    FONCTIONS ET RESPONSABILITÉS :

    Sous la direction et la supervision directe du Directeur Adjoint Pays et en étroite collaboration avec la Direction du Bureau Pays et les équipes du Programme, le Chef du Bureau assumera les principales responsabilités suivantes :

    - En collaboration avec les autorités locales et les autres partenaires de coopération, gérer et diriger les opérations sur le terrain du PAM dans la région de l’Adamawa afin d’assurer le déploiement rapide et efficace des programmes d’assistance alimentaire et de nutrition pour les déplacés, les réfugiés et les ménages vulnérables dans le cadre du Plan stratégique de pays.

    - Gérer efficacement le bureau, afin d’assurer une gestion transparente et efficace des personnes et le développement continu d’une équipe cohésive et très performante.

    - Veiller à l’utilisation et à la gestion efficaces des ressources financières et des denrées conformément aux politiques du PAM pour atteindre les objectifs fixés.

    - Assumer la responsabilité de la sécurité du personnel, des opérations, des locaux et des biens du PAM dans le bureau afin de s’assurer que les normes de sécurité et de sûreté du PAM sont établies et respectées localement.

    Représenter le PAM dans les groupes de travail multisectoriels et inter-organismes concernés et contribuer à l’équipe de gestion de la sécurité du secteur (ASMT).

    - Collaborer avec le Gouvernement et d’autres partenaires pour déterminer où l’aide alimentaire peut être utilement déployée au niveau local et fournir un soutien et une expertise technique pour la planification, la formulation et la mise en œuvre des programmes d’aide alimentaire, y compris des conseils sur les modalités de transfert spécifiques au contexte (nourriture, argent ou bons).

    Élaborer, diriger et coordonner des systèmes de collecte et de surveillance des données et mener des activités de surveillance et d’évaluation en temps opportun.

    - Assumer la responsabilité et/ou préparer des analyses et des rapports précis et exhaustifs sur les opérations et les performances du PAM, en les soumettant régulièrement et en temps opportun à l’examen du Bureau de pays afin d’identifier les besoins de soutien au programme et d’éclairer la planification et les décisions opérationnelles.

    - Développer et maintenir la liaison avec les autorités locales, les ONG internationales et locales, les agences des Nations Unies, les donateurs, la société civile, les bénéficiaires et d’autres partenaires et engagés dans le domaine de la sécurité alimentaire et nutritionnelle ; déterminer les domaines possibles d’approches et d’initiatives de collaboration.

    - Assurer la supervision rigoureuse des entrepôts de vivres ainsi que le suivi des activités du corridor de Douala, notamment la gestion des opérations de transfert de vivres par le rail et leur acheminement par route vers le Tchad et d'autres pays voisins, afin de garantir la fluidité et la sécurité de la chaîne logistique.

    - Communiquer avec les bénéficiaires en communiquant avec les collectivités et veiller à ce que les perspectives en matière de genre et de protection soient intégrées dans tous les domaines de travail.

    A PROPOS DE VOUS :

    Le profil idéal est celui d’un professionnel qui sait s’adapter, qui a de l’expérience à diriger des équipes et qui est en mesure de travailler principalement avec le Gouvernement, les partenaires des Nations Unies et différents autres intervenants qui ne partagent peut-être pas les mêmes priorités. Et surtout, l’expérience antérieure en tant que chef des bureaux sur le terrain/des sous-bureaux dans des opérations d’urgence complexes du PAM et dans un contexte de sécurité difficile sera un avantage comparatif supplémentaire.

    Une expérience des opérations d’urgence pour les réfugiés et les personnes déplacées, de la conception de programmes de résilience, des transferts en espèces, du ciblage et des capacités de gestion des attentes des donateurs constitue un avantage comparatif. Connaissances générales en Supply Chain Management, gestion de la sécurité et excellentes compétences en planification.

