Context
Madagascar is one of the countries most at risk of natural disasters in Africa. The country is the 3rd country in the world most vulnerable to climate change and therefore very exposed to cyclones, droughts and floods. The island experiences three or four devastating cyclones in the east part of the country each year while the Great South is experiencing drought which cause displacement of population. As such the country is bearing the full brunt of the harmful effects of climate change which have an impact to the way of life of the local population. Further, displaced affected communities, driven by the loss of livelihoods in their home areas, are moving into these already fragile areas, intensifying competition for resources. Tensions between communities at risk, compounded by the lack of effective governance mechanisms, often result in open conflict. Women and youth, in particular, face increased violence, including gender-based violence, and limited economic opportunities, further increasing their vulnerability. This situation has lead to displacement and migration with complex humanitarian challenges, necessitating comprehensive and integrated responses and support to the Government. IOM recognizes the urgent need to address the linkages between climate change, environment and migration, community stabilization and to develop sustainable solutions that enhance resilience and protect the rights and well-being of affected populations.
Under the direct supervision of the Chief of Mission of IOM Madagascar Country Office with Coordination Function (COCF) and in close coordination with the Regional Thematic Specialists (RTSs) in IOMโs Regional Office (RO) for East, Horn and Southern Africa (EHSA) in Nairobi, the Programme Officer will be responsible to support the design and implementation of interventions that address the complex dynamics of social cohesion and community stabilization under the Peace Building Fund (PBF) Portfolio as well as other projects on climate change and border management. The position requires an understanding of the specific challenges faced by populations moving due to the adverse effects of climate change, including populations displaced by disasters to develop context-specific adaptation strategies to protect the rights of affected communities, enhance resilience and promote social cohesion among communities.
1. Support the development, planning, and management of the implementation of the Peace Building Fund (PBF), Immigration and Border Management (IBG) and Migration Environment and Climate Change (MECC) programmes in IOM Madagascar COCF. Given the interconnectedness of climate change, environmental degradation, social cohesion and stabilization, disasters and human mobility, ensure programmes address the specific challenges and vulnerabilities faced by populations, and build their resilience to disasters and climate change.
2. In coordination with the Chief of Mission, coordinate with relevant stakeholders, including government authorities, UN agencies, NGOs, academic institutions, and community-based organizations, to develop collaborative and integrated programme strategies. Foster partnerships to enhance coordination, knowledge exchange, and resource mobilization for PBF, IBG and MECC programmes.
3. Support the timely and effective implementation of programme activities, ensuring compliance with project plans, budgets, and quality standards. Contribute to identify challenges and opportunities, and support measures to ensure successful programme implementation.
4. Support the preparation of timely and accurate reports, including donor reports, project updates, and internal reporting requirements. Ensure compliance with reporting guidelines, formats, and deadlines. Provide comprehensive and concise information on PBF, IBG and MECC programmes achievements, challenges, and lessons learned, highlighting the link between climate change, displacement, social cohesion and community stabilization and migration in Madagascar.
5. Contribute to identify and integrate best practices, including around environmental standards, resilience principles, social cohesion and sector-specific guidelines within the PBF, IBG and MECC programmes. Contribute to foster a culture of learning and knowledge sharing within the programme team to address the complex dynamics of displacement, community and stabilization, security, climate change-induced displacement and migration.
6. Contribute to the development and deployment of an integrated approach around climate change, social cohesion, environmental degradation and human mobility across IOM programmes and interventions. This may include support to strengthen early warning systems, community-based disaster preparedness and response mechanisms, the implementation of capacity building on disaster risk reduction, and implementing measures to enhance the resilience of affected communities. Promote the engagement of affected populations, local authorities, and other stakeholders in the design and implementation of strategies to ensure their ownership and sustainability of the project activities.
7. Establish and maintain effective partnerships with relevant stakeholders, including government authorities, donors, UN agencies in particular UNICEF and UNESCO, research institutions, and local implementing partners. Given the link between climate change, security, social cohesion, displacement, and migration, collaborate to enhance coordination, resource mobilization, and knowledge exchange in support of PBF, IBG and MECC programme objectives.
8. Support stronger engagement with government ministries and departments responsible for disaster management, environmental protection, climate change adaptation, as well as relevant UN agencies, donor agencies, NGOs, academic and research institutions, and community-based organizations operating in Madagascar.
9. Support the mainstreaming of gender equality, social cohesion and inclusion and the protection of vulnerable groups in all programmes, make sure that actions implemented by IOM address the specific needs and vulnerabilities of women, children, elderly persons, persons with disabilities
10. Support the Chief of Mission with the design and development of new projects/programmes on PBF, IBG and MECC in close coordination with government authorities, international and regional institutions, and partner organizations in the public/private sector.ย
11. Support the participatory and community-centered approach in programme design and implementation, contribute to addressing the complex dynamics of climate change-induced displacement, security, community and stabilization and migration.
12. Perform such other duties as may be assigned.
Education
Masterโs degree in Social Science, International Relations, Migration, Environment, Climate Change, Disaster Risk Reduction (DRR), Community and Stabilization, Border Management and Development studies or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
