Indonesia is prepared to implement its COVID-19 vaccination program and play an active role globally. The Ministry of Health (MoH) uses a โ€œOne Health Dataโ€ approach to monitor and digitize the vaccination process. They collaborate with the Ministry of Communication and Information for registration (using the PEDULI LINDUNGI system), UNDP for vaccine supply-chain management (the SMILE system), and BPJS for individual vaccination records (the P-CARE system). As of February 1, 2023, the MoH managed data for 454. 4 million doses distributed to health facilities.

Building on the successes of the COVID-19 vaccination efforts, the Directorate of Immunization applies a similar integrated approach for routine immunizations by combining the SMILE and ASIK systems. Various directorates and UNDP work closely to improve data visibility between logistics and immunization program beneficiaries. UNDP helps the MoH with the SMILE system for planning distributions and tracking vaccine usage transparently. There are still challenges regarding health logistics and inequity in regions. Maintaining medical and laboratory logistics is critical for timely disease detection and care. Hence, supply- chain management for non-vaccine health products remains a focus of the MoH's health transformation agenda.

In late 2022, MoH launched an end-to-end supply chain management system, including the SMILE platform to monitor all stages from distribution to disposal of health commodities. The Directorate of Pharmaceutical Management and Services is digitizing supply-chain management for Aids, Tuberculosis, and Malaria programs, aiming to enhance governance and efficiency in the procurement of health-related commodities. The program has four outcomes and four outputs to improve the healthcare supply chain, tracking systems, workforce capacities, and national policies for managing health products and laboratory supplies.

Therefore, UNDP required one Project Analyst who will be responsible for providing project management and technical support, ensuring successful implementation of project activities and attainment of project objectives within SMILE. These tasks refer both to the provision of support the coordination, monitoring, and evaluation of project activities as well as assuring the high-quality outputs of activities implemented within the Project.

Duties and Responsibilities

The direct supervisor of this activity is Technical Specialist for SMILE Project. She/He will work closely with project team and operations units, and programme staff in the office to provide support for SMILE project implementation and to ensure adequate exchange of information.

Summary of Key Functions:

Support implementation of SMILE activities Providing technical advice and support to the implementation of the Project activities within SMILE Monitoring, evaluation and reporting of the overall Project deliverables within SMILE Knowledge management and gender equality

Support implementation of the SMILE Activities

Contribute to the overall integration of the project into the country's activities, policies, and plans; Contribute to preparation of annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans; Provide guidance and reviews of technical specifications of project outputs and activities; Supervise consultants and subcontractors engaged in delivering aspects of the project's work plans;Organize and coordinate project activities such as workshops, studies and publications, subcontracts, equipment, and administrative support; Support close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations; Facilitate coordination and other support from consultants hired for the Project, and for any relevant missions directly related to the Project; Ensure that theย ย ย ย SMILE produces the outcomes at the required standards and within the specified cost and time limits; Encourage shared learning with national partners.

Providing technical advice and support to the implementation of the Project activities within SMILE

In consultation with the partners prepare TORs for consultants and comment on their reports; Supports the development of digital systems, information technology infrastructure,ย and data policiesย ย ย ย ; Co-develop relevant policy briefs, lessons learned documents, communication materials, web- based applicationย ย ย ย updates, and other relevant publications.ย ย 

Monitoring, evaluation and reporting of the overall Project deliverables within SMILE

Carry out regular follow-up and monitoring of implementation activities; regular updates on the Projectโ€™s progress to key stakeholders according to the communication plan.

Knowledge management and gender equality

Coordinate wide dissemination and visibility of project achievements; Coordinate dissemination of information and knowledge management within the team for effective project implementation; Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries; Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail; Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.

The key results have an impact on the efficient, effective, transparent, and accountable implementation of the project.

Required Skills and Experience

Education:

Advanced university degree (masterโ€™s degree or equivalent) in Management, Health Management, Social Science, or related field is required, or A first-level university degree (bachelorโ€™s degree) in Management, Social Science or other related field in combination with two additional years of relevant work experience will be given due consideration in lieu of masterโ€™s degree. Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant working experience in project management or health, digitalization or technology, or transformation.

Experience:

Experience in office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Good inter-personal skills; Has excellent oral communication skills Ability to work in a team Strong analytical skills Ability to work with a multidisciplinary and multicultural team Experience in government and/or procurement operation Experience in system digitalization operations, documentation management, and reporting Experience in digital technologies project for healthcare sector Strong problem-solving skills with the ability to approach complex digital development and data reporting Excellent communication skills to convey technical information clearly and concisely to both technical and non-technical audience Experience in preparation of donor report would be highly desirable

Required Languages:ย 

Fluency in English and Bahasa Indonesia is required.
