BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Cรดte dโIvoire is considered a low-middle-income country and ranks 171st of 188 countries in the Human Development Index. Climate change constitutes one of the main preoccupations in Cรดte dโIvoire. The country has faced, for several decades, a reduction of rainfall as well as a trend increase in temperatures. Disparities exist within the country with heightened levels of vulnerability in regions like Poro. Since the 1980s, this region has experienced several prolonged droughts and a reduction in average annual rainfall. Such changes have caused disruptions in food systems, particularly in agricultural production, which is primarily rain-fed. Only 8% of the cultivated areas are under irrigation. However, agriculture represents the main livelihood in the region, with 90% of households being producers. Women, who make up 90% of the agricultural workforce, face socio-cultural barriers limiting their access to land and productive resources. Future projections indicate an increase in extreme weather events, with cultivable lands exposed to drought expected to rise from 7% in 2000 to 23% by 2080. This could lead to significant decreases in agricultural yields for key cereal crops. Projections indicate potential decreases of up to 9% for maize and 10% for millet and sorghum.
Guinea faces similar challenges, with climate change posing significant threats to its agricultural systems, which are crucial for the economy and food security. Deforestation exacerbates these issues, affecting both mitigation and adaptation efforts. To combat these challenges, the WFP Guinea office has been implementing successional agroforestry in the regions of Kankan and Nzerekore since May 2023, supported by the Senegal Regional Bureau. This initiative includes Training of Trainers (ToT), pilot Successional Agroforestry Farms (SAFs), and SAFs on private plots, focusing on ecosystem restoration, environmental resource management training, and market access support for smallholder farmers. The integration of land rehabilitation with school feeding and nutrition programs has significantly enhanced resilience in these regions.
Building on the successful experience of nature-based solutions in Guinea, the WFP office in Cรดte dโIvoire, in collaboration with the Government of Cรดte d'Ivoire, secured funding from the Green Climate Fund (GCF) in July 2023, to address these major challenges imposed by climate change. The project aims to improve food security and reduce climate vulnerability of rural communities and households in the Poro region through gender-sensitive measures in integrated climate risk management. Through its various components, this project places particular emphasis on i) climate risk management; ii) improving the productive base; iii) access to markets and financial inclusion.
Since June 2025, under the second component of the GCF fund, WFP has expanded agroforestry systems, including successional agroforestry, to all departments of the Poro region. This expansion leverages lessons learned and best practices from Guinea to maximize regional impact. Successional agroforestry, developed by Ernst Gรถtsch in Brazil and adapted to the Poro region, mimics natural succession by cultivating crops, pastures, and trees together, creating a robust, self-sustaining ecosystem. Field visits and trainings in Guinea, particularly in the Kankan region, which shares similar pedoclimatic conditions with Poro, have demonstrated the scalability and replication potential of this approach.
The WFP aims to scale and replicate the projectโs impact in Guinea and Cรดte dโIvoire by empowering communities through training and fostering autonomy in agroforestry practices. The introduction of collaborative workgroups and reference sites for peer learning and knowledge exchange will further support scaling efforts. Given the precision and hands-on management required for agroforestry, in-person technical support through periodic trainings and constant support from cooperating partners is crucial for the project's development. The agroforestry expert will ensure the successful evolution and regional replication of the project, providing essential support to both the ongoing initiatives in Guinea and the expansion in Cรดte d'Ivoire.
These terms of reference focus on the agroforestry activities taking part of the GCF project in the Poro region of Cรดte dโIvoire, as well as the successional agroforestry activities in the Nโzerekore and Kankan regions in Guinea.
Intervention area:
The main target of this work includes the region of Poro in the Cรดte dโIvoire, and the regions of Nโzerekore and Kankan in Guinea CO.
ACCOUNTABILITIES/RESPONSIBILITIES
1. Under the direct supervision of the Resilience activity manager and technical support of the Resilience programme officer, the consultant will provide technical expertise in successional agroforestry systems and integrated agroforestry-NbS through practical training and ongoing virtual support throughout the project. The consultant will work closely with the teams on the ground and program teams in regional, national, and sub-regional offices, as well as with local and government partners.
2. Provide remote and in person regular technical support to manage pilot SAFs, including NGO, community engagement, monitoring, and sustainability planning.
3. Provide support to the coordinator and actively participate in identifying locations, planning sites development,guide the organization of workgroups, and support with the preparation of materials and scheduling of practical exercises.
4. Prepare and conduct in-person trainings in transplantation and advanced management of SAFs with a hands-on approach.
5. Supervise and provide technical support to local cooperating partners in establishing agroforestry groups and nurseries.
6. Along with the colleagues on the ground, facilitate the development of action plans and budgets for country offices and partners following each mission.
7. Support in developing documents and reports on natural resource management and agroforestry systems experiences.
8. During the contract, the work will involve an average of 5 days of monthly dedication for planning, institutional coordination, virtual meetings, and training. It will also include 3 missions of 10-15 days in the field, with support for guiding the capture of photos and videos and assisting in the preparation of reports and other materials.
9. Breakdown of tentative field mission calendar:
- 21 October โ 10 November 2025: Management training in Guinea (12 effective fieldwork days) โ in/out flight shared between GUICO and CICO.
- 11 โ 24 November 2025: Management training in Guinea (9 effective fieldwork days) โ in/out flight shared between GUICO and CICO.
- 4 โ 26 July 2026: Implementation training in Cรดte dโIvoire (15 effective fieldwork days) โ in/out flight covered by CICO only.
10. Divion of workday:
- CICO: 24 days of fieldwork + 16 days of remote support = 40 days total
- GIUCO: 12 days of fieldwork + 8 days of remote support = 20 days total
11. Overall total: 36 days of field visits + 24 remote support = 60 working days
DELIVERABLES AT THE END OF THE CONTRACT:
Deliverable 1: Designs and actualization of designs for SAF adapted to Poro, Kankan and Nโzรฉrรฉkorรฉ context and beneficiariesโ needs;
Deliverable 2: Technical support on monitoring report and document for plan and materials on trainings in transplantation of SAFs;
Deliverable 3: Training on transplantation of SAFs and debriefing and presentation of the training;
Deliverable 4: Technical support on monitoring report and document for plan and materials on trainings in advanced management of SAFs;
Deliverable 5: The final report on progress of SAFs in 2025 and action plans for 2026 and 2027.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Natural Resource Management, Forestry, Agroforestry, Agriculture, Environmental Science, or other field relevant to food security and livelihood, with a demonstrated focus/interest on rural livelihoods.
Experience: At least 10 years of relevant work experience in Natural Resource Management and Agroforestry Systems in different environments and agroecologies.
Knowledge & Skills: Excellent management skills and ability to work with multidisciplinary and multicultural teams.
Languages: Fluency in English
