency, UNDP has been in Bangladesh since 1972, promoting inclusive growth and democratic governance, and helping the country to achieve equitable and sustainable development. UNDP has been a close partner of Bangladesh in co-designing policy solutions, building national capacities, and promoting innovations to help meet its developmental aspirations.
UNDP Bangladesh implements the Initiation Plan for Resilient, Sustainable, and Inclusive Development (IP-RSID) under the Resilience and Inclusive Growth (R&IG) Cluster. This plan offers a way to test or pilot projects that may result in funding or resources for programme or project scaling. Moreover, to begin organizing and carrying out development partner-approved programs or projects in an effective way for enhancing natural resources, promoting low-carbon development, building resilience to climate change, and creating a cleaner, more gender-responsive environment. Also, the IP provides new programming options that will enhance the nation's ability to manage the risks of climate-induced disasters and address the most marginalized and vulnerable groups in both rural and urban settings. Furthermore, the IP supports the implementation of the Kigali Amendment's reduction of GHG emissions and the creation of avenues for equitable budgeting and financing for climate resilience, including Islamic microfinance. It also deals with solid waste management, strengthens disaster risk management, and builds the resilience of communities in Cox's Bazar, particularly for the Rohingya and host communities. Besides, under this IP, support to establish resilient livelihoods in the CHT region and leveraging the UNDP Accelerator Lab to drive innovative solutions that support ecosystem, health, and sustainability. ย
In order to support for implementating the ongoing IP-RSID Project and other Portfolio/ Projects/ Outputs/ Initiatives within the Resilience & Inclusive Growth Cluster, theย Project Analyst - M&E and Reporting, IP-RSIDโwill be responsible for carrying out the necessary Monitoring, Evaluation, and Reporting tasks in the ways listed below.ย
Duties and Responsibilities
Project Analyst- Monitoring & Evaluation, and Reporting will be a key member of the IP-RSID team under direct supervision of the Project Manager, IP-RSID with technical guidance from the Programme Analyst, CC & DRM, and Head of Resilience & Inclusive Growth Cluster. The incumbent will be responsible for planning, designing, developing and implementing monitoring, evaluation and reporting of all activities related to IP-RSID, different sub-components/ outputs/ activities under IP-RSID including funding from different sources (e.g., TRAC, GoB, Development Partners etc.). S/he will analyse the data regularly and share with the PMPSU and the Management for strategic decision. The incumbent will be responsible for the management and maintenance of database and inter linking coordination and support in relation to the IP Outputs and activities.
Functions:
Planning, Coordination, Monitoring and Reporting Processing, Analyzing, Learning and Evaluationย Knowledge Management of IP Outcomes Assist in the design and development of anย integrated Web-based Monitoring Systemย Any other function as assigned by management. Specific Duties and Responsibilities:
1. Ensure effective planning, development and execution of Monitoring, Evaluation and Reporting strategies and activitiesย for implementation of IP-RSID:
Establish/revise an M&E framework including appropriate progress indicators, baseline information, target, risks and assumptions considering the intended outputs and activities for the IP project;ย Develop/revise and execute multi-year based comprehensive and realistic monitoring and evaluation plans for IP projects with appropriate data sources, collection methods, analysis plans, quality controls and resource requirements; Provide input in the preparation of the Annual Work Plan (AWP) and budget and necessary plan and documentation for the IP project; Collect necessary progress data and information in line with the established result framework/M&E plan, considering all outputs of the IP project;ย ย Support to prepare necessary periodic progress reports i. e. QPR (Quarterly Progress Report), APR (Annual Progress Report), and Donor Report, ย for IP projects ;ย Supporting in the conduct of periodic progress review (i. e. Mid-year, annual) by preparing progress brief, presentation and/or other necessary documents for the R&IG Cluster/UNDP CO;ย ย Support in the development of necessary project documents/proposals by preparing the corresponding Theory of Change (ToC) result framework, risk log, M&E plan and budget under the IP project; ย ย2. Ensure execution of monitoring, evaluation and reporting activities of ongoing other requirement-based disaster recovery supports/ initiatives :
Establish a reporting mechanism and provide substantial input for preparing periodic Monitoring Reports, Donor Reports, Cumulative Progress Reports and other necessary report/s as per requirement for the Disaster & Reslience/ Flood Recovery/ Emergency Response activities;ย Provide substantial input ย in the preparation and implementation ofย necessary requirement-based donor-funded emergency recovery/livelihood support under the R&IG cluster ย by establishing M&E and reporting flow, quality assurance mechanism, progress monitoring, lesson extraction and completion; Support in designing and conducting necessary surveys/studies (i. e. beneficiary selection process, progress identification etc.) for implementing emergency recovery support by using different online/mobile-based quick survey techniques;ย ย3. Facilitate periodic documentation, reporting, update of UNDPโsย corporate strategic/M&E information, and initiate necessary evaluation:
Closely work with UNDP Monitoring and Evaluation Focal person for generating and sharing necessary information and requirements for the IP project in line with the UNDPย Strategic Plan and M&E requirements; Provide input with essential data/information for periodic updates of the UNDPโs corporate information i. e. IATI, QUANTUM, UNDP-Intra ย for the IP project and other recovery initiatives/projects under R&IG Cluster;ย Supporting the preparation of UNDP Results-oriented Annual Reporting (ROAR) by providing necessary data/information from the IP project and other recovery initiatives/s under R&IG Cluster;ย Support to initiate necessary evaluation and studies as per the UNDPย M&E guideline for extracting results, lessons and learning for IP project under R&IG Cluster; Support to necessary project closing activities i. e., drafting the Project Completion Report (PCR), Lesson Learned Report, closing Project Quality Assurance (PQA) Report for the project/initiative under IP project; ยThe incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement:
Under the supervision of the Project Manager of IP-RSID and overall guidance of the Programme Analyst-Climate Change & Disaster Risk Management of R&IG Cluster, the Project Analyst-ย M & E and Reporting, IP-RSIDย will work in close collaboration with the IP-RSID Project Team, Other Output Manager/s, R&IG cluster, CO Monitoring and Evaluation Focal Person and related stakeholders.Competencies:

Required Skills and Experience
Min. Education requirements:
An advanced university degree (Masterโs degree or equivalent) in Disaster Management, Geography, Environment, Development Studies/ Management, Social Science, or related area is required.ย
Or
A first-level university degree (Bachelor degree) in Disaster Management, Geography, Environment, Development Studies/ Management, Social Science or equivalent in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Masterยดs degree.
Min. years of relevant work experience:
Up to 2 years (with Masterยดs degree) or minimum 2 years (with Batchelorโs degree) of working experience in the field of Monitoring and Evaluation, including hands-on experience in design, implementation, documentation, reporting and knowledge building preferably in an integrated development project is required.
Required ย skills:
Experience in executing the M&E plan and conducting necessary M&E activities for quality project delivery, identifying the results and lessons from the project implementation; Experience in the development and assessment of data collection methodology, quality, and analysis of data sets, preferably related to disaster management, response and recovery, climate change mitigation and adaptation;Desired skills in addition to the competencies covered in the Competencies section:
Experience in supporting the development of project proposals, concept notes and other necessary documents in the aspect of project monitoring and evaluation; Experience in planning and commissioning evaluations and studies ย i. e.