    QUALIFICATIONS & EXPERIENCE REQUISES

    Education :
    Diplôme universitaire supérieur (Master ou équivalent) en économie, développement international, sciences sociales ou dans un domaine connexe


    Desired technical skills and experience:
    Au moins cinq ans d’expérience professionnelle dans le domaine de l’assistance humanitaire et de l’aide aux déplacés, et/ou réfugiés, du renforcement de la résilience et de la protection, de la conception de modalités de transfert de denrées alimentaires et de la rédaction de propositions/projets, des exigences en matière de rapports des donateurs, etc.
    Solide connaissance de la gestion efficace des actifs et des budgets et de l’équilibre entre de multiples priorités.
    Solide connaissance de la façon de communiquer avec les communautés et de négocier avec le gouvernement/les partenaires pour répondre aux exigences du bureau de pays.
    La connaissance du Système des Nations Unies (ODD), l’expérience antérieure en tant que chef de bureau extérieur et les activités prolongées de crise et de renforcement de la résilience seront des atouts supplémentaires.

    Languages:
    Maîtrise du français (niveau C).
    Une connaissance intermédiaire (niveau B) de l’anglais sera un avantage supplémentaire.
    Connaissances intermédiaires (niveau B) d’une deuxième langue officielle des Nations Unies : arabe, chinois, français, russe, espagnol, portugais et/ou langue de travail du PAM.

    KEY ACCOUNTABILITIES

    Under the direct supervision and guidance of the Deputy Country Director and in close collaboration with the Country Office Management and Program teams, the Country Office Manager will have the following main responsibilities:

    - In collaboration with local authorities and other cooperation partners, manage and direct WFP field operations in the Adamawa region to ensure the rapid and effective deployment of food and nutrition assistance programs for displaced persons, refugees, and vulnerable households within the framework of the Country Strategic Plan.

    - Effectively manage the office to ensure transparent and efficient people management and the continued development of a cohesive and high-performing team.

    - Ensure the effective use and management of financial resources and commodities in accordance with WFP policies to achieve established objectives.

    - Take responsibility for the security of WFP staff, operations, premises, and assets in the office to ensure that WFP security and safety standards are established and adhered to locally.

    - Represent WFP in relevant multisectoral and inter-agency working groups and contribute to the Area Security Management Team (ASMT).

    - Collaborate with the Government and other partners to determine where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation, and implementation of food assistance programs, including advice on context-specific transfer modalities (food, cash, or vouchers).

    Develop, lead, and coordinate data collection and monitoring systems and conduct timely monitoring and evaluation activities.

    - Take responsibility for and/or prepare accurate and comprehensive analyses and reports on WFP operations and performance, submitting them regularly and in a timely manner to the Country Office for review in order to identify program support needs and inform planning and operational decisions.

    - Develop and maintain liaison with local authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries, and other partners and stakeholders in the field of food and nutrition security; identify possible areas for collaborative approaches and initiatives.

    - Ensure rigorous supervision of food warehouses and monitoring of activities in the Douala corridor, including management of food transfer operations by rail and road transport to Chad and other neighboring countries, to ensure the smooth and secure flow of the supply chain.

    - Communicate with beneficiaries by liaising with communities and ensure that gender and protection perspectives are integrated into all areas of work.

    ABOUT YOU:

    The ideal candidate will be a flexible professional with experience in leading teams and working primarily with the government, UN partners, and various other stakeholders who may not share the same priorities. Above all, previous experience as a head of field offices/sub-offices in complex WFP emergency operations and in a difficult security context will be an additional comparative advantage.

    Experience in emergency operations for refugees and displaced persons, designing resilience programs, cash transfers, targeting, and donor expectation management skills are a comparative advantage. General knowledge of supply chain management, security management, and excellent planning skills.

    REQUIRED QUALIFICATIONS & EXPERIENCE

    Education:
    Advanced university degree (Master's or equivalent) in economics, international development, social sciences, or a related field.

    Desired technical skills and experience:

    At least five years of professional experience in humanitarian assistance and aid to displaced persons and/or refugees, resilience building and protection, designing food transfer modalities and drafting proposals/projects, donor reporting requirements, etc.

    Strong knowledge of effective asset and budget management and balancing multiple priorities.

    Strong knowledge of how to communicate with communities and negotiate with government/partners to meet country office requirements.

    Knowledge of the United Nations system (SDGs), previous experience as a field office manager, and extensive experience in crisis response and resilience building would be additional assets.

    Languages: Fluency in French (level C) Intermediate knowledge (level B) of English would be an additional asset. Intermediate knowledge (level B) of a second official language of the United Nations: Arabic, Chinese, French, Russian, Spanish, Portuguese, and/or WFP working language.
