    This position is for the formulation of the CSP and development of the narrative and content & preparation of other strategic documents to facilitate implementation, advocacy and fundraising for the CSP, as well as documenting of best practices for corporate learning

    Indonesia is an upper middle-income country and the largest economy in Southeast Asia. Economic growth over the past decades coupled with significant government investments in social development, have transformed the lives of millions of people and allowed the country to make significant improvements in reducing hunger, poverty and other socioeconomic conditions in the country. Although the country continues to make considerable progress towards Zero Hunger, it still faces challenges in terms of limited food access, malnutrition, gender inequality, climate change and vulnerability to natural hazards. The past COVID-19 pandemic, global supply chain challenges and food price hikes due to conflicts have further exacerbated these challenges, and negatively impacted the progress in reducing poverty and food insecurity.

    WFPโ€™s operations in the Asia and the Pacific region progressively move from direct implementation to an enabling role. WFP Indonesia Country office (CO), with support from the WFP Regional Bureau for Asia and the Pacific (RBB) in Bangkok, tests and applies innovative programmatic approaches focused on capacity strengthening of national institutions at central, provincial and district levels. WFP works in the areas of early warning, emergency preparedness, social behavior communication and social protection programmes, among others, in implementing its Country Strategic Plan (CSP) 2021-2025. WFP Indonesia doesnโ€™t implement any direct operations, but rather supports the leadership of the national institutions in humanitarian and development work.

    In this context, a consultant is required to support the WFP Indonesia CO in the preparation of a new CSP to guide its work for 2026-2030. The formulation of the CSP will need to be derived from the United Nations Sustainable Development Cooperation Framework (UNSDCF), national development plans, and the lessons learned from the ongoing CSP evaluation exercise, and other relevant evidence need to be considered. The consultant will work closely with the CO team and rely on RBB and WFPโ€™s Headquarters technical support. The preparation of the CSP package will start already during Q4/2024. The consultant will continue the work previously prepared by the team.

    The consultant will work remotely with regular missions to Indonesia. S/he will also provide strategic support to WFP Indonesiaโ€™s resource mobilization efforts to ensure programme alignment over the CSP period.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Under the overall guidance of the WFP Country Director and day-to-day supervision of the Deputy Country Director, the consultant will support the WFP Indonesia CO in the following areas:

    Support the design and formulation of WFP Indonesia CSP

    Strategic Direction: Support CSP planning, design and formulation, including the establishment of Line of Sight and Theory of Change in close coordination with the Country Office, Regional Bureau and Headquarters teams.

    Review and assess the strategic direction are based on relevant and up-to-date evidence and aligned with WFPโ€™s corporate strategic plan and corporate guidance on CSP development.

    Ensure alignment with the strategic priorities agreed by UN agencies in Indonesia under the UNSDCF and national development plans of Indonesia.

    CSP consultations: The draft CSP will be subject to several rounds of quality reviews, involving CO, RBB and HQ teams that may involve substantial revisions to the draft. The consultant will be responsible for leading the revision of the draft CSP package according to the feedback received and directions from the country office management.

    The consultant will liaise closely with CO staff to compile relevant background materials and understand the strategic direction the CO plans to take. S/he will facilitate any outstanding consultations with staff, host government representatives, UN, donors, beneficiaries and other partners to inform the strategic direction of the CSP.

    The consultant will liaise with relevant RBB and HQ counterparts on any outstanding matters of the CSP design process and planning. The consultant will document and share the outcomes of these consultations where appropriate.

    Coordination and communication: The consultant will liaise with colleagues at the CO through regular coordination with the CSP task force team (chaired by the Country Director/Deputy Country Director) and ensure that the CSP design follows the latest corporate standards, guidance, and good practices. This will require regular coordination meetings and progress updates summarizing progress made, challenges and questions to be solved in finalizing the CSP package, and presentation of the required draft and reports.

    Prepare the CSP and support the development of the CSP package

    The consultant will prepare the CSP narrative following WFPโ€™s corporate template and standards, guidance, and good practices in close coordination with COโ€™s CSP Task Force. The consultant will ensure that the CSP is aligned with WFPโ€™s corporate strategic plan, UNSDCF and Indonesiaโ€™s national development plans.

    S/he will also support the preparation of the wider CSP package, including all mandatory annexes, and oversee its alignment with WFP corporate requirements.

    Other related duties as required and time allows, these can be among others:

    Prepare and coordinate budget revision to bridge the ongoing CSP with the new CSP.

    Prepare CO-level strategic implementation plan to pragmatically guide and accelerate the implementation of the new CSP.

    Prepare advocacy and fundraising material considering the new CSP priorities.

    Facilitate an After-Action Review of the CSP process to feed into corporate learning.

        Tasks:

        • Finalize a CO-level Strategic Implementation Plan to pragmatically guide and accelerate the implementation of the new CSP.
        • Together with CO Management review the need and prepare and coordinate budget revision to bridge the ongoing CSP with the new CSP.
        • Prepare advocacy and fundraising material considering the new CSP priorities. This includes the formal documents for the presentation to the Executive Board of WFP.
        • Facilitate an After-Action Review of CSP process in coordination with CO/RBB/HQ, document it and disseminate for corporate learning.

          Qualifications and Experience

          • Advanced university degree in development economics, food and agriculture, business or social sciences or equivalent.
          • At least ten years of relevant experience working in international development / humanitarian affairs, with a focus on programme design, strategic planning and coordination with partners.
          • Strong coordination, facilitation, and visioning skills.
          • Excellent project management and communication skills.
          • Willingness and ability to work in a team and travel.
          • Familiarity with the United Nations system alongside, WFP Country Strategic Planning process, corporate policies and technical guidelines.
          • Knowledge and experience relevant to Asia, Southeast Asia or Indonesia is considered advantage.
