JOB TITLE: Programme Policy Officer

ORGANIZATIONAL CONTEXT:
Indonesia faces increasing exposure to climate-related hazardsโincluding floods, droughts, and extreme weather eventsโthat pose growing threats to food and nutrition security, especially for vulnerable communities. These risks are intensifying in both frequency and severity, challenging national and sub national systems in their ability to prepare for, respond to, and recover from disasters. In this context, the World Food Programme (WFP) works in close collaboration with the Government of Indonesia to strengthen emergency preparedness, disaster risk management, and climate resilience. A central pillar of this collaboration is the institutionalization of Anticipatory Action (AA)โa proactive, risk informed approach that enables early action before shocks occur, based on predictive data and early warning systems.
WFP supports the Government in embedding AA within Indonesiaโs disaster risk governance, including its policy frameworks, institutional systems, financing mechanisms, and operational protocols. The overarching objective is to reduce the humanitarian and development impacts of disasters, protect lives and livelihoods and build long-term resilience across sectors and levels of government. The Programme Policy Officer SC8 will report directly to Team Lead, and under the overall supervision of the Deputy Country Director.
JOB PURPOSE:
To spearhead the implementation of WFPโs engagement with government counterparts and partners to institutionalize Anticipatory Action and strengthen national systems for climate and disaster risk management. The role will focus on providing policy support, technical guidance, and capacity strengthening to advance risk-informed planning, integrated financing, and adaptive shock responsive mechanisms.
ACCOUNTABILITIES/RESPONSIBILITIES:
Emergency Preparedness and Institutionalization of Anticipatory Action (AA)
- Provide technical and coordination support to the Government of Indonesia in the development, harmonization, and endorsement of a regulatory framework for Anticipatory Action (AA) across ministries and agencies, ensuring its integration into existing disaster risk management frameworks and climate adaptation systems.
- Facilitate the planning, drafting, and operationalization of the National AA Roadmap and its annual workplans, ensuring coherence with sectoral planning frameworks and ministry mandates to deliver systemic and sustainable impact on reducing disaster-related risks to food and nutrition security.
- Support the National Disaster Management Agency (BNPB) and relevant national and sub-national authorities in embedding AA into strategic and development planning instrumentsโsuch as Disaster Management Plans (Renas PB), Medium-Term Development Plans (RPJMN/RPJMD), and Ministerial Strategic Plans (Renstra)โas well as operational tools like contingency planning, SOPs, and financing mechanisms including village funds (Dana Desa) and local government budgets (APBD).
- Contribute to the development and refinement of regulatory and operational guidance for climate-informed early warning systems, risk analysis, pre-agreed triggers, and anticipatory planning protocols. This includes supporting the exploration of climate and disaster risk financing and insurance (CDRFI) mechanisms to strengthen financial preparedness and enable timely activation of anticipatory actions.
Programme Implementation and Capacity Strengthening
- Coordinate and oversee the implementation of AA pilot initiatives in selected provinces (currently in East Nusa Tenggara, West Kalimantan, Yogyakarta), ensuring local adaptation, strong government ownership, and generation of lessons to support institutional scale-up.
- Spearhead the design and delivery of capacity strengthening initiatives for national and sub-national government counterparts, in alignment with WFPโs Country Capacity Strengthening (CCS) and Emergency Preparedness and Response (EPR) frameworks.
- Organize and facilitate technical workshops, simulation exercises, and inclusive multi-stakeholder dialogues to strengthen institutional capacities in anticipatory planning, early action activation, and integrated risk management.
- In support of the team leader, formulate, review and monitor unit and project budget as required.
Monitoring, Evaluation, and Learning (MEAL)
- Support the Government of Indonesia in monitoring, evaluation, and adaptive learning processes related to AA institutionalization, ensuring the application of evidence to inform iterative improvements and strategic scaling of the roadmap.
- Lead the development, consolidation, and dissemination of knowledge productsโsuch as case studies, operational toolkits, and best practicesโto inform policy and programming and enable replication of effective models nationwide.
- Contribute to WFPโs advocacy, communications, and resource mobilization strategies by generating robust evidence on AA effectiveness, including cost-benefit analyses, return-on-investment assessments, and impact evaluations.
- Complete all necessary documentation, and reporting in accordance with WFP Corporate and donor requirements.
Coordination and Representation
- Represent WFP in key national and inter-agency coordination forums (e.g., AA Working Group, National Platform for Disaster Risk Reduction, Humanitarian Country Team, and relevant Clusters) to ensure alignment, policy coherence, and strategic collaboration.
- Facilitate cross-sectoral and inter-ministerial coordination to mainstream AA within broader resilience-building and development initiatives, including the Free Nutritious Meals Programme (FNMP) and national food systems strategies.
- Engage with technical ministries and agenciesโincluding BNPB, BMKG, Ministry of Finance, Ministry of Social Affairs, Ministry of Home Affairs, Ministry of Villages, and Ministry of Communication and Informaticsโto ensure interoperability of data systems, alignment of anticipatory planning, and harmonized risk communication under a unified AA framework.
- Other duties as required
STANDARD MINIMUM ACADEMIC QUALIFICATIONS
Education: Advanced university degree in a relevant field such as Disaster Risk Management, Climate Change Adaptation, Public Policy, Social Protection, Development Studies, Supply Chain or a related discipline. A first-level university degree with additional relevant work experience may be accepted in lieu of an advanced degree. Formal training in results-based management, disaster risk reduction, or climate change is considered an asset.
Experience: At least one (1) year of experience should be at the postgraduate professional level.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and Bahasa Indonesia. Ability to draft reports, policy briefs, and deliver presentations in English with clarity and professionalism.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Minimum five (5) years of progressively responsible professional experience in humanitarian assistance, disaster risk management, climate change adaptation, or programme design and implementation at the national and/or international level.
- Experience working on multi-year policy or programme development and coordination with government counterparts is highly desirable.
- Strong skills in project management and inter-agency coordination, with the ability to lead complex initiatives across multiple stakeholders.
- Proven track record in developing policies, technical guidance, operational frameworks, and knowledge products for disaster risk management and climate adaptation.
- Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint, for documentation, analysis, and presentation.
- Experience with enterprise resource planning (ERP) systems such as SAP; familiarity with commodity tracking systems is an added advantage.
- Solid understanding of humanitarian principles, disaster preparedness standards, and anticipatory action concepts and frameworks.
- Strong analytical, writing, and presentation skills, with the ability to synthesize complex information and communicate effectively to diverse audiences.
