Background

On 28 March 2025, a devastating 7.7 magnitude earthquake struck central Myanmar, resulting in significant loss of life, widespread infrastructure damage, and a deepening humanitarian crisis. In response, UNDP launched the Earthquake Response โ€“ Community Led Recovery and Reconstruction Project, aiming to support affected communities in restoring services, rebuilding livelihoods, and strengthening resilience through inclusive, locally driven recovery efforts.
The project focuses on two core outcomes:

Restoration of essential community infrastructure and improved disaster risk reduction (DRR) capacity Livelihoods recovery and economic revitalization through inclusive and gender-responsive supportโ€™

The Project Analyst will play a central role in supporting the planning, coordination, monitoring, and operational oversight of project activities across both components. This includes providing technical support to implementation teams, supporting procurement and partner management, tracking progress and risks, and contributing to results-based reporting.ย 

Under the direct supervision of the Project Manager, the Project Analyst will support the effective implementation and monitoring of the Earthquake Response project. The incumbent will coordinate field-level operations, provide technical and analytical inputs, ensure compliance with risk and quality standards, and contribute to knowledge management and reporting. The role requires strong coordination skills, analytical capacity, and experience working with implementing partners, field teams, and government counterparts.

Duties and Responsibilities

Under the overall guidance and supervision of the Project Manager, the Project Analyst supports effective planning, budgeting, implementation, and monitoring of project activities.

Ensures project planning and implementation

Support project planning and development of Annual Work Plans (AWPs) and budget, aligned to project outcomes and outputs, including budget revisions as required. Coordinate and monitor the implementation of project activities in the field. Lead the development and execution of procurement plans. Support the preparation of Terms of Reference (ToRs), calls/requests for proposals, and coordinate technical reviews of proposals and grant management. Provide technical input for the design and formulation of project concept notes and proposals.

Ensures quality assurance and project monitoringย 

Assist in developing the project risk framework, conducting risk screening, risk management, and SES (Social and Environmental Standards) screening & reporting. Lead capacity assessments, risk screening, and vetting for Civil Society Organizations (CSOs) and partners. Monitor progress on project activities, results, and indicators, including partner implementation of projects. Advise the Project Manager of any concerns regarding financial and operational management by implementing partners. Conduct field visits to monitor project activities and provide technical support. Provide regular updates on project progress and risks to the Project Manager. Monitor and track budget implementation and project activity expenditures, performing budget revisions as needed. Contribute to periodic evaluations and impact assessments to gauge overall project performance, identifying lessons learned and best practices.

Ensures data collection and analysisย 

Coordinate data collection to track achievement of project indicators and targets. Collaborate with the Monitoring & Evaluation (M&E) Analyst on the development of dashboards and data collection tools to meet CO and donor reporting requirements. Analyze project results, identify gaps, and design innovative interventions.

Ensures documentation, knowledge management and reporting

Contribute inputs for semi-annual and annual reports, donor reports, and project briefs. Review and coordinate the submission of financial and narrative reports from partners. Provide input for presentation slides, speeches, briefing notes, and communication materials. Document good practices, success stories, and lessons learned. Facilitate internal project learning by organizing events for sharing lessons learned, promoting continuous improvement in project management.ย ย ย ย 

Establish partnerships and open channels of communication.ย 

Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio.ย  Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement.ย  Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.ย  Support resource mobilization efforts and project development.

Required Skills and Experience

Education:

Advanced university degree (masterโ€™s degree or equivalent) in Agriculture Science, Extension Services, Social Sciences, or related field is required. ย OR A first-level university degree (bachelorยดs degree) in the above fields with additional 2 years of experience will be given due consideration in lieu of Masterยดs degree.

Experience:

Minimum 2 years (with masterยดs degree) or minimum 4 years (with bachelorยดs degree) of relevant experience in supporting project implementation, early recovery support, livelihoods projects, monitoring and evaluation of projects. Demonstrated experience in early recovery projects, livelihoods projects, and using data collection tools required.ย  Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages is required.ย  Demonstrated good networking abilities and partnership with CSOs, communities is desirable. Working experiences in UNDP projects is desirable. Proven knowledge and experience in using survey tools such as KOBO toolbox, google forms, etc. is desirable. Experience of working on complex projects and ability to deliver in strict timelines with good quality is desirable. Proven ability to conduct data analysis and interpret findings accurately is desirable.

Required Languages:

Fluency in English and Myanmar (Burmese) is required.ย
